People live here. >> Why you got to be aggressive? >> Okay. Because you you you made this the hard way. Okay. >> Look, you gave my social security number out. So, like now >> Can we just go? You're right. Because anytime we deal with any member of the public, we have to document it. >> No, it's not okay. >> Are you arresting? >> No, we're not. >> All right. So then what are you doing? >> Okay. You can't lay down here. >> Are you leaving? >> You can't lay down here. You've been told if you're back down here. >> I'm not leaving. I'm not leaving. >> No, you have to leave. >> You have to leave. And we're not going to leave until you leave. >> I just don't understand why you're being mad annoying. >> You could have been somewhere far from here. >> My social security. That's the So that's why you're going to be like a little child, R. You guys have a little kid. >> Yeah, you are. Yes. So, let's go. Yeah, cuz you could have walked away. >> You weren't moving for me when I actually >> Yeah, cuz you're not moving. >> Let me get your social security number, right? So, >> the police here. >> So, now we're going to get the ambulance to check you out. >> You You seem so fixated on everything. >> I don't need an ambulance. >> Well, they're coming to check. Well, you can't be answering our questions right now. I answered you. >> No, you're not. You're You're completely dodging what we're going. >> So, we're going to have an ambulance come check you out since you're not coherent. >> I'm not dodging. >> I don't need an ambulance. >> And clearly, you can't stand since you sat back down. So, they're definitely checking out. >> Now, you're nothing blocking the sidewalk. >> Yeah. >> That's the sidewalk. That's the sidewalk. >> We didn't throw place. Yo, we always let you chill all the time and then today you just choosing to just not follow simple directions. >> Literally, we never we literally see you sleep other places. We don't bother you at all. Ever. >> Yeah, we explained it a few times. And the fact you can't understand it is why amus come to check you out cuz you're not completely there. It seems like >> No, I'm there. >> Yeah. >> So then you can get your stuff and walk away. That's it. >> If you understood what we were saying, >> we'd be gone. >> I can't hear you. What? >> You see how you're fixated on this? So I definitely especially That's okay. 9 061. I told you I don't do that. >> Well, you could you let them check. You can sign. I don't know why. Why you need to be here? >> It's an arrest, right? >> No one's arresting. >> It's not arrest. It's not. >> We're not leaving. >> I'm not moving. >> So, we're going to stay here all night. >> So, I guess >> I just don't understand why can't you just go somewhere else. I just >> I don't know why you got to sleep here. >> I just don't get it. Is there >> If you lived here, let me ask something. If you lived here and you came out the building, >> you want to step over somebody sleeping on the sidewalk. >> You don't care. >> I'm asking you. >> If your family member lived here, >> did they have to walk outside and say, "Hey, this is still here between situation later." >> Because of your your your situation, should somebody else be subjected to it? I don't even know. >> Okay. Because you're homeless, these people didn't pay to live here. So, they have to come outside with their children and step over your sleep. >> See, you're just playing. >> I'm not playing. So if it's arrest then what? >> We're standing here together. That's what we're doing. >> You could have went somewhere else. You could have went another corner. >> We gave my social security number, >> right? But we have to document everybody we encountered. >> Not with a social security number. >> We have it. Why would I give it? More information the better, right? More accurate. No, >> we should switch jobs. >> See you later. >> Well, then you know the game. You've been around the system. You know, you know the the last four digits. No job applications. I mean, the police arrest and you're not even >> I listen, the reason why I'm not arrested is because I know you want to be arrested. >> Oh, no. I don't. >> So, >> I don't >> right now. I could I could arrest you for soy conduct. I could I could arrest you for the fine trespassing. >> What trespassing? >> Since you know everything, it's if you enter. >> So, you're you're going to just put the charges and then once you enter is still going to come. meant to remain in a place where you're told that you can't be. So that's what you're doing. You're remaining here. >> I'm I'm not I'm not a police officer and I'm not trying to be educated, right? >> But I'm telling you because you don't think you could be arrested. I'm giving you I'm giving you a warning. >> If you're going to arrest me, you're going to arrest me. >> But why do you want to be arrested? >> I'm just saying you gave my social security number. >> So if I didn't give your social security number, you would have >> Because when I got out the car and asked you nicely a couple times, you refused you refused to move. We're already talking. >> Okay. >> You need to move. >> So then let So before they come, you leave. Well, we drive away, you come right back here. What's the