Alaskan State Troopers were patrolling Women's Bay, looking for duck hunting activity prior to the legal shooting time for Kodiak. Soon after arrival, they heard three shotgun rounds being discharged at 0920, 3 minutes before the legal shooting time for that day. >> Universal time check, 9:22. Everything's correct. Time 0922. Let me go pick it up. Did he? There's two of them. He shot two of them. >> Two emperor. Shot two. >> Yeah. Look out in front of his boat. It looked like emperors. Anyway, >> those are both emperors. I'm going to sneak up here real quick. Emperor. Those are emperors, right? He's running up in the grass. Let's see. He's still going. One emperor in hand. He's He's walking way up in there. He's still going. He's probably 30, 40 yards in the woods. He's still going. All I can see is the white head of the emperor. Just take one. >> Yeah. Yeah. The other one's still on the bow of that boat. So, I think they're going to say they shot one. Yeah. He He's still got he I lost him. I All I could see was the white head of the emperor. still going. He still hasn't come out yet. >> Part of me wants to go get him right now. Actually, let's give him a second. See what the He's still gone. Should we go? >> Yeah. I'm still on audio. >> Yeah, same. You want to take the guy in the boat? I'll go up in the woods. I don't really want him to get back together. This guy's blocking away now. The other guy ran up in here. No, no. Hey, he's friendly. >> Hi, bud. This is Sergeant. How you doing? >> Good. How about you? >> Good. >> Where's your buddy at? >> He went back in the woods. >> Why? >> He shot, too. >> Okay. He had he paddled out and two of them came in and he shot both of them. >> What's he doing with the other ones? >> He's putting it back in there. Yeah, he's >> scared. You talking to him on the radio? Oh, that's for him. >> Yeah, he's he'll be out in a minute. >> Where was he when when he shot it? >> He was out here. >> About how far? >> 500 ft. >> You think? >> That's what he was hoping for. I don't know. >> We've been watching you since 9:00 this morning. So, >> now's the time to be honest with us. >> Okay. I I wasn't on the boat, bud. I wasn't on the boat. >> You've been here since 9:00. >> Yeah, I've been here since Yeah, I've been here all morning. Yeah. >> Sounds good. >> I told him you shot, too, bud. >> Yeah, we saw you shoot the other one. So, if you want to go back and get that second one, >> I need your license. >> Morning. Good morning. >> Yeah, he had two come in and shot. >> No. >> What's your What's your dog's name? >> Tank. >> Tank. Hi, bud. >> You don't miss a meal, man. >> Mom fattens them up with the treats. >> Here is license. Here's Edwards. Yeah. Do you have uh so do you have your uh 2025 hunting license too? >> I not printed out. I just bought it this morning. Come here, buddy. >> You have it on your phone and sounds good. >> Hey, back. >> Uh so, let's see. The tie's going to come out. It's going to work. Oh, your gun might have just fell in the water. >> Can I hand you this? Yes, I'll come with you. Just make sure that's unloaded. Okay. So, sweet. Yeah. I'll talk to you here in a second about everything. Okay. So, here is your licenses back and then I'll give you your phone back here. Perfect. And you have your emperor stamp on it? >> Just in here cuz I just got it today. So I I don't >> Oh. Um >> exactly how to >> Let me see. I think >> Oh, right. right there. Okay. So, you didn't print it out on you? >> No, sir. >> I don't know. Do you have the app? I don't know if you could even cancel your permit on here. Oh, here. This your phone. I don't want to mess with too much, but see if there's a way you can like, you know, kind of like report your hunt like uh >> Okay. So, when did you did you buy this? This morning? >> Mhm. Yeah. Just sitting here on the bank. Just bought it this morning cuz I could see them flying by. >> Mhm. So, there's got to be a way that you print that out cuz as you know, as soon as you harvest something for no matter what type of permit it is, you have to have it on you and cancel it right after the harvest. >> Okay. Uh, so without that on you and no way to record that. It's kind of uh you got to have it. See if you could download the app. Okay. So, um I know this is a tough situation now and again I didn't know who was out here. Uh we've gotten a lot of complaints of certain things in this area, not just today, but so we've been keeping an eye on it. Okay. >> Uh but we've been out here since 9:00 this morning um watching over this bay. So, just to start off from the beginning, who shot first today? Do you know what time shooting time was? >> Uh, 9:20, something like that. Does that sound right? >> I mean, you guys are hunting out here. I I need to know cuz >> I think that's what he said to me cuz we got all situated and he said, "Keep an eye on the time cuz shooting light starts at and if I remember, I think he said 9:20." >> Okay. So, it was 9:23 today. >> Okay. >> What time did