With the help of Officer Douglas Cairns, Officer Papa found the van heading west near Dover Center Road and stopped it on the left shoulder, facing the wrong direction. When Officer Papa tried to reposition his vehicle, the driver turned into the center of the highway and parked on the right shoulder, now facing the correct way. As the officers approached, they noticed that the driver, 37-year-old Caitlin Chiou, seemed confused and unable to communicate clearly. Caitlin was instructed to leave the vehicle, and Officers Posante and Bullins arrived to provide assistance. Officer Papa inquired about her alcohol consumption, to which she admitted that she had consumed four drinks. When asked about her location prior, Caitlin explained that she had attended a gala at Magnificat High School, a Catholic all-girls prep school in Rocky River, Ohio. Suspecting she might be impaired while driving, Officer Papa offered her the chance to complete standardized field sobriety tests, and she agreed to participate. The first field sobriety test conducted was the Horizontal Gaze Nystagmus (HGN) test. In this test, Officer Papa noticed that Caitlin's eyes did not move smoothly. He observed clear and lasting nystagmus at the furthest point of her gaze, as well as the onset of nystagmus before reaching 45 degrees in both eyes. The second test was the Walk and Turn test. During this test, Caitlin failed to place her heel against her toe on any of the steps, stepped off the line several times, and lost her balance while turning. Because Caitlin could not keep her balance during the Walk and Turn test, the officer chose not to proceed with the One Leg Stand test for her safety. Officer Papa arrested Caitlin for Operating a Vehicle Impaired (OVI) due to her erratic driving and poor performance on field sobriety tests. After the arrest, Officer Papa searched her vehicle while Officer Cairns provided her with her Miranda Rights. Caitlin was then taken to the Westlake Police Department for processing. At the station, Officer Papa reviewed the BMV/2255 form with her, and she agreed to undergo chemical testing. During questioning, she admitted to drinking several glasses of Cabernet and acknowledged that she did not recognize how impaired she was before driving. The test results showed her blood alcohol concentration (BAC) at 0.249%, significantly above the legal limit. After she was processed at the station, she was released to her brother-in-law on a Personal Recognizance Bond and given a court date. She needs to appear in the Rocky River Municipal Court on March 28, 2023.
