On July 10, 2026, I was patrolling westbound on Kelley Highway, just east of the intersection of Midland. I observed a black Mazda SUV traveling eastbound at a high rate of speed. Using my radar, I confirmed the vehicle was traveling 50 mph in a 40 mph zone. After the car passed me, I made a U-turn and began to follow it. The driver of the black Mazda then moved into the turning lane. After changing lanes, the driver proceeded north onto 35th Street. As the vehicle turned onto 35th Street, I initiated my blue lights to conduct a traffic stop. As the vehicle approached the intersection of 35th Street and Birnie Avenue, the driver ran a stop sign and fled eastbound on Birnie. At that time, I initiated my siren and advised dispatch that I was in pursuit. Once on 38th Street, the vehicle turned left into a dead-end alleyway. The pursuit ended near 38th Street and Wirsing Avenue, where the suspect and an unknown female passenger abandoned the vehicle and fled on foot. I pursued the suspect on foot. During the foot pursuit, I deployed my TASER; however, the probes did not make contact with the suspect, and he continued fleeing before I caught up to him and took him into custody without incident. The passenger was not located. Following the arrest, approximately 35 grams of suspected methamphetamine were located in the suspect’s (Ismael Tejas) front right pocket. The narcotics were transferred to Drug Task Force Agent Dalton Waggoner for further investigation. I then transported the suspect to the Sebastian County Jail. The suspect was charged with the following: 5-64-443(a)(2): POSSESS DRUG PARAPHERNALIA METH COCAINE 27-51-601(d): FAIL TO OBEY STOP SIGN 27-51-201: SPEEDING - 1 TO 15 MPH OVER LIMIT 5-54-125(c): FLEEING - ON FOOT 5-54-125(d)(2) 2023: FLEEING - VEHICLE OR CONVEYANCE - EXCEEDING THE SPEED LIMIT 5-64-420(b)(3): POSSESS W PURPOSE DEL METH COCAINE = 10G - 200G
