How many people in the car? Get out of the car. Just walk. Walk right here. Walk right here. Shut the up. Get right over here. Look at his hand. He's tucking money. He's tucking money right in his right hand. Tell me how much money. He's tucking money. He's tucking my money. That's That's a That's a problem. It's all the blue hunds are right there behind that receipt. Thank you. All that's my money. He didn't have that. This is your money. Yes. I heard him crumble it up. Thank you. Give you the professional courtesy. I gave it to you. No, no, no, no. We tried to give I gave it to you. Okay, you got to help us out, too, being a police officer. These were different moments when bad cops get checked by good cops. Starting with a case of a cop who caught red-handed with the green. There's my money right here. Sir, you've been watching me the whole time, not scene. In September 2024, a routine traffic stop for a speeding violation quickly escalated into a shocking arrest for a police officer. Monre Moon, a 29-year-old man, was pulled over by officers from the Charlotte Meckllinburgg Police Department. And as they prepared to take him into custody for an outstanding federal warrant related to a weapons violation, something caught the arresting officer's attention. A large stack of $100 bills was seen in Monrey's jacket pocket. When the officer placed the money on the trunk of the car, Monre claimed it was meant for his girlfriend to pay bills. Good. Hey, I clocked you at 68. Okay, that's why I'm stopping you. You have your lights on you. All right, just give me a moment. All right, man. Go step real quick. I'm going show you something. Come on. Step back here. Go ahead and place that phone on top of it. You're an arresting too. That's what I'm having. You are under arrest at this time. You have a warrant out for your arrest. A warrant for what? I'm going to show it to you in a moment. Okay. Is this your car? It's my girlfriend's car. Did he drive it? The guy that's in the back. I'm going leave that cash in there. What is that? That's not what I'm saying. I never seen one in my life. What did you know in my pull down what you're looking for right [Music] here? What am I? So, I don't know what if you had a history with them or not, but you got a US marshal for a weapon violation. That's all it tells me. Okay. When you get down there, they're going to print it out for you. Okay. However, things took a turn when they arrived at the police station where Monre began to grow suspicious of officer Henry Chapman, who had been involved in the arrest. Monre alleged that Chapman had taken some of his money, especially after noticing him moving suspiciously. He demanded that Chapman be searched, accusing him of stashing cash between his legs. Upon further investigation, $900 was found hidden inside Chapman's patrol car tucked behind the driver's side door. I look, he's moving his arm right now. How much passive do you have on you? Can you check your hand? I didn't. Can you check your people? Cuz he's Look at his hand. He's tucking money. He's tucking money right in his right hand. Tell me how much money. He's checking me. He's checking my money. That's that's a that's a problem. Can y'all check him? Listen to me. What was your call? Let her know. Don't check me. Listen. Look at him moving. He's moving. Oh my god. Y'all not going to check him? Listen. Like I've been listening the whole time. He asked for He asked for a small envelope. He didn't put the money in there. Then come here. Come here. Come here. Do you mind if I come shut Come here. Tell you I want you to know that. Okay. Dude, do you see anything? No. Yeah. No cap. I'm not even going to touch it. It's blue hunds right here. It's all the blue hunds are right there behind that receipt. Thank you. All that's my money. He didn't have that. This is your money? Yes. I heard him crumble it up. Thank you. Thank you. All that money. That's my money. That's my money right there. Sir, you've been watching me the whole time. I seen you take it. I seen you sir. Just tell me. If I'm right, it's going to be around $1,000 if I'm right. And like I told you, I just went to win. Okay. So, like this is what's going to happen. All right. We we have people coming in. Obviously, they they have to talk talk to you. All right. So, um I I'm going have to hold on to your weapon right quick. Okay. Yep. Go ahead. After an internal investigation, officer Chapman was arrested and charged with embezzlement, then resigned from the force the following day. Chapman later entered an Alfred plea, which allowed him to maintain his innocence while accepting the court's punishment. He was sentenced to serve a minimum of 2 years on probation and required to complete a cognitive behavioral intervention course. If you thought that was worse, wait for the next case where a corrupt sheriff arrested by city cops. On March 22nd, 2020 in Espanola, New Mexico, police surrounded the home of Philip Shakon, a suspect in a stabbing incident. As officers tried to get him to surrender, Rio Aribba County Sