Bowes, a 39-year-old resident of Phillipsburg, NJ, was taken into custody. The arrest occurred around 12:38 AM due to several offenses, including driving under the influence, careless driving, operating an unregistered vehicle, driving without a license, and having an open container of alcohol in the car. After the arrest, she was released and given a court date set for February 8, 2023. The officer who made the arrest was Patrolman Bereheiko. ---------- On January 29, 2023, at about 12:38 AM, Officer Bereheiko from the Lambertville Police was patrolling Bridge Street. He noticed a Toyota Rav4 with an expired registration and saw it was driving erratically. He turned on his lights, and the vehicle quickly stopped. He informed dispatch about the stop. As he approached the driver, Jessica Bowes, he smelled alcohol coming from the Rav4. He spotted an open small bottle of New Amsterdam Vodka, Coconut flavor, in the center console, within Bowes' reach. Her eyes appeared bloodshot and watery. When he asked her how much she had drunk, she said she had one glass of wine and mentioned she had just left her 20-year high school reunion. Officer Bereheiko then went back to his vehicle and requested DCpl. Bast to come and help with the Standard Field Sobriety Tests. The officer asked Ms. Bowes to step out of the car to take some sobriety tests. She was instructed to recite the alphabet from A to Z without singing or rhyming. After the officer showed her how to do it and inquired about her education, she admitted that she had dropped out of high school. When told to try her best with the alphabet, she began saying, "A, B, C, D, E, F, G, F, I, G, H, E, H, I, J, K, L, M, N, O, G, B, K, L, M, N, O, G…" The next test was the one-legged stand, which Officer Bereheiko showed them how to do. When Bowes started, she quickly lost her balance and stumbled. She then decided to move on to the next test: the walk-and-turn. Officer Bereheiko explained that Bowes should take nine heel-to-toe steps forward. After the ninth step, she was to turn and take nine steps back, counting each one. During the test, Bowes had difficulty, crossing her legs and missing her foot with each step. After finishing the walk and turn, DCpl. Bast conducted the Horizontal Gaze Nystagmus (HGN) test on Bowes. Her eyes appeared glassy and bloodshot, and both pupils were the same size. There was no resting nystagmus in either eye, and both tracked equally well. However, when she followed DCpl. Bast’s finger, her eyes showed a lack of smooth pursuit. He noted distinct and sustained nystagmus at maximum deviation in both her left and right eye. Additionally, he saw nystagmus starting before 45 degrees in both eyes. Lastly, during the vertical testing, nystagmus was present in both of her eyes. After finishing the tests, Bowes was asked about her performance. She admitted it was not good and was then arrested for suspected drunk driving. The officer found a large bottle of vodka in the vehicle, which was put into an evidence bag and taken back to headquarters. At headquarters, the vodka was photographed and then destroyed. After Bowes' arrest, her car was towed away. At Police Headquarters, Ms. Bowes consented to give breath samples for testing. She chose to give up her Miranda Rights at HCSD before answering the second set of questions. The Alcotest 7110 MKIII-C indicated a blood alcohol content of .13%. Ms. Bowes was informed about her motor vehicle tickets and the mandatory court date. She received tickets for Driving While Intoxicated, Expired Registration, Careless Driving, and having an Open Container.
