On July 17, 2023, the Illinois State Police (ISP) initiated an investigation pursuant to a medical emergency that occurred during an ISP traffic stop. On July 17, 2023, at approximately 7:59 p.m., ISP officers conducted a traffic stop on a vehicle near the intersection of 10th Avenue and Kishwaukee Street in Rockford, Illinois. During the stop, an ambulance was called to the scene at the request of the driver, Lamar Bell, and sole occupant of the vehicle. The subject was subsequently transported by ambulance to an area hospital, where he was pronounced deceased. An autopsy is scheduled for Wednesday, July 19, 2023. This is an ongoing investigation and no further information will be released at this time.
