Officer entered the store to find a Lieutenant with the Police Department, in plain cloths, attempting to detain a male subject. The officer assisted Lt using a second set of handcuffs (BB/DL), officer advised dispatch of one male in custody. Lt informed the officer that he observed the male subject stuff food into his pants. Lt confronted the suspect and identified himself as a Police Officer. The suspect attempted to leave the store. Lt told him to stop. Lt attempted to take physical control of the subject and a brief struggle followed. Officers spoke with the manager of RaceTrac. She told the officer that she did wish to press charges for shoplifting and bar the suspect for 2 years. The suspect had more than 3 previous shoplifting convictions. Due to the suspects criminal history the officers had probable cause to arrest him for Felony Shoplifting. Due to the suspects refusing to comply with Lt's lawful command after identifying himself as a law enforcement officer, the officer had probable cause to arrest him for Obstruction of LEO. The suspect was barred from RaceTrac for 2 years. Dispatch notified. The suspect was transported to the Clarke County Jail.
