On the night of July 25th, 2025, I, Corporal Darryle Hinton #508, was patrolling the area of Phyllis Street and Dollarway Road. While traveling, I observed a black moped heading north on Phyllis Street toward Dollarway Road, with a broken taillight. I conducted a U-turn on Phyllis Street and pulled behind the moped to attempt a traffic stop. I activated my emergency lights as the moped came to a complete stop at the intersection of Phyllis Street and Dollarway Road. I pulled up next to the moped and told the driver, later identified as Eddie Williams of Pine Bluff, to pull into the parking lot directly to the right of our location. Mr. Williams began to pull into the lot, but then drove towards the back side of the lot without stopping. Mr. Williams then drove back onto Phyllis Street, actively fleeing the scene. I alerted Troop E dispatch that I was in pursuit and began providing relevant details. Mr. Williams continued south on Phyllis Street, running stop signs, nearly causing a collision on the moped. The pursuit reached speeds of 39 miles per hour. He then made a right turn onto South Richard Drive, where he traveled for a short distance before abruptly braking. This caused the push bumper on the front of my patrol vehicle to bump the rear tire of the moped. Mr. Williams then jumped off the moped and fled on foot into an open field. I pursued him on foot for about 150-200 yards before taking him into custody without further incident. Mr. Williams was brought back to my patrol unit, where a search of his person revealed a crystal-like substance in a small container, believed to be methamphetamine, in his front right pocket. The total weight was 7 grams. An ambulance was called because Mr. Williams stated he couldn't breathe. Mr. Williams' driving status was checked through the Arkansas Crime Information Center (ACIC),. The ambulance arrived, but Mr. Williams refused any medical attention. The paramedics assessed Mr. Williams to the best of their ability, and it was determined that he did not suffer any injuries as a result of this event. Mr. Williams was then transported to the W.C. "Dub" Brassell Adult Detention Center, where he was booked on his two misdemeanor warrants and the following charges. 27-16-303 Driving on suspended license, 27-51-601(d) Fail to obey stop sign, 5-54-125(c) Fleeing - on foot, 5-54-125(d)(2) 2023 Fleeing - vehicle or conveyance - Exceeding the speed limit, 27-36- 215 Veh lights - defective/improper tail lamps and reflectors, 5-64-419(b)(1)(A) Possess controlled substance sched I, II meth cocaine 2G. The moped had no record in ACIC and was towed by Insley's towing. The suspected methamphetamine was field tested, and it resulted in a positive indicator for methamphetamine. It was then placed in evidence at Troop E Headquarters. A felony case file will be sent to the Jefferson County Prosecutors' Office for review. The suspected methamphetamine will be sent to the Arkansas Crime Laboratory for testing.