difference? >> It's like you call the fire department cuz I don't. >> Where are you from originally? >> Where you from originally? >> I mean I You should go. You know what we should do? Wherever you are from, wherever you're from or your family, you should sleep on the sidewalk. >> The citizen should not have to be subjected to you laying on the sidewalk. >> We're all >> No. No. You're selfish. That's who you are. >> They're supposed to be the homeless. >> Yeah. >> Too long. Too long. What have you done to make your situation better? >> Their services. What have you done to make it better? Have you seen a counselor? >> What does that mean? What does your record mean? >> Believe me, the system does not want you on the streets. >> That's why I get it. That's why I reached out to like when you call 911. We're around the corner. 19 update. Gentleman is extremely intoxicated. Looks like >> 125 Simone, we're in first in Harrison. >> We're reaching out. 134 win first in person. We all >> say I don't need >> then you're going to be arrested if you don't leave. So, I've been saying I don't >> Okay. So, you what you'll do is you'll sign an RMA and then what's going to happen? I'm going to give you one more chance to leave cuz right now you're causing an inconvenience and an alarm. You're remain a place you shouldn't be. You're also violating 2C33-7 which is blocking a public p pass. >> Right. But this is your final warning. Do you want to be arrested? I don't need medical. >> So you let them you you're going to refuse medical and then you're going to get your stuff or you're going to leave. Otherwise, I'm going to place you under arrest. I don't want to do that. I'm trying to give you a chance. >> That's why I reached out to ICE. >> Okay. You're going to be arrested. >> That's fine. >> Just just let you know ICE is not coming at all. Even if we arrest you, you understand that, right? I'm just clarifying that because you're so stuck up on ICE. ICE saying no is not going to come look for you. We're not calling ICE. ICE is not going to be in the department waiting for you. Do you understand? No, I'm just I want to make that very clear cuz you're mad annoying with that comment. Like >> Okay, good for you that you know since you know everything, but I'm just letting you know. Just clearing that up. >> Yeah, just clearing that up since you're stuck on that. >> Hey man, what's going on? >> I don't need medical need. >> I don't need medical attention. You have your body camera on so you >> mind if we start with your name? >> Jezra. >> Jezra. >> I don't need medical attention. >> Okay. >> Okay. >> So, I'm just going to walk you through the process from our end. uh when you refuse medical attention just have to fulfill a certain set of criteria and then sign acknowledging that we came here we offered you ambulance transport you don't want it and we get all your so it's going to go through go through a checklist and if you meet everything then we leave you alone you can do whatever you got to do >> I'm just saying you know like regular arrest >> this is not arrest this is like it's a question whether you >> I can't hear you Okay. >> Well, for whatever reason, we're here and we have an obligation to fulfill our requirements. So, the faster we fulfill our checklist to make sure that you're all set that you can refuse medical attention, the faster we can leave you alone and you can get back to doing what you got to do. So, I have a few I have a set of questions for you. So, do you know where you are right now? And can you tell me how can you spell your first and last name for me? I don't need medical attention. >> Okay. So, you you need my name still? >> Yeah. >> I mean, they don't know your name. They just got here. We didn't provide that to them. >> My name is supposed to get an arrest. I wasn't reaching out right there. I understand at the hospital when we are requested for medical journey s >> ne Okay. Okay. And can you explain in your own words why you think we were called here today? It's okay if you don't agree with it. I'm just saying it. Anytime. >> You heard what they said to me. >> Okay. Do you have any medical conditions? >> Okay. >> Any allergies to medication? No. >> Any medications that you're currently taking? >> No. >> Do you want to be treated at a hospital? >> I have to ask the question. So >> you don't want to see treatment offer for anything? >> Okay. You know roughly what time it is? >> I got you. Are you from the general area or you outside? Great. Is there anything else you don't know? So the document that you're going to sign here is a refusal medical attention. It documents that we as a homework am here and offered you treatment and transport to our hospital and that you don't want to avail yourself of those services. Because you don't want that, you sign acknowledging that one of them witnesses. If you >> Oh, sorry. >> No, >> no, no. >> Oh, yeah. Yeah. So later, at any point later, even if it's 5 seconds later, you can call us back. If you want ambient services, you change your mind, feel free. We'll turn around and it doesn't mean you have to go to the hospital. At that point, we just come back, we reassess, and we offer you an opportunity to change your mind. That's