Welcome back everyone. Today's video comes to us from Alaska where state troopers were patrolling the upper Cook Inlet area. Now the area they were patrolling was a Fish Creek personal use dip net fishery. What does this mean? Well, harvesters are required to have a personal use dip net permit. This permit [music] is entirely free and it's basically letting the state know that you're going to be out catching fish using this method. Anyways, with that in mind, let's get into today's video. >> Oh. >> Oh. >> Those small low income fishing license. >> And what was the other one you had there? >> That was last year's fishing license. >> Oh, last year's license. Okay. >> It's just like that one. >> But you don't have a personal use permit for for dip netting? >> You know, I was supposed to have >> Upper Cook Inlet Yeah. Yeah, you got to have the Upper Cook Inlet Ah, okay. Nope, you got to got to have an Upper Cook Inlet personal use permit to >> You have a what? >> fish. It's an Upper Cook Inlet personal use salmon fishery permit. Um >> That's not what is covered by your normal fishing license. >> No, uh-uh, no, you >> Is that what you are telling me? >> Yeah, yeah, you have to physically get it at the You have to either get it online or um or get it at Three Bears or one of the other stores just like you would a fishing license. >> Okay. >> So that's >> That's actually where I got that one and that's kind of my confusion cuz when I got it, I asked them if I needed any other licenses and whatnot. They told me no, but >> Okay. Got you. Yeah, unfortunately, you're you're you're fishing without a without a personal use permit, so in that regard, we do have to issue a citation and we got to seize all the fish. >> You're going to seize all my >> fish you? Yeah. Yeah, it's >> This is all about This is what I was going to eat this year. >> Right. Well, here's here's here's what I would suggest is that after we're done here today cuz you see you you took all those fish illegally. You did not have a permit to to to catch them. But if you go down and get a personal use permit today and come back down and fish again, you can keep those fish. But as far as far as the fish today >> a thousand dollars a month, so I'm kind of broke. >> Okay, well, the permit the the permit's free. >> I hear you, but it's not free to get here. >> [laughter] >> Yeah, un- unfortunately we >> on a fixed income, you'll understand. >> Yeah, unfortunately that's that's where we're at as far as you know, not having a permit, so um is uh still a good address for you? >> It sure is. >> Okay, got you. >> You're taking my fish. Starving a man to death. >> What's that phone number for you, sir? Okay. >> So, what kind of fine am I going to get? >> Uh that's a it's a $200 fine. >> Oh. >> All right, now I'll get that jotted down. You remember >> It's the first time I've ever been given a ticket for wildlife. >> Uh >> for the wildlife. >> Yeah, how long you been up here? >> 4 or 5 Since 1969. >> 69, okay. >> But, what are you going to do with the fish? You don't look like you're ready to carry 25 fish up the river. >> Um we got to get them back up there, so we'll we'll walk back up there with you. >> You guys can carry them up to the day if you want to. I'm not going to carry them for you guys if You can arrest me and take me up there if you like, I guess, huh? >> No, we're not going to do that. >> See, I wouldn't care when I made good money, but now that I'm stuck on $1,000 a month, you know, and I make a whopping oh jeez, you know, 17,000 in 1 year. You can understand my frustration. >> And fishing without a permit is fishing without a permit. >> I understand I understand ignorance of the law is no excuse and you're doing your job, but >> Yeah, and and >> I think it's important for me to tell you that I was going to put every one of those in my freezer and freeze them up and uh eat them. >> Okay, well. And Yeah, I understand >> the food bank getting one can standing in line since I'm a single man. I know you got a job to do, but So, I need a personal use permit. >> Correct. >> Yeah. To participate in the personal use fishery, so like Kenai, Kasilof here, you have to get a for this area you need an upper Cook Inlet upper Cook Inlet personal use fishery permit. They're free. They just They're one of those >> That's why whenever I asked for my fishing license, they didn't even understand the confusion. I'm fishing. >> Mhm. >> I hope you