you guys shoot? I don't know, sir. Honestly, >> I'm not trying to be mean or, you know, but uh there's a little parking lot right up here that we were standing at, and you guys were blasting away 3 minutes early, which is a no-go. Um, so who was doing the shooting first? >> I'm not trying to be difficult. I'm legitimately trying to remember Uh, I can't remember if we just had like a single or a double come in or if it was a good sized group of them that came in. The early malards flying through. >> Besides Emperor, you guys had anything? >> One old spot. >> One old spa. Okay. >> And uh, >> I'm sorry I can't give a clear definitive answer on who shot first. I'm not sure. Well, to be honest with you, it sounded like both of you shot early cuz there was a one at like 9:20, 3 minutes early. Then there was another five or six shots around 9:21, 9:22. >> Okay, then we both shot before the 9:23. >> Okay. Yeah. Yeah, I'm Yeah, that's for sure. Um, so that's like number one, what what we saw going on first and then uh we were making our way over here. Saw you on the boat, which I didn't know it was you till now, but um explain what happened like after that point. >> Explain what happened after that point. >> Yeah. >> So, I started paddling my way out there and uh when they started flying through, I put the paddle down and I threw pulled the gun up and again, I'm kind of a novice with this bird hunting stuff. That's not my my wheelhouse. But I was pretty sure they were close enough to get a decent shot. And as they were flying through this, the one that I wanted fell and another one fell and they were both in the water and uh this one was >> Well, I took a a second shot on this one to make sure it was dead. >> Mhm. And and then I put the gun down and I paddled over there and the other one was still kicking and stuff. Again, pardon my ignorance. I I'm assuming it's juvenile. It doesn't look as big and beautiful as this one, but um >> uh it was still alive. And uh my friend Sean said, >> "Grab that other one and uh bring it back shore." >> So I did. And I got it back to here and and he said, "Man, you're only allowed one." Which I did know that. I didn't know that. He said, "Go get rid of the album." And uh and so I ran up there to view that and uh hindsight's 2020. >> I wish I would have just had the presence of mind to say, "No, I better keep this one. This keep the second one and then just >> self-report." >> Yeah. Self-report that I killed the second. >> Yeah. Yeah. And we get it. Things happen. Um, people self-report all the time. That goes a long way with this. We do try to help people that do that cuz it happens with goats, deer, like it happens with everything. Um, but yeah, run running the goat running the the goose up in there doesn't look very >> No. Yeah. >> Um, also, do you know how far away from shore you have to be to even harvest an emperor? >> Uh, 500 ft. >> Okay. How far do you think you were? >> 500 ft. How many yards? Well, it'll be see >> 150 yards. >> 150 yards. >> Mhm. >> Yeah. >> Do you think you were 150 yards when you were right here shooting? >> I don't think you were either cuz we were right underneath those two spruce trees watching you the whole time. So, and I know it kind of see um I know we have a pretty good relationship. I'm not trying to be mean, but you know, the Emperor season shutting down next year. It's a big thing. Um so, there's going to be no Emperor season next year. and we try our best to try to keep these things alive and keep it fair with everybody. And when things like this happen, it's it's uh kind of a big deal. >> I'm going to go uh check the blind here real quick. Anything you need from me right now? He's got his stuff. >> Excuse me. I got a photo of his unlicens and his uh and his uh duck duck. So, >> okay. Um do you have an ID on you? >> Okay. Uh I'll need that. >> Hi, buddy. >> In your truck. Okay. We could just we could do everything o over there, actually. Um but okay, if you want to check that stuff. Yeah, that's cool. >> I have so much enjoyed um my rapport with you. I am so sorry that I've you situation. >> It's funny. Like I said, I I thought it was Joe Schmo out here. Um again, you guys are being cooperative with us, which is awesome. Um and we're not here to ruin people's day. Actually, we like we love to duck hunt and as you know hunt and we'd like to see people, but we have to keep it fair, too. And we have a job to do. So, >> all right. Let's see. I never imagined in a million years that I would find myself on the awkward side of something like this ever. >> Yeah. >> And >> Yeah. And and the biggest the biggest thing to me uh is watching you run up with that goose knowing >> something wasn't right. And I I I know it sucks being self-reporting and um but uh yeah, it's just the right thing would have been man up and just say I screwed up. I shot two and we probably would have seized the one and gave you a little ticket for the other one and and called it good. Um but this