on January 14
2023 the Columbia County Dispatch Center
received a call from an adult female
stating she was being held captive in a
vehicle in Decorah Wisconsin
the 54 year old female victim said she
had been sleeping in the back seat of a
vehicle while her family entered a gas
station she then realized an unknown
male was driving the vehicle
while the male drove at a high rate of
speed he refused to let her exit the
vehicle and she didn't know where they
were going
the unknown male was later identified as
51 year old Kyle Wagner from New York
dispatch was able to keep in contact
with the female as she described the
surrounding areas she was passing
about 40 minutes later from the initial
call the deputy observed the vehicle
pass him at a high rate of speed