guys give them to the homeless people. >> They do. It does go to They go to charity. >> Maybe they'll just stand in line at the fish market. Maybe they'll give me my fish back. >> Now I understand that having your fish seized, especially this many, and receiving a citation would be frustrating, but that's why it's important to do your research before you go out. Had he taken some basic steps and researched the area, he would have known that he needed to have this entirely free permit. At the end of the day, the troopers have a job to do and they're going to do it. >> Personal use permit. >> Correct. Okay. So, like I said, it's no personal use per- personal use permit in possession. Um Fish Creek anyway, we explained all that. You got 30 days to respond to the citation with your whether you wish to contest it or pay it. You can do so at the Palmer court or you can do so at the web address, which is right here on the citation, okay? >> Well, I understand. >> All right. Yeah, sorry I did this, but you got I mean, without a permit, period, you can't fish, so yeah, it's what we got to do. >> So, is your fishing game right? >> State troopers. >> State troopers? >> Mhm. I just got his license. >> I was honest. I told you my story. >> You were? Yeah, 100%. >> What? >> That's it. We can grab a bag or something. If that's fine with you. >> You know what I got to do first? >> Uh >> I got to run up there and see if I got a bag. >> Okay. Yeah. And then uh or I can grab that tote I got up there. I'll just get you guys out. >> me to help you haul it up? I can I can walk with you. >> Sure? >> Drag kayaks, if that works for you. >> Yeah, let's put the ropes on the front of the boat. >> Sure. Yeah. >> the ropes on the front. >> Sure, yeah. >> I'll meet you up there. >> OKAY, SOUNDS GOOD. HOPEFULLY I DON'T GO OVER MINE. THAT'S WHAT I get for not wearing That's That's what I get for not wearing my hip my hip boots today. I'm wearing my knee highs. You going all the way through the culvert? >> What's that? >> You go through the culvert? >> I can't hear you. >> You go through the culvert up there? >> I'm at the bridge. >> Okay. I'm going to end up filling my boots. I'll be right back up over here. I'll come around. I'll get the front. You want to get the back? I'll have him come down here. We'll be right back. >> Where home one more I just pick up a It's good right here. >> Some of the blood >> Yeah. A little little wet going up but It's all right. Made it almost all the way. I'll wash this off. All right. How's it going? So Yeah, I know. I understand disappointed and frustrated and all that business. >> It is what it is. >> Yeah. Stop it here. >> next time my $6,000 generator gets stolen, maybe you guys will at least do me the courtesy of writing down the serial number after my fourth call. >> So, next time if if you go down to Three Bears, grab the person that used them and come right back down. It's still open for a couple more days. >> I hear you. >> All right. >> Doesn't it close on Thursday? >> Closes Thursday, yes. >> Yeah, I'm I'm going to the doctor tomorrow, so I was out here today. >> Well, sir, all right, well, have a better have a better day from here, all right? >> Yeah. Easy job I got. >> Ah. >> What's the lesson you learned? >> Uh have a permit with me. >> I can film it. Oh. >> Yeah. Yeah. >> Yeah, it's rough. >> It's the way to go. You're not the first person I've seen out there on a paddle board. >> Yeah. >> Yeah. >> Really? >> Yeah. >> How do you stay on it though? I don't >> Uh stay low. >> Yeah, >> [laughter] >> I don't know how to stay low. >> But he's dressed he's dressed where if he falls off, it's okay. >> Yes. >> That water's warm. >> Do you guys require life preserver? >> Uh yes. >> Okay. All right. >> Got to have a life preserver. Um not on you, but with you. >> I got a little belt one. >> Yep. >> I actually got the best. >> Yep, any any watercraft uh that's not attached to the dock, you need to have a life vest available to you. >> Now, in the end, the fish were obviously seized and he received a citation for not having a personal use permit in an area that required, which is a non-criminal violation. He later pled no contest and was ordered to pay a $200 fine along with a $20 police training surcharge, which he later paid. As far as the fish go, 25 salmon were seized and donated to a family who was legally participating in the fishery. Anyways, that's it for today's video.
