#news #police #arrest #cops Report: On October 22, 2022 Officer arrived and located a white male laying on the ground with road rash, socks with holes from the road way and male was disoriented. Multiple witness were on scene and gave out a description of the vehicle and showed me a picture of the vehicle. A white vehicle SUV with a Chevy emblem. The male was lying on the sidewalk officer noticed a skate board next to him in the grass area and his shoes were not on him but one was next to his head and another shoe about ten feet from his feet area. Officer noticed a hole in his left knee and officer located torn material in the roadway next to my vehicle. Witnesses stated the vehicle was moving very fast and struck the victim. Witnesses stated the vehicle stopped and got out and came over to the male and stated she needs to move her vehicle. Witnesses stated the suspect was a 50-year-old white female wearing all black and red hair possibly missing her teeth. Officer spoke to residence near by Who stated they did not see the accident but heard the accident and came to the window and saw a male on the ground and then saw the vehicle stop about 100 ft to 200 ft from there drive way. At this time, they were all out on the front porch and saw the driver a white female exited and walked down to the male a raised her hand and saying "JESUS HELP HIM", "LORD JESUS HELP HIM." The officers located four open containers of "clubtails" mixed drinks (10% alcohol by volume) in the vehicle as well as numerous amounts of empty bottles Breath Alcohol Test: 0.11 At 18:00. Another Officer responded to the report. Officer was requested to respond to the scene to perform field sobriety exercises. investigation and placed Sturm under arrest for driving under the influence. Officer transported the suspect to the Piedmont Medical Center where the blood draw and evaluation were completed. Initial Observations: suspect appeared extremely hyperactive, restless, talkative and fidgety. suspect had visibly constricted pupils in daylight while I was conducting my roadside evaluation. suspect had the very strong odor of an alcoholic beverage emitting from her mouth. Suspect consistently had a dry mouth throughout the encounter Psychophysical Tests: Modified Romberg Balance: suspect estimated 22 seconds as the passage of 30 seconds. Suspect displayed a two inch circular body sway. Walk and Turn: Suspect failed to maintain her balance in the instructional stance. suspect stepped off the line for step 5 and missed heel-to-toe on steps 2 and 7 for the first set of nine steps. Suspect missed heel-to-toe on steps 1-9 and stepped off line for steps 1-8 on the second set of nine steps. she used the wall of the room for balance and had her arms lifted the entire time of the exercise. One Leg Stand: she swayed while balancing and used her arms for balance while standing on both feet. Finger-To-Nose: she used the pad of her fingers for attempts 1, 3 and 5. Suspect missed the tip of her nose, touching the bridge of her nose on several attempts. Clinical Indicators of Impairment: Suspect had 5.5mm pupils in room light. Pupils had a slow reaction to light. Lack of smooth pursuit was present in both eyes. Distinct and sustained nystagmus at maximum deviation was present in both eyes. The onset of nystagmus was immediate in both eyes. Lack of convergence was present. Subject Statements: Suspect stated that she takes but that she had not done so today. she stated that she had drank two alcoholic drinks with 10% alcohol. Suspect stated that she last used Methamphetamine 14 years ago but when asked again, stated 10 years. Suspect stated that the only stimulant she had used today was a "Tweaker" energy shot. DRE Opinion: It is officers opinion as a Drug Recognition Expert that Suspect was under the combined influence of Alcohol, Central Nervous System Stimulants and Narcotic Analgesics and is unable to operate a vehicle safely.