one's going to be seized now. The other one's going to be seized. um you'll get a ticket for shooting too close. Um and then we're going to give you guys a citation for shooting too early as well for both of you. >> Wow. >> So that's I'm just I'm just being honest with you kind of what what what we're looking at. So uh I'll cut you a couple breaks. I know you don't have a life jacket in here. You're out in the boat. You need that. Um, if you're able to cancel that permit here, um, we'll try to make that happen cuz that's that's another big one is cancel. >> And a big thing for cancing the permit upon immediate kill is so people aren't out, you know, shooting one, taking it home and still having their permit in possession and go out and shoot a second one the next day and and notching that. Not saying you were going to do that, but that's that's the importance of and you you know, all that stuff just human being to human being. again. I'm just so sorry that um put you in a situation where >> No, don't um no things happen. How far up is that other uh >> It's not very far up the slope. >> Okay. >> Turns into straight up. >> Um yeah, let's Well, after that downloads, we'll go grab the other decoy or the other goose. >> Okay, >> so here's another break I'll give you. You guys are shooting at 920. Why did you buy your license at 9:46? >> I didn't realize that. I knew that my last duck stamp was good in through January. >> And so I honest to God just didn't realize my um my regular hunting license was no longer valid. And I didn't realize that until I was trying to get the uh vamp and and I handed my phone and I was like, I keep putting my license number in over and over and over again and it's not letting me. I don't understand what's going on here. And he said, "Oh, you need 25." >> So then I I bought that. >> Gotcha. Okay. Um well, at least you got it. But yeah, make sure you buy that before you're out hunting. Um we're going to go grab that uh other >> He just uh he just had the one long tail back there. That's >> okay. All right. We're going to go grab that real quick. And >> and then both birds will be coming with us. Yeah. >> Um and then we got a couple citations that we'll >> we'll maybe we'll follow up on later. Um but we'll go grab this thing right now. So I'll walk up with you. >> Bear with me for a moment. >> Yeah. Yeah. >> I've only ever run up into here once. >> Is it um is it in the wide open or is it under like a >> sticking under a >> Okay. It's an unforgiving environment up in here. Okay. Fishing games and stuff. >> I just kind of shake my head just [laughter] such unnecessary hardship. >> Yeah. Did you hit both with one shot at first? Is that >> Yeah. >> I'm not trying to make excuses. I don't discuss it in a shame, >> you know, just making a quick decision like that and just Oh my goodness. >> Yeah. Yeah. The the best thing to do is if you know if hopefully you never run into the situation again, but if you if you're talking to somebody or whatever or you're hunting with somebody, just just call us. just call and self-report. It's >> that's what I should have. >> It's uh >> Yeah. But um >> and you know, it's funny. I was kind of excited like he's only gonna be in Kodiak for I don't know, another year or so, a year and a half. And I'll never be a real waterfell hunter. I've learned enough from being with him. It's like I'll never fully accessorize and I'll never be as good at identifying birds on the as he is a lot. >> And this just took all of my enthusiasm away, you know? Like I'm just disgusted. Like I don't even want to >> Yeah. Uh, I mean, yeah, don't uh don't let it stop you, but definitely use it as a learning experience. And again, we're not out here to ruin people's hunt. That's not our intent ever. Um, but, you know, we got to keep it fair and as you know, make sure the management is going properly. And people are playing by by the rules. So, you have a plug in your gun as well? >> Um, I believe so. Six gun. I've never tried to put more than three in it. So, just put three in. Yeah. >> And see if it'll get four. Yeah, >> just keep it. Yeah, it points out there. >> Perfect. >> Cool. >> Um, you tell them about shooting hours. >> We did. >> Okay. So, >> yeah, I told him that was me 100%, man. Like, I looked at my phone this morning. I could have swore I seen 923 >> and uh >> I mean, I shot that was me 100%. Okay. But um >> I told him I told him the first one was at 9:20 and 40 seconds and then the second one was at uh 9:21 and the time our time was checked. We did it by uh >> our uh universal time. >> Yeah. So I admit that was me. Um you know I'll take full responsibility for that. Usually I'm I'm pretty >> pretty honest guy man. Like honest with me and I appreciate that. So >> carry all my license everything. >> Yeah. Again, we're not not out here to ruin people's hunt. >> I get it. >> But, you know, next year they're shutting down this December emperor hunt. So, it's a big deal. Like >> Oh, yeah, for