At the intersection of Keslinger Road, the outside lane dirt bike driver (arrestee) attempted to turn north bound onto Pouley Road. Due to him attempting to turn, he then collided with the inside lane dirt bike causing them both to crash, and fall to the ground. The inside lane dirt bike driver was able to get back up on his dirt bike, and take off north bound Pouley Road while I was stopping my patrol car.
