There was visible damage to the entrance gate to the pavilion and officer could see vehicle parts on the floor of the pavilion The officer entered the pavilion and observed the driver of the vehicle put the vehicle in motion and begin backing the vehicle at a high rate of speed. Officer ordered the driver to stop, but the suspect continued backing up. The vehicle made contact with a concrete pole near the back fence of the pavilion and came to a stop. The suspect then exited the vehicle and ran towards the fence. Officer once again ordered the driver to stop, but he did not comply. The suspect then jumped over the fence and jumped down off of the retaining wall, which is approximately a six foot drop. Additional officers were requested at this time. Officer ran over to the fence and observed the suspect standing on the street below. Officer ordered him to stop and he stated "what do you want." The suspect was then asked his name and DOB and he stated "Michael Jackson" and "Neverland." While speaking with the driver, he appeared erratic and repeatedly asked about the time. While awaiting a backup officer, the officer observed the suspects behavior and based upon my training and experience, officer believed him to be under the influence of an unknown substance. An additional officer arrived on scene and assisted in detaining the driver. The suspect was placed in double locked handcuffs behind his back and was searched prior to being placed in the backseat of the patrol vehicle. Due to the damage to the car, the license plate was no longer attached to the vehicle. Officer was able to locate the bumper and the license plate, out of Florida. There was also a real estate sign with the suspects picture and this name. Central was able to locate a driver's license photo using this name and the photo matched that of the driver. While searching the vehicle, there were multiple fast food cups within the vehicle, some of which contained an unknown liquid. A THC pen was also located. The next in line wrecker service was called to tow the vehicle. National EMS arrived to evaluate the suspect but refused treatment.
