Sergeant Matthew Gajewski initiated contact with Justine Meadow around 7:03 PM on May 21, 2023, after spotting her disabled 2020 Toyota SUV with a flat tire. During the interaction, he observed her slurred speech and detected the odor of alcohol, prompting suspicion of impairment. Despite her denial and refusal to provide her license, registration, and insurance, field sobriety exercises were administered.
