Little Rock Police Department (LRPD) requested Arkansas State Police (ASP) assistance with a pursuit on I-30 EB from President Clinton Avenue around 11:50 PM on July 4, 2023. LRPD described the vehicle as a white Nissan Rogue or Murano with Illinois license plate DV82790. Furthermore, LRPD said it was occupied by multiple black males, dressed in black. ASP was en route to assist when Little Rock Police Department lost sight of the vehicle on I-40. Approximately 1:28 AM on July 5, 2023, I was on Baseline Road when I saw a white Nissan Rogue bearing the same license plate, Illinois DV82790. I could see several black males occupied the vehicle. I initiated my lights for a traffic stop as the vehicle was entering the parking lot of a gas station at the intersection of Baseline Road and I-30 EB Service Road. Almost immediately after turning on my equipment, the driver of the vehicle (Subject 1) increased speeds and nearly struck another vehicle driving in the parking lot. Using the fuel station parking lot as a cut-through from Baseline Road to the EB Service Road, Subject 1 increased speeds rapidly and nearly caused another crash on the service road. I pursued the vehicle onto I-30 EB reaching speeds over 100 miles per hour. As we reached the Chicot Exit Ramp, Subject 1 braked hard and swerved to take the exit. Unable to stop quickly enough, I passed the exit and used the median to access the service road. Subject 1 drove through the median to enter I-30 EB again and I continued pursuing. Due to his erratic driving, I attempted to keep him on the interstate by pulling along the passenger side of the fleeing car until I had another officer with me but Subject 1 braked hard as I was pulling alongside. It was apparent Subject 1 was going to continue driving erratically and with disregard for public safety; therefore, I attempted a tactical vehicle intervention (TVI) when he braked hard. I was not successful with the TVI. Subject 1 slowed after my vehicle made contact with his. Subject 1 exited at Geyer Springs and was waving one arm out of the front driver's side window as he was taking the exit. Subject 1 was slowly traveling on the Eastbound Service Road and when we reached the intersection with Geyer Springs, I utilized my push bumper to try and spin the SUV enough that I could see the driver side of the car. Eventually, the driver put both hands out of the window indicating he was no longer fleeing. LRPD officers responded to assist and all occupants were called from the vehicle and placed in handcuffs. Subject 1 became lethargic and was transported by ambulance to a local hospital where he was evaluated and released. He was taken to Pulaski County Jail and charged by LRPD for charges related to the initial incident. I responded to the jail and charged the driver accordingly for the incident I was involved with. Two juveniles were in the vehicle (subject 5 and Subject 6) during both pursuits. Additionally, the juveniles were not wearing seatbelts in either pursuit. The backseat was designed for 3 occupants but four were present both times. Subject 1's seatbelt was clicked in place, behind Subject 1 when he exited. Subject 1 is the brother of Subject 8 and was designated by Subject 8 to care for Subject 5 and Subject 6 at a fireworks show in downtown Little Rock. Subject 7 is the parent of Subject 6. Subject 8 is the parent of Subject 5. Subjects 2, 3, and 4 were passengers in the vehicle at the time of the ASP pursuit. Subject 2 was the front seat passenger and Subjects 3, 4, 5, and 6 were in the backseat. I later learned from Subject 8 the vehicle was uninsured during the incident. I also discovered Subject 1 did not have a license. The adult passengers were released from the scene without charges. The juveniles were released to their parents. Subject 1 was charged with: 5-54-125(d)(2): FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH FD 5-27-205: ENDANGERING THE WELFARE OF A MINOR - 1ST DEGREE (FELONY) 5-27-205: ENDANGERING THE WELFARE OF A MINOR - 1ST DEGREE (FELONY) 27-37-702: NO SEATBELT 27-51-104(b)(7): VEHICLE PASSENGERS LOCATED IN DANGEROUS MANNER 27-22-104: NO LIABILITY INSURANCE 27-16-602: NO DRIVER LICENSE OR LICENSE EXPIRED 27-51-104: CARELESS AND PROHIBITED DRIVING 27-68-103: CROSSING MEDIAN - IMPROPER U-TURN - CONTROLLED-ACCESS FACILITY
