Around 2:59 AM on January 11, 2025, Officer Douglass Bailey with the Tampa Police Department observed a white 2017 Nissan Rogue driving without headlights and blocking the crosswalk while stopped at a red light. He activated his emergency lights to initiate a traffic stop, and the driver pulled over in the vicinity of S Tampania Avenue and W Cleveland Street. He exited his patrol car and made contact with the driver, who was identified as 23-year-old Sierra Sands. As he was speaking with her, he observed indicators of impairment and detected the odor of alcohol. She told the officer that she had just picked up her 2 passengers from Bar Hwrd earlier that evening. He asked her how much she had to drink, and she admitted to consuming 2 drinks earlier that evening. Based on his suspicion of impairment, he eventually asked Sierra to exit the vehicle and perform field sobriety exercises. Officer Bailey started with the Horizontal Gaze Nystagmus (HGN) test. The second exercise was the Walk and Turn test. The final exercise was the One Leg Stand test. Based on her erratic driving, her indicators of impairment, the odor of alcohol, her admission to consuming alcohol earlier, and her inability to adequately perform the field sobriety exercises, Sierra was placed under arrest for driving under the influence. After being placed inside the police car, Sierra was transported by Officer Bailey to the Hillsborough County Sheriff’s Office for further processing. Her 2 passengers were allowed to walk away from the scene. At the jail, Sierra agreed to submit to a breath test. Her breath test results indicated BAC levels of 0.156 and 0.154, which were almost double the legal limit of 0.08.
