A police officer shot and killed a man in South Austin on Nov. 15 after he was found firing a rifle into someone's home, Austin Police Chief Joe Chacon said during a press conference following the incident. Authorities were dispatched at around 12:30 a.m. on Nov. 15 to a home in the 2300 block of South Third Street, where a resident reported that a man was holding a rifle and appeared to be pointing it down the street. Before officers arrived, the resident updated them and said that the man was firing the gun toward his home, Chacon said. An Austin police officer, later identified by Austin police as Daniel Sanchez, aarrived three minutes after the initial call came in, parking directly in front of the home where the man, first identified by his family as Rajan Moonesinghe, was standing outside, a statement from Austin police says. Another officer, Stephen Markert, arrived around the same time as Sanchez, but in a separate vehicle. Both Sanchez and Markert said they heard gunshots as they were pulling up to the home, the statement from police says. Sanchez told Moonesinghe to put down the weapon, but then immediately fired his rifle toward Moonesinghe after doing so, according to a police statement issued when Sanchez's body camera footage was released to the public. Moonesinghe was struck by at least one bullet and fell to the ground. Markert walked next to Sanchez after the officer fired his weapon, telling Moonesinghe, who was on the ground, to show his hands. Another Austin police officer arrived after Moonesinghe was shot, and all three officers walked up to the porch where Moonesinghe was lying, body footage shows. A weapon can be seen in the footage on the porch near Moonesinghe. Body camera footage shows all three officers walk up to Moonesinghe, with one of them going inside to make sure no one else was at the home. The other two officers tried to roll Moonesinghe onto his stomach before the footage stops. Austin police investigate the shooting scene in the 2300 block of South Third Street on Tuesday. Austin-Travis County EMS medics arrived at the scene to help the man at 12:37 a.m, a statement from police says. They took him to the hospital, where he died shortly after being taken from the scene. Whenever lethal force is used, Austin police conduct two concurrent investigations into the incident: a criminal investigation in conjunction with the Travis County district attorney's office, and an administrative investigation conducted by the Police Department's Internal Affairs Unit, with oversight from the civilian Office of Police Oversight. Sanchez was placed on administrative duty, pending the course of the two investigations, which is standard department protocol in police shootings, Chacon said. Per Austin Police Department policy, police release video from body-worn or vehicle cameras within 10 business days of the incident, which was on Thursday.
