Trooper's Report: On June 27th, 2026, I, Trp. Anthony Freeman #140, attempted to stop a black Nissan Altima (LPN: Florida LLCU87) for following too closely. I activated my emergency lights to initiate a traffic stop. The driver, later identified as Roman Johnson, came to a stop at the 74-mile marker exit ramp. As I made my passenger-side approach, I observed the passenger, later identified as Destiny Smith was just waking up. While explaining who I was and why I was making contact, I could smell a strong odor of marijuana. I asked the driver for his driver’s license, and he stated that he didn’t have it with him, due to losing his wallet. The driver showed me a photo of his driver’s license on his phone, where I identified him as Roman Johnson. I told Mr. Johnson that due to the photo being on his phone, I was going to have him step out and come to my patrol car so I could get his information. Due to the vehicle being a rental, I asked them if they had the rental agreement. The passenger was able to pull up a photo on her phone of the agreement. While she showed me the photo, I asked her if she had her ID, and she stated she had lost hers also, but had a passport. From the passport, I was able to identify the passenger as Destiny Smith. After seeing the rental agreement and identifying Ms. Smith, I had Mr. Johnson step out of the vehicle. While we were behind his car, I did a quick pat down for weapons and told Mr. Johnson that I had a question for him. I asked Mr. Johnson if there was any marijuana in the car due to the odor I was smelling. Mr. Johnson stated that there was no marijuana in the vehicle. At that point, I told Mr. Johnson that he could be honest with me or he could go to jail. Mr. Johnson began walking back towards the driver’s door and getting back into the driver’s seat, where he began to flee. When I returned to my unit, I advised dispatch that I was in pursuit of that vehicle and activated my siren. Mr. Johnson continued down the exit ramp, running the stop sign at the intersection of State Road 333, and continued traveling back on the entrance ramp of Interstate 40 E. Once back on Interstate 40, Mr. Johnson traveled east at speeds of up to 130 miles per hour. While approaching the 75-mile marker, Mr. Johnson began to weave in and out of traffic. As we approached the 76-mile marker, there was a break in traffic, so I set up for a Tactical Vehicle Intervention (TVI). Before I could perform the TVI, Mr. Johnson began to brake check me. With traffic still being light, I got back behind Mr. Johnson, and as we approached the 77- mile marker, I set up for another TVI. As Mr. Johnson approached the 77 1⁄2-mile marker, I successfully performed a TVI, bringing the pursuit to an end. Mr. Johnson was subsequently taken into custody without further incident. After reading Mr. Johnson his Miranda Rights, I asked him how much marijuana he had and which he stated about 10 grams located in his suitcase. While conducting a search of the car, I found two small baggies containing marijuana and two pills that were in a black box. Once the wrecker arrived on scene, the vehicle was towed and the passenger Ms. Smith, was transported by the wrecker to a hotel. I transported Mr. Johnson to Saint Mary’s Hospital for an evaluation before transporting Mr. Johnson to the Pope County Detention Center. Once at the Jail, I handed Mr. Johnson over to the correctional officers, and Mr. Johnson was charged with the following. 5-54-125(d)(2) FLEEING - VEHICLE OR CONVEYANCE - EXCEEDING THE SPEED LIMIT 5-64-419(5)A SCHEDULE VI CONTROLLED SUBSTANCE (I)LESS THAN FOUR OUNCES (4 OZ.) 5-64-419(b)(2)(A) POSSESS CONTROLLED SUBSTANCE SCHED I,II EXCLUDING METH COCAINE - 2G 5-38-203(b)(2) CRIMINAL MISCHIEF - 1ST DEGREE (DAMAGE $1,000 - $5,000) 27-50-308(b)(1)(B) RECKLESS DRIVING 1st 27-51-305 FOLLOWING TOO CLOSELY 27-16-601 FAIL PRESENT DRIVER LICENSE
