On February 26, 2023, at 12:38 pm, Trooper Jennifer Villarin was traveling northbound on Interstate 95 (State Road 9) south of County Road 8412 (Lantana Road) in the inside lane when she observed a gray Infiniti G37 traveling at a high rate of speed. The Infiniti passed her unmarked patrol vehicle (white Ford Mustang - FHP0454) in the inside center lane. The driver of the gray Infiniti was operating the vehicle aggressively and recklessly, conducting multiple improper lane changes and cutting off other vehicles. Trooper Villarin visually estimated the vehicle's speed to be well over 100 miles per hour in a posted 65 miles per hour zone. Despite heavy traffic, the driver continued to operate the vehicle in a willful and wanton disregard for the safety of others. Trooper Villarin then paced the vehicle at 131 miles per hour in the posted 65 miles per hour zone and observed that it was still increasing its distance from her, indicating it was traveling well over 100 miles per hour. The driver of the gray Infiniti continued to drive aggressively, making improper lane changes without using turn signals and cutting off other vehicles. The vehicle had Florida license plate 6137AL and was registered to Raynel Grullon from Boynton Beach, FL. Trooper Villarin activated her lights and siren to conduct a traffic stop on the vehicle. However, when she approached the vehicle, it took off, and for the safety of the motoring public, she broke off the traffic stop. The gray Infiniti continued to travel northbound on Interstate 95 at a high rate of speed, weaving in and out of traffic and exceeding 100 miles per hour. Trooper Villarin notified the Lake Worth Regional Communications Center (LWRCC) about the situation. At the same time, Sergeant Dailyn Rodriguez was traveling northbound on Interstate 95 (State Road 9) south of County Road 812 (Lantana Road) in the inside lane, just behind Trooper Villarin. Sergeant Rodriguez observed the gray Infiniti G37 pass Trooper Villarin's unmarked patrol vehicle in the inside center lane and noticed that it was traveling at a high rate of speed, changing lanes abruptly and following vehicles too closely. Trooper Villarin began to follow the vehicle and conducted a traffic stop, but it took off from her. Sergeant Rodriguez was informed of the situation and positioned herself to intercept the vehicle. As the vehicle approached Sergeant Rodriguez, she slowed down and confirmed with Trooper Villarin that she was next to the correct vehicle. When Trooper Villarin activated her emergency lights and siren, Sergeant Rodriguez did the same and attempted to box in the vehicle at the exit ramp to 6th Avenue S. The vehicle suddenly braked, nearly colliding with the rear of Sergeant Rodriguez's marked patrol vehicle, and changed lanes abruptly, reentering Interstate 95 northbound. The driver lost control of the vehicle, causing it to spin around clockwise and almost collide with the concrete barrier wall. The vehicle continued to flee northbound on Interstate 95, passing 6th Avenue S. Both Trooper Villarin and Sergeant Rodriguez followed the vehicle, but eventually lost sight of it. Trooper Villarin and Sergeant Rodriguez then went to the registered owner's home, located at Boynton Beach, FL 33472, to see if the driver and vehicle were there. Upon arrival, they noticed that the gray Infiniti was not present, but two other vehicles were. They approached the door and informed the occupants, who were the driver's parents, of the reason for their visit. The mother was informed that her son had fled and eluded from law enforcement twice. She agreed to contact her son and ask him to come home. Approximately 15 minutes later, the driver and registered owner, Raynel Grullon, arrived at the residence. Trooper Villarin read him his rights from a pre-printed Miranda warning card, and he confessed to the entire incident. Raynel Grullon was subsequently booked into the Palm Beach County Jail on the following charges: Reckless Driving (316.192(1)(a)), Fleeing and Eluding with Lights and Sirens Activated (316.1935(2)) (X2), and knowingly giving false information to a LEO (837.05.1a). ✅ This video is obtained through Public Records Requests.