sure. >> Uh, so we can't be having this stuff go on. That's why we're taking it seriously. So, these two birds will be going with us. Uh, we'll probably follow up with some citations here in a little bit. Um, maybe when I get back to town, I'll give you a call if you just stop by the post and um, till we figure out what uh, but because you shot too close, you know, got to be within 500 ft or outside 500 ft. Um, over limit of birds. Uh, you can't cancel your permit because it's not printed out, but just make sure you do that. You might be able to do it on your phone if you mess with it a little bit. I see you have it. It's just not cancelled. Um, uh, some other things is you bought your license after you shot. Um, I won't write you for not having a hunting license on you. Um, cuz you just got it. No life jacket in the boat. So, we're cutting a couple breaks here. >> Um, but >> yeah, I have a life jacket even in that thing right there. >> You do? >> No, I'm saying you do. >> Oh, yeah. Yeah. paddling out and about. It's still considered a watercraft. And >> um today's pretty calm, but you know, dumber stuff has happened where people roll skips right next to the beach. And >> my wife's Coast Guard, man. >> You know how it goes. >> You've been in it for 23 years, so I'm seeing a lot of stuff. >> Um yeah. Anything else? Uh >> no. >> Nope. That's it. Uh >> are you guys packing up to head out? >> I mean, if we can still hunt, I'll probably still hunt. I don't know if you want to, but um that it's up to you. So, for me personally, if you don't mind, I'll just leave uh and just try to get things taken care of. And >> yeah, I'll walk back out cuz my license is in uh my license is in the truck. So, I'll walk back out with you. >> Got his license and I got a photo of his license and of the receipt. >> Alaska resident? >> Yes. >> So, you have an Alaska driver's license? >> No, I'm military. I got the military. >> Gotcha. Okay. Um >> Yeah. So, it's my second year. >> Okay. just uh just for the citation. I'll need some sort of state ID. Uh so just so dispatch Yeah, if you don't mind just make it a little easier. Um >> hi bud. >> Not like we're covered in anything. >> The tide is coming in though, so I will uh move back. >> Yeah. >> Um okay, >> I'll grab your shotgun if you want to grab those two emperors. I'll carry your shotgun out and then uh Yeah. Take it all the way up. Is it Sean? >> Sean. Yeah. >> Okay. Um I'm just going to carry your your shotgun just for officer safety stuff. >> Yeah. >> There is there is three in there. I'm going to pull them in a little bit. >> You want to take these ones out of the >> Oh, this. >> Those are pretty ducks. >> Those are cool. Those are >> super cool ducks. >> Yeah, >> my buddy and I went out um last weekend. He shot one. He's going to get it mounted, but they're they're so freaking cool. I love that. >> He said it's not uncommon for them to be shootable from shore. You said >> Yeah, they're always like out in the middle. Yeah, that's awesome. That's a They're They're really cool ducks. Hopefully I can bag one here soon. Um, I'll touch base with you here probably this afternoon and we'll get everything figured out. You just want to I either meet up with you or if you want to swing by to the bus and uh we'll figure figure it out from here. So, um, any questions about anything so far? >> If if it's okay, I'll just go home now, get cleaned up, get stuff put away, and I'll try to hear from >> Yeah, it's going to take a little bit. So, just Yeah, probably this afternoon, 2:00, 3:00, we'll give you a call. We'll we'll figure it out from there. So, uh it will be a mandatory court date, so you have to call into the court or show up. Um it's not like available like that one. Uh this one's kind of like a traffic ticket. You just pay it online. This one's kind of like a I believe this one's a mandatory court appearance. Um it is. >> So, um is there any particular uh benefit to doing it in person as opposed to just calling? >> Not really. It's up to you. Either way, you get a chance to uh present yourself, present your uh your case. Um and uh it's it's very charging or not guilty. talk about that. So, all right, we'll get out of your guys' ser. Um, I do appreciate you guys being that's huge. So, uh, thank you and, uh, sorry to, uh, you know, can always be worse. >> Yeah. >> Yeah. Sean. >> Yeah. Take care. >> All right. Thank you. >> Randy was initially charged with two misdemeanors, one for exceeding the limit of Emperor Geese and one for violating permit conditions. He plead guilty to both charges and they were amended to noncriminal violations. He was ordered to pay $1,020 in cost and fees, which were promptly paid. In the state of Alaska, migratory bird hunting is currently permitted from 1 half hour before sunrise until sunset. Shawn received a noncriminal violation for taking migratory birds before the permitted time and paid a $74 fine. If you like this video and want to see more like it, subscribe to Arrest Cam.
