On January 6, 2024, at approximately 11:47 P.M., I observed a red Lincoln MKZ fail to use its signal while making a lane change and cutting off another vehicle just east of Piedmont Avenue on Ellis Street. The vehicle then merged onto I-75/85 southbound. I observed the vehicle make several more lane changes with no signal as it took the ramp to I-20 eastbound. I then observed the vehicle change lanes without a signal and drive across the gore area, merging onto I-20 eastbound. I activated my lights and siren to conduct a traffic stop. The vehicle increased its rate of speed, made several lane changes at once, and drove through the gore to exit onto Boulevard, initiating a pursuit. I then notified Capitol Police Communications of the pursuit. The vehicle failed to stop at the red light at the top of the ramp and made a left turn to travel northbound in the southbound lanes, nearly causing a collision. TFC1 A. Mathews became primary as the vehicle took the ramp to travel westbound on I-20. TFC1 A. Mathews then performed a P.I.T. maneuver on the vehicle near the exit of Windsor Street. The vehicle continued to flee as other Georgia State Patrol units arrived. TFC1 A. Mathews performed another P.I.T. maneuver just before the exit of Langhorn Street. The vehicle continued to flee westbound. TFC2 G. Brown then performed a P.I.T. maneuver just after the exit of Langhorn Street. Several Georgia State Patrol vehicles then boxed the fleeing vehicle in. I unholstered my departmental-issued firearm and aimed it at the driver, later identified as Nathan Hill D.O.B. /1998, until he was taken into custody by another trooper. A passenger was also removed from the passenger side front seat of the vehicle. While searching the vehicle, TFC2 G. Brown discovered a black Glock 22 Gen5 .40 caliber handgun on the driver's floorboard. It was observed that the handgun had been illegally modified from its factory settings to be fully automatic. TFC2 G. Brown then discovered a black bag on the driver's side rear passenger floorboard. A search of the bag revealed a large quantity of suspected marijuana that was in three separate plastic bags. There was also a large number of individually sealed packages that contained suspected marijuana. A small digital scale was also discovered. A search of Mr. Hill's person yielded a quantity of US currency. During the investigation, Mr. Hill was read his Miranda rights. Mr. Hill was questioned if Ms. Lee asked to be let out of the vehicle. Mr. Hill said she asked after the third P.I.T. but could not recall if she had asked before that. Mr. Hill was questioned about who the gun belonged to. Mr. Hill advised it was not her (Ms. Lee's) firearm. When he was questioned further about the gun, he stated he no longer wished to talk. During the investigation, Ms. Lee was questioned if she asked to get out of the vehicle. Ms. Lee said that she asked to get out multiple times, including when the vehicle took the exit to Boulevard. When asked what Mr. Hill said in response to her request, she said, "I can't go to jail." The S&W wrecker service impounded the vehicle. Mr. Hill was transported to Grady Hospital by Sgt. K. McClendon to be medically cleared. Sgt. K. McClendon then transported Mr. Hill to Fulton County Jail, turning him over to jail personnel. Warrants were obtained for failure to signal OCGA 40-6-123(a), driving in the gore OCGA 40-6-50, failure to obey traffic control device OCGA 40-6-20, driving on the wrong side of the road OCGA 40-6-40, reckless driving 40-6-390, felony fleeing 40-6-395(b)(5)(A), possession of sawed-off shotgun or rifle, machine gun, silencer, or dangerous weapon prohibited OCGA 16-11-122, possession of marijuana with intent to distribute OCGA 16-13-30(J)(1), and kidnapping OCGA 16-5-40. TFC2 G. Brown seized the illegally modified Glock to turn over to TFC2 C. Bulter of the Criminal Interdiction Unit to be turned over to the Bureau of Alcohol, Tobacco, Firearms and Explosives for trace analysis.
