On November 11, 2023, Ohio State Highway Patrol Trooper Rackley observed a vehicle traveling 82 miles per hour (MPH) in a 65 MPH zone. He initiated a traffic stop on the vehicle. The 21-year-old driver initially stated that she had not consumed any alcohol. The police report indicates that Trooper Rackley could smell the odor of alcohol coming from the vehicle and he observed the woman to have bloodshot and watery eyes. Trooper Rackley had the woman position her head towards the vehicle so that he could perform the horizonal gaze nystagmus test on her. Within seconds, Trooper Rackley asked the woman to exit her vehicle. When questioned further, she admitted to consuming 2 drinks, which included a shot of vodka. She then performed the entire series of field sobriety tests. At the conclusion of the tests, she was placed under arrest for DUI. She was transported to the Highway Patrol post, where she submitted to an evidential breath test. The result was 0.157% BAC.
