Subscribe for more exclusive raw police content 🚨 Full Police Report: “During a routine patrol of Nicol Park I observed a silver Toyota Sienna parked in the lot with the doors locked and windows slightly cracked, with an ambient outdoor temperature of 90 degrees Fahrenheit containing a small brown dog locked inside a cage near the rear hatch directly in the sunlight. At this time the animal appeared to be in distress by the excessive heat and humidity inside the locked vehicle. I located Mr. Kaupp sitting at a park bench in the shade near the river's edge of Nicol Park. I requested him to come to the vehicle and unlock it immediately due to exigency of the situation regarding the dog I saw locked inside. Mr. Kaupp claimed the animals were his and he did not have the keys to the vehicle. It was then revealed his wife did in fact have the keys to the vehicle and refused to give them to me. The wife gave the keys to the husband who is the registered owner of the vehicle. They gained entry into the vehicle and the wife removed the dog from the locked cage inside the locked vehicle. The wife was given verbal commands to turn the animal over to me for safe keeping while we await BCSO Animal Services. Mr. Kaupp quickly shut the door of the vehicle and locked it as soon as the wife resisted my commands to stop. Mr. Kaupp also refused to comply with my demands to assist me in gaining control over the animal. He failed to follow any verbal commands given by me. After his wife was detained, Mr. Kaupp was detained where I retrieved the keys from his pocket and unlocked the vehicle. At this time, it was revealed several other small animals inside locked in cages in extreme heat. A search incident to arrest of the vehicle revealed an additional eight (8) cats inside the vehicle stacked inside five animal carriers, which were not able to be seen due to excessive amounts of trash and debris inside the vehicle. After revealing the cats inside, another small black dog was discovered inside a locked cage which was also unable to be seen without moving a large amount of trash and debris. It should be noted the vehicle was infested with insects from all varieties and extremely unsafe conditions for humans or animals to be in. The then (10) animals located inside the vehicle were turned over to BCSO Animal Services for care and treatment.”
