According to court documents, on June 4, 2026, Joyce Williams stole a car (thinking it was hers) and drove to a local Dollar General. A few days later, friends and family petitioned the court to have her involuntary committed. This was due to her 2 brain surgeries, recent violent behavior, not taking medication, and other critical medical issues. Before the petition could be heard, this incident occurred. Trooper's Report: On the above date and time, I (Trooper Ruben Zamora) was stopped on State Highway 133 and Hill Harper Road, attempting to intercept a vehicle (V 1) that was actively fleeing from a Jefferson County Sheriff's (JCSO) Deputy. I noticed a Blue Buick Encore (AR. license plate 318910) traveling north at a high rate of speed on State Highway 133. The driver of the vehicle was later identified as Ms. Joyce Williams. After noticing me traveling north, Ms. Williams immediately turned right onto Hill Harper Road and continued fleeing as the JCSO followed behind her. With my lights and sirens activated, I turned and gave chase, traveling east on Hill Harper Road as the secondary unit. Ms. Williams' vehicle reached speeds in excess of 60 mph while traveling along the gravel portion of Hill Harper Road. After a few miles, we drove onto a paved portion of Hill Harper Road. I was then able to catch up and pass the JCSO unit, to become the primary unit in the pursuit. Ms. Williams continued traveling east without regard for public safety, reaching speeds of 70 mph in a 40 mph zone. I then attempted to move into position to conduct a tactical vehicle intervention (TVI), but I was only able to make light contact with the rear of her vehicle. As we approached the intersection of US Highway 63, she failed to stop at the stop sign and immediately merged onto US Highway 63, traveling north. I then successfully conducted a TVI near Heritage Drive, causing her vehicle to exit the roadway to the left towards the ditch. I then turned around and pulled onto the west shoulder. Ms. Williams then attempted to drive back on the roadway. She intentionally drove into the front of my unit (V 2), causing damage to my push bumper, front bumper, hood, and passenger side fender. Her vehicle sustained damage to the front grill area and the driver's side rear. The JCSO Deputy and I took Ms. Williams into custody without further incident. Emergency Ambulance Services Inc. (EASI) arrived on scene shortly thereafter and provided medical attention to Ms. Williams before she was transported to the W.C. "Dub" Brassell Detention Center, where she is currently being held. NOTE: As a result of the collision, the patrol vehicle sustained damage to its push bumper, front bumper, hood, and passenger side fender. V 1 sustained damage to its front grill area and the driver's side rear. The damage to his patrol vehicle is estimated to be $3,000.00, while the estimated damage to V 1 is $ $2,500.00. (See attached photos). Ms. Williams was also cited by each agency as follows: JCSO - 5-38-204(b)(3) (2011) / CRIMINAL MISCHIEF - 2ND DEGREE (DAMAGE - $1,000).
