Two men initially suspected of impersonating police reportedly turned out to be actual Phoenix police officers. According to a Tempe police report, a young couple alleged they were pulled over, punched, tased, restrained and threatened at gunpoint during an August 5 traffic stop. Phoenix police have confirmed that two officers conducted the stop, used force, failed to report that force and did not activate their body-worn cameras. ABC15 has identified the officers as Luis Vasquez Jr. and Antonio Felix, citing multiple Phoenix police and Maricopa County Attorney’s Office sources. Phoenix has not formally released their names, and neither officer has been charged. Both officers are on administrative leave while Phoenix police conduct a criminal investigation. The County Attorney’s Office is also reviewing open cases in which either officer appears as a witness. The most serious accusations remain allegations and have not been proven in court. This video examines the allegations, the facts Phoenix has acknowledged, the missing documentation and whether an outside agency should conduct the investigation.
