I know given the announcement that we made last night, you all have a lot of questions about the sirens uh and the and the actions we're taking as a result of that. I will get to that. Uh I want to hold those questions for me. I will handle all those and I want to turn it over to some of the other elected officials who represent the affected area. I'm going to start with Alderwoman Tus. Good morning. Thank you for all being here. Can you hear me? Yes. Okay. Yes. First of all, I want to thank Mayor Spencer. She has been incredible from the time that it has happened. She has responded in the way that she is supposed to respond. My area, so much of my community was devastated. Um, reports of my house being demolished. That is not true. My fences are gone, but I'm safe. But there is nothing that I have asked of the mayor. And you guys know that if I'm not happy, I am not happy. And I let everybody know it. There's nothing that I have asked of this mayor that she has not done. She has gone above and beyond what is required of her. She's been in office one month. This is 100year kind of things that happened and she's responded. She's had Kings Highway cleaned in a matter of hours. Marcus Uclid electric down Amron. She's done everything she's supposed to. I want to talk about the sirens because I was there when the sirens were put there. So, there's an unfair narrative going on about the sirens. The sirens were not put there to be indoors. They were there for people outdoors and they put them behind every older person's uh house. So, I still have one. And even having a siren, I sometimes can't hear in my house. So, do we need to update? Yes. Is it this mayor's fault? No. If we're going to put blame someplace, let's talk about the prior administrations who've been there for four years, four years, and then Francis Sllay 16 years. So, if you're going to blame somebody, blame the right people because she's doing everything she can. I stand by her. I am proud to be here. I hardly show up for press conferences because I'm not that root rah person because I've been out in my community. I want to thank the fire chief. He saw me Sunday. I'm out talking to the people. We're having an event today um at uh Coat Brian's Presbyterian Church, which was demolished, but they're giving their uh their uh parking lot and we have people coming in serving 700 meals to the people in the neighborhood. You're all invited to come. Um I'm overwhelmed. I'm not I'm I feel like just crying when I see what's happened. I'm so sorry for the couple uh the man who lost his wife, that was one of my constituents. I hope the mayor will uh accompany me if I try to have a meeting with them. We care about every single every single person in the city of St. Louis and Cara Spencer is doing her best to represent all of those people and I appreciate it. Thank you very much. Here we go. Let the and the colonizing begin. So the question is, was this intentional? Did the officials of the city of St. Louis intentionally not sound the tornado siren? Could the city officials in cahoots with the land developers be using this disaster in order to gentrify the north side of the city of St. Louis? See, in order to have a total understanding of what I'm referring to, you must have some sense of knowledge of the structure of the city of St. Louis. To begin with me informing you of the structure of the city of St. Louis, I must inform you of a term called whites life. In the 1970s and 80s, the black population in the city of St. Louis was increasing a lot. And as the black population was increasing exceptionally, the white population was decreasing exceptionally as well. Most of the black people moved to the city and most of the white people moved to the county. St. Louis County in which most of the white people moved to is comprised of dependent cities. Dependent cities are part of counties. For example, Ferguson City is a city that is a part of St. Louis County. However, St. Louis City is an independent city and is not a part of any county. Independent cities in the United States are rare and I'll tell you why. There are 19,52 cities, towns, and villages in the United States. And out of all of those, 41 of them are independent cities. Very rare. Now that you know that, let's get back to the origin of the discussion. Will the city officials of the St. Louis city and land developers use this tornado as a catalyst to gentrify North St. Louis city? I strongly believe that this would occur based off of white flight. See, when the white flight occurred in St. Louis City, recently it occurred again in St. Louis County. And after the white flight occurred in St. Louis County. When some of the white people moved back to the St. Louis city, it was way different after some of the white people moved from St. Louis County to St. Louis city. St. Louis city officials and land developers that were in cahoots and still are gentrified the south city of St. Louis. The calculated and strategic gentrification of the south city of St. Lewis consist of highsecurity lofts, gated communities, and specialized businesses that were solely created for the return of those particular wealthier white people. Fast forward and now you have a tornado that hit the north side of St. Louis City, nearly leveling the north side of St. Louis City, the only side of St. Louis city that has the most black people, lowest income, and a high percentage of the houses that were damaged and totaled in that area from the tornado did not have insurance. So basically to a deceiving colonizing land developer and city official, this is called free land. See, the deceptive mind state of these colonizers isn't just to take over directly as they did to the south city of St. Louis. No, these colonizers are strategic directly and indirectly. So, this tornado created an indirect opportunity for these colonizers to benefit. They are rubbing their hands together right now. The land developers and the city officials are about to capitalize on this most certainly. And I want to close with this. To all my people that live and reside on the north side of St. Louis City, beware of those traveling through your neighborhood acting like they care, but on a regular day they would never be there because the spirit of deceit is definitely in the air.
