On July 28, 2026 at approximately 0207 hours I, Trooper Hotaling, was traveling north on US 501 and I observed a black in color Ford Ranger traveling south bound at a high rate of speed and flashing a light bar that was attached to the front bumper. I turned around at Knotty Branch Road to initiate a traffic stop on the vehicle. I observed the vehicle increase speed. I finally caught up to the vehicle around Booth Circle. The vehicle was a Ford Ranger bearing SC license plate XKT441 and registered to Colby Parnell. I activated my blue lights at speeds of 110 mph. The driver maintained that speed and I advised Florence TCC that I was in pursuit. The driver continued south on US 501 into the City limits of Conway. The driver was all over the road trying to flee. The suspect was traveling 100 mph as he passed Conway High School but slowed to 60mph as he went through the traffic light at US 501 and Mill Pond Road. The suspect continued south but slowed to 35 mph. The suspect kept swerving to keep me from coming up beside him. He then made a U turn at 9th Ave and went back north bound on US 501. The suspect kept a low speed of between 25 and 35 mph. As we got back to Conway High School there was a small tanker truck that had moved over to number 3 lane and the suspect positioned his vehicle to indicate that he was going to ram the truck. Just before hitting the truck the suspect swerved left and missed it. The suspect continued north then made another U turn just before Cultra Road and went back south on US 501. L/Cpl Barr arrived as we were going back by Conway High School and took secondary in the pursuit. Trooper Bashant then arrived and took primary at Mill Pond Road. He took primary to perform the PIT maneuver. I was secondary at that point and L/Cpl Barr was Third. As Trooper Bashant positioned his patrol vehicle the suspect attempted to hit Trooper Bashant's patrol vehicle. L/Cpl Barr advised Trooper Bashant perform the PIT maneuver. Trooper Bashant deployed the PIT maneuver in lane 2 and the vehicle began to roll. Due to the suspect not wearing his seat belt he was ejected from the vehicle. Myself and Trooper Bashant attempted to render aid to the suspect due to the suspect not being conscious for a short time. EMS arrived and transported the suspect to Grand Strand Medical Center. Horry County Sheriff's Department arrived and F/Sgt Boyette arrived on scene at that time as well. Before I left the scene I ran the suspects name through the DMV and it came back as Colby Brooks Parnell. I cleared the scene and went to Grand Strand Medical Center to check Mr. Parnell's injury status. Mr. Parnell has numerous injuries to his head and will be staying in the hospital for an extended period of time. I issued Mr. Parnell a citation for DUI 2nd, Dus 1st for DUI, Open Container and no seatbelt. A warrant for failure to stop for blue lights has been requested.
