Around 1:57 AM on April 10, 2024, Patrolman Michael Duhigg with the Edison Police Department observed a silver 2019 Lexus UX swerving and well driving below the speed limit in the vicinity of Route 27 and Stony Road. He followed the vehicle and the driver continued swerving. He eventually activated his emergency lights to initiate a traffic stop, and the driver pulled into the parking lot of Metuchen Mower (865 Route 27). After the driver pulled over, he exited his patrol car and made contact with the driver, who was identified as 27-year-old Jessica Holmgren. As he was speaking with Jessica, she detected the odor of alcohol and observed indicators of impairment. Jessica’s insurance was also not valid. Based on her lack of valid insurance, Jessica was asked to exit the vehicle so that it could be impounded. He also intended to administer field sobriety exercises. Jessica refused to exit the vehicle, so she had to be forcibly removed. She also refused to perform any field sobriety exercises, so she was placed under arrest for DWI. After a brief struggle, Jessica was eventually placed inside the patrol car. Her vehicle was impounded for a 12-hour hold according to John’s Law, while Patrolman Duhigg transported Jessica to the Edison Police Department for further processing. Patrolwoman Christina Vadakethalakel conducted a search of Jessica’s purse, and located a small bag containing a white and powdery substance. At the station, the Standard Statement for Motor Vehicle Operators was read to her, but she refused to submit breath samples. After they finished processing Jessica, she was released a sober adult pending her court appearance after he signed the Potential Liability Warning on Jessica’s behalf. Patrolman Duhigg issued Jessica the following traffic tickets: -Operating under the influence (39:4-50) -Consent to take samples of breath (39:4-50.2) -Reckless driving (39:4-96) -Careless driving (39:4-97) -Failure to exhibit proof of insurance (39:3-29) She was also criminally charged with possession (2C:35-10A(1)) and obstruction (2C:29-1A). Court records indicate that on March 24, 2025, Jessica pleaded guilty to consent to take samples of breath and failure to exhibit proof of insurance. As a result of her guilty pleas, Jessica had to spend 12 hours at an intoxicated driver resource center and use an ignition interlock device for 9 months. The other 3 traffic citations were dismissed as part of the plea agreement. Jessica also pleaded guilty to obstruction, while the charge of possession was dismissed as part of the plea agreement. In total, Jessica had to pay a total of $1,006 in fines. Jessica had previously been arrested for aggravated assault on a domestic violence victim (2C:12-1B(12)) and possession of a weapon for an unlawful purpose (2C:39-4D) in New Brunswick, NJ on December 16, 2017. Following this arrest, Jessica was later arrested again for DWI in Metuchen, NJ on December 18, 2024. She was also arrested 2 separate times for violating domestic violence restraining orders in Highland Park, NJ on April 1, 2025 and July 11, 2025. ---------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information). (P.L. 2001, c. 404). Defendants are considered innocent until proven guilty. The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
