Trooper's Report: On June 29, 2026, at approximately 10:00 AM, I, Trooper Nick Ade of the Arkansas State Police, was patrolling U.S. Highway 167 when I observed a black Ford Explorer turning off Newport Spur onto U.S. 167. A check of the vehicle’s license plate through my in-car terminal showed it registered to Christopher Rohrsceib, who had a suspended driver’s license and an active warrant with the county. Before I received the return, Rohrsceib turned onto a side road. Knowing the road was a dead end, I waited a couple of minutes before driving down the road, where I observed Rohrsceib returning toward the highway. I positively identified him as the driver and turned around to initiate a traffic stop. I activated my emergency lights and attempted a stop in front of Southside City Hall. Rohrsceib continued driving slowly back toward Highway 14/Newport Spur before finally stopping shortly after turning onto the spur. As I approached the vehicle, Rohrsceib fled in the vehicle before I made contact. I notified dispatch that I was in pursuit southbound on Highway 14. During the pursuit, Rohrsceib was driving erratically, crossing the roadway and reaching speeds approximately 30 mph over the posted limit. At the first safe opportunity to perform a TVI, Rohrsceib brake-checked me, nearly causing a collision. We continued past Bill Davis Trucking onto Highway 14 South, where I attempted a PIT maneuver that was ineffective. I then attempted another TVI, which temporarily disabled his vehicle; however, Rohrsceib regained control and crossed both lanes of traffic before continuing. Due to the low speeds during the last attempt, Rohrsceib was facing back northbound on Highway 14. We traveled through a residential area at high speeds before he turned onto Rockbridge Road and then Campbell Loop. On Campbell Loop, Rohrsceib again brake-checked me, causing my patrol vehicle to make contact with the rear of his vehicle and resulting in damage to my PIT bar and front bumper. Rohrsceib then fled on foot approximately 100 yards through thick grass and dense vegetation before reaching a fence. As he attempted to climb the fence, I deployed my TASER. The first deployment made only single-probe contact. I deployed the TASER a second time as he was nearly over the fence, but the probes appeared to get caught in brush, and Rohrsceib continued fleeing. I pursued him approximately another 100 yards and closed distance until I was within arm’s reach. I tackled Rohrsceib to the ground. He continued resisting and kept his arms underneath his body. I had to forcibly remove his arms to place him in hand restraints. After being secured, Rohrsceib complained of chest pain and head pain. I requested EMS to respond. Rohrsceib was escorted back to my patrol unit to await medical personnel. He was transported to White River Health, where he was held for evaluation due to a high level of narcotics in his system. Charges: Fleeing by vehicle, aggravated assault, fleeing on foot, refusal to submit to arrest and second-offense DWI-drugs.
