*North Little Rock, Arkansas* *Happy Saturday, leave your thoughts below and I'll check in later!* On September 27, 2025, at approximately 1103 hours, I was dispatched to . to take a theft report. Upon arrival, I spoke with SH, who was noticeably upset and crying. I asked her what had occurred, and she told me that she believed her boyfriend, Frankie Williams, had taken her phone. During our conversation, she mentioned that he had grabbed her. I asked SH to discuss the physical altercation with me in more detail. She told me that he was upset at her for having "another man" work on her car. SH told officers that Mr. Williams became angry and started yelling and throwing items at her. SH told me that he threw multiple items, such as ashtrays, chairs, and a basket. SH told me he held her down by her neck. SH willingly told officers that she scratched and tased Mr. Williams in an attempt to get away. While SH was talking to me, FTO Lawrence observed swelling on her right facial area; she did not feel it, but could tell it was swollen. SH advised officers that Mr. Williams left the apartment driving a red Nissan sedan. Officers located Mr. Williams near the area at 6929 John F. Kennedy Blvd. (Goodwill). I asked Mr. Williams what happened. Mr Williams told me that SH was the aggressor and that he ran away from the house to get away. He repeatedly told me that he was trying to get away, and she was chasing him and using a "shocker" against him. I found it hard to believe that Mr. Williams, who was 6'3 "and 150 pounds, struggled to get away from SH, who was 5'5 "and 110 pounds. I asked Mr. Williams if he had her phone, and he told me he didn't have it, and consented to a search of his person so I could check to make sure. While searching his person, I asked Mr. Williams where the car was that SH had advised officers he was driving. He told me he didn't have a car. While searching his pockets, I found a car key that appeared to belong to a Nissan, as described by SH. I pressed the lock button on the key, and a horn honked from approximately 100 feet away. The vehicle that honked was a red Nissan sedan. I then asked Mr. Williams if the phone was in the car, and he told me it was in the "console area". FTO Lawrence was permitted to retrieve the phone from the car by Mr. Williams. Mr. Williams was placed in the back of my patrol unit. Mr Williams started to cry and scream instantly when placed in the patrol unit. Mr. Williams's behavior fluctuated between calm, erratic, and dysfunctional on multiple occasions. Mr. Williams was arrested and transported to PCRDF. While en route to PCRDF, Mr. Williams made several comments about officers taking SH's side because we "were doing her". He screamed vulgar statements and called us racial slurs. While trying to remove Mr. Williams from the patrol unit, he attempted to rip away from my grasp. I grabbed Mr. Williams and shoved him against my patrol unit to prevent possible flight and gain control of him.
