Sgt. Adam Colon also responded and located the man sitting on the platform. Police Officer Frank Losurdo arrived on the scene to assist. Officers observed a small glass pipe with a burnt end and a lighter in his hand. The man later identified as 42-year-old Julio Ortiz was placed under arrest for possession of drug paraphernalia. He was transported to an area hospital by the Hoboken Volunteer Ambulance Corps (HVAC). A search incident to arrest located three glass tubes commonly used to smoke CDS, and three metal sticks commonly used as push rods when consuming CDS. It was discovered Ortiz had a warrant out of Union City for possession of CDS with intent to use. He was ultimately transported to the Hudson County Correction Facility.