really No. What What's your sign? It's like we came here, we offered to take you to the hospital. You say you don't want to go. Oh, >> okay. >> Yeah. >> Yep. Sign with your finger right in the white box. >> Do you print this? >> Uh, no. But what you can do is I can give you the I'll leave you a piece of paper with the phone number. >> Exactly. See, this says that you patient refusal refusal of care. That's not what >> it is tip agency. I I see what it say. >> Okay. So, you don't want to sign this. >> Can I sign? Can we sign? >> Oh, yeah. >> Yeah. I'm not going to keep screaming by action, right? >> I'm just saying. >> No, you just make everything complicated. They're explain to you nicely. >> They're very nice. They're very patient. >> New Jersey. >> So, ultimately, you're not an arrest. So, if it's an arrest, it's an arrest. But I don't need your attention. >> Okay, that's fine. That's the extent of what I need documented out if you don't want to. If you need an ambulance at any other point and if you're with them, ask them. Otherwise, just call 911 or approach anyone who can call 911 for you. Okay. >> If you need an ambulance for any reason, >> thank you guys. Have a good night. >> Have a good night. >> All right. So, One last chance. Not kidding. >> Go anywhere you want. Otherwise, I'm going to shut down. You stand up. >> I really don't want to do that because I don't think that's going to help us. It's not helping. The easiest The easiest way to come to the conclusion of this incident, you just stand up, you grab your belongings, you go elsewhere. I don't care if you go in the park down the block. You have to go around the corner right now. You can't stay here. I came here because I had a call. Listen to me. Look at me. We had a call that you're blocking the the answer to their building. Okay? I'm sorry the position you're in. I don't wish this on nobody that you don't have a place to lay your head on. But what I'm asking you to do is stand up, grab your things, and go elsewhere. Okay? I do not want to lock you up. That's not going to help your situation. It's not going to help us. We're very busy. I don't want to have to waste time to process you. Okay, this is going to cause more of an issue for you. You're going to get arrested. You're going to you're going to have a you're going to have charged [screaming] after go to court. You may miss court. Now, you have a summon, a warrant summon. Now, you're going to go to the county jail. And who knows how long you're going to be there. You stand up. You stand up, grab your things, and be on your way. I'm I I implore that of you. >> Because if you miss your court date after this arrest, >> okay, whatever them you there could be a reason why you miss it. You don't know anything. It could be a change a change in the court date. You don't receive it in the mail. I'm asking you nicely cuz I'm I I feel bad that you have to be out here, but unfortunately you're blocking someone's doorway. Okay? All I'm asking you for is to just get your things and go elsewhere. That's it. You know what's funny about this whole situation? When I pulled up here and and hit you with the light, I wasn't even going to get out of the car. But you not moving created this. Now, we've been here a half hour. I'll help you up. I'll help you get on your way. If you need two bucks, I'll give you $2 for a coffee. I'll give you a couple dollars. I only have like three $4. I'll give it to you. Is that Would that make it Would that make it better? You can probably go grab a coffee or something. I can't move. >> You can't You can't move. >> What? What's the reason? >> Are you upset about something? >> Why am I moving? >> Because But you can go anywhere. >> Do the same thing. Come on. >> You could go elsewhere. >> We're literally telling you we're not going to bother you. >> You can do the same thing. Just not here. >> I just need you to move at this point. >> You can do the same. >> I don't want to arrest you cuz this is a waste of time to be honest. It really is. I'm going to take them off the street for a couple hours to process you for disorderly conduct and obstructing a pathway a pathway uh charge. That's why >> so a ticket or >> No, you're going to get arrested. You're going to be brought to the headquarters to the bench, arrest report, everything. That's what I'm telling you. It's not a ticket. It's going to be an arrest. You're going to get transport up in the police car. >> That's why I'm asking you. >> And then and then I will show up. You're going to get released when I ask her. >> We're not allowed. We're not allowed to full. >> I got to go to court. >> Okay. Can I help you out, bro? >> But literally, >> let me help you out. >> Let my judge. >> Can I help you up? >> Literally. >> Can I help you up? >> Come on. >> Please. >> And no one's calling ICE. >> Arrest. >> No. >> We don't want to. >> But can you can you just get up, please? >> Well, then we're going to arrest you. You fine with that? >> All right, then. Stand up so we can arrest you. Stand up. You're under arrest. Stand up. >> Stand up. Book >> them. That's it. All right, we're going to have one. >> What was the point? I I don't understand. >> Yeah, but nobody was going to bother you.
