On January 16, 2025, Cranston Police Sgt. Decosta observed a vehicle speeding. By the time he turned around to stop the vehicle, it had pulled down a side street, parked, and the turned off its headlights. Sgt. Decosta approached the vehicle, which was being driven by a 31-year-old woman. She immediately began acting irrationally and berated Sgt. Decosta several times. Sgt. Decosta soon learned that her driver's license was suspended, so he told the woman to call for a ride home. When she got out of the vehicle to take a picture of Sgt. Decosta's badge number, he detected an odor of alcohol coming from the woman. He then initiated a DUI investigation, but the woman refused to perform field sobriety tests. She was placed under arrest and had to be forcibly removed from the vehicle by officers. Her verbal assault continued throughout the encounter.
