On 8/20/23, at approximately 2342 I was patrolling on Brown Street near Daniel Street. A short time before that, Troup County Deputies had a silver passenger car flee from them in which they lost visual of the vehicle in that area. While I was patrolling on Brown St, a silver Ford Mustang passed me traveling east on Brown St. I slowed and began turning around to travel in the direction of the Mustang. As I was turning around, I observed the Mustang turn left onto Daniel Street at a high rate of speed without its turn signal activated. I completed my turn and traveled in the direction of the mustang. As I was turning left onto Daniel Street, I observed the Mustang turn right onto Borton St at a high rate of speed. I traveled on Daniel S to Borton S in which I turned right. When I turned onto Borton St I observed the Mustang traveling through a residential area at a high rate of speed. I initiated my emergency equipment at this time to conduct a traffic stop on the vehicle. As I was approaching the Mustang with my emergency equipment activated, the driver turned left onto Niles S at a high rate of speed and began accelerating, initiating a pursuit. I followed the Mustang and advised my dispatch that I was in an active pursuit. I pursued the Mustang on Niles Street to the intersection of Revis St. The driver failed to stop at the stop sign of the intersection and continued traveling north on Niles St. I visually cleared the intersection and continued pursuing the Mustang onto Niles St. The driver of the Mustang fled north on Niles St in excess of 65 mph in a posted 30 mph zone to the intersection of E Render St. The driver of the mustang failed to stop at the stop sign of the intersection and turned left onto E Render St. I visually cleared the intersection and continued pursuing the Mustang west on E Render St . I pursued the Mustang on E Render St to the intersection of Ga-109. The driver failed to stop at the stop sign of the intersection once again and turned left. I visually cleared the intersection and turned left onto Ga-109, continuing to pursue the Mustang. After turning onto Ga-109, I determined that I needed to perform a Pursuit Immobilization Technique (PIT) to prevent the suspect from reaching a higher rate of speed and or traveling through the busy intersection of Ga-109 and Ga-1 that was shortly ahead. I performed a PIT maneuver while traveling west on Ga-109 just before the intersection of Horace King St. The Mustang rotated counterclockwise coming to rest in the east bound lane. As the Mustang was coming to a stop, the driver began accelerating once again and continued traveling west on Ga-109 on the wrong side of the road. After traveling through the intersection, I set up once again to perform another PIT Maneuver. I performed the PIT Maneuver causing the Mustang to rotate clockwise coming to rest in the westbound lane of Ga-109. After coming to a stop, the Mustang began accelerating once again while traveling west on Ga-109. At this point the driver showed absolutely no indication of stopping the vehicle. As the Mustang was coming past me, after recovering from the second PIT maneuver, the driver veered to the left toward S Dawson Street which is a residential area. I determined at this time that the fleeing Mustang must be stopped to prevent the driver from further endangering himself, the motoring public and anyone else in the area. I positioned my patrol car and struck the left side of the fleeing Mustang with the front push bumper, disabling it. After disabling the Mustang on Ga-109 at the intersection of S Dawson Street, the driver, later identified as a Mr. Kofi Dowell exited the vehicle and began fleeing on foot across Ga-109. CPL Furgerson with Troup County Sheriffs Department was behind me at this point and began pursuing Mr. Dowell on foot. CPL Furgerson was able to catch Mr. Dowell at the edge of the woods where he deployed his Taser and placed him under arrest. While talking with Mr. Dowell I could smell the strong odor of an alcoholic beverage coming from his breath. I asked Mr. Dowell how much alcohol had he consumed in which he told me a 12 pack of beer. I read Mr. Dowell the Georgia Implied Consent Notice for Suspects Ages 21 or Over. Mr. Dowell gave me a verbal yes for the State Administered testing of his blood. Mr. Dowell was transported by EMS to West Georgia Hospital to be medically cleared and have a blood draw performed. Deputy Spivey with Troup County Sheriffs Department took custody of Mr. Dowell while he was at the hospital until my arrival. Deputy Spivey oversaw the blood draw on Mr. Dowell prior to my arrival at the hospital. I arrived shortly after and took custody of Mr. Dowell. CPL Furgerson with Troup County Sheriff’s Department arrived at West Georgia Hospital around 0230 hours and took custody of Mr. Dowell. After he was medically cleared, CPL Furgerson transported Mr. Dowell to the Troup County Jail without further incident.
