Andrew Frankow, was captured on body-worn camera footage in a tense interaction with a man inside a bus shelter. The video shows Const. Frankow responded to a complaint of public drinking and confronted an intoxicated man. After taking the man's alcohol and pouring it out, the officer strikes the man in the head as he reaches for the container, causing him to fall to the ground. The man was later hospitalized with a fractured cheekbone. Following a criminal investigation by the Special Investigations Unit, the officer was charged with assault causing bodily harm. A judge later found Const. Frankow guilty of the charge, ruling that his use of force was unreasonable and that the man was not "squaring off" against him.
