Two distinct coastal cities along the Mediterranean Sea face an uphill battle against a surging tide of law enforcement crises, driven by localized laws, tourism, and deep-seated cultural conflicts. In the sun-drenched streets of Barcelona, millions of vacationers become prime targets for highly organized, aggressive rings of thieves and pickpockets. The specialized motorcycle units of the Catalan police must race through heavy traffic to intercept thieves who use violent distraction tactics or physically rip heirlooms off the necks of unsuspecting travelers. Meanwhile, across the sea in the industrial port of Haifa, the threat matrix changes completely. Operating under constant maximum alert for terror threats, a uniquely diverse police force must navigate highly volatile situations, ranging from active shooter scares to coordinated arson attacks.
