Patrolman Panduri, responding to a report of a fight no longer in progress, made initial contact with the alleged victim on the sand. She reported being approached by the other woman and described the sequence of events, revealing visible scratch marks on her back, an observation corroborated by an employee's eyewitness account. Officers obtained a description of the second woman, noted as having long, wavy, blonde hair and wearing a black bikini top with a floral wrap skirt, and her phone number. Sergeant Huegel later located the individual on a nearby sidewalk.
