On March 12, 2026 at approximately 10:12 PM, Officer Matthew Phillips with the St. Charles Police Department heard a driving complaint over dispatch from South Elgin. The vehicle was reported to be headed southbound on La Fox Drive (Illinois Route 31). He drove northbound on N 2nd Street (Illinois Route 31), and observed a white 2025 Chevrolet Trax pass his vehicle in the opposite direction at 80 MPH in the 4100 block of N 2nd Street. He made a U-turn and he had to drive about 95 MPH in order to close the gap with the speeding vehicle. As he was following the vehicle, he noticed that the driver swerved across lanes and another vehicle had to make an evasive maneuver to avoid a head-on collision. He eventually activated his emergency lights and initiated a traffic stop in the 800 block of N 2nd Street. Officer Phillips advised dispatch of his location and made contact with the driver, who was identified as 25-year-old Emily Lazarevic. He told Emily that she was speeding excessively. As he was speaking with Emily, he detected the odor of alcohol and observed other indicators of impairment. She told him that she was the designated driver for her friends, and that she was driving from the East Dundee bar district to pick up her friends at Alley 64. She admitted to consuming 1 glass of wine earlier that evening around 5:00 PM, along with a THC gummy around 2:00 PM. After another officer arrived on scene, Emily was asked to exit the vehicle and perform field sobriety exercises. The first exercise was the Horizontal Gaze Nystagmus (HGN) test. During the HGN test Officer Phillips observed the lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees. He did not observe vertical nystagmus. The second exercise was the Walk and Turn test. During the Walk and Turn test, Emily did not touch heel-to-toe on each step and turned improperly. The final exercise was the One Leg Stand test, and Emily failed to raise her foot in the proper fashion and put her foot down before the test was complete. Based on the odor of alcohol, her admission to drinking earlier that evening, and her inability to adequately perform the field sobriety exercises, Officer Phillips placed Emily under arrest for driving under the influence. A subsequent search of her vehicle revealed the presence of an open container of White Claw. At the station, Emily agreed to provide breath samples. Her breath test results indicated a BAC level of 0.157%, which was approximately double the legal limit of 0.08%. She was eventually released to her friend pending her court appearance. Emily was charged with the following: -Driving under the influence - alcohol (625 ILCS 5/11-501(a)(2)) -Driving under the influence – over 0.08 (625 ILCS 5/11-501(a)(1)) -Reckless driving (625 ILCS 5/11-503(a)) -Improper lane usage (625 ILCS 5/11-709) -Speeding more than 35 MPH (625 ILCS 5/11-601.5(b)) ------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information).
