On Tuesday afternoon, Dayton Chief of Police Kamran Afzal held a critical incident community briefing on the officer-involved shooting that occurred on Monday, April 10. The suspect involved in Monday's shooting has been identified as 36-year-old Delandrias Alan Webster. The officer involved in the shooting has been identified as Officer Riley Brown, a member of the Operations Support: Strategic Response Unit, who was sworn in on April 5, 2019. According to Chief Afzal, the Dayton Police Department, Montgomery County Sheriff's Office, Ohio State Highway Patrol, and other agencies were working a grand theft auto suppression operation within the city on Monday evening. While conducting that operation, the Dayton Police Department conducted a traffic stop around 9:17 p.m., on a blue SUV in the 1,000 block of Salem Avenue, for a wanted person. Originally, it was reported that the traffic stop was conducted due to no tag being displaced, but later investigation found that the tag was displayed in the windshield, and that the registered vehicle owner was wanted on an outstanding warrant. When conducting the traffic stop, the Dayton Police crew found that the registered owner, a female, was driving the vehicle. During the stop, the front seat passenger, Webster, exited the vehicle, and began to run from the scene. "A uniform patrol Dayton Police officer chased after the male passenger into an alley. The officer gave verbal commands telling them to stop and show their hands, but the suspect would not comply and continued running, despite the officer's commands," said Chief Afzal. During the chase, Officer Riley then saw Webster remove a firearm out of his pocket, which is when the officer shot at Webster, according to Chief Afzal. Chief Afzal said that within seconds, Officer Riley began providing aid to Webster, and a Dayton Fire Department medic arrived to the scene at 9:25 p.m. A firearm, two cell phones, and suspected cocaine were found on Webster. He is now in stable condition at Miami Valley Hospital. The Montgomery County Sheriff's Office is handling the criminal investigation into the officer involved shooting, because the Dayton Police Department does not conduct their own investigations. An internal departmental investigation will be conducted by the Professional Standards Bureau.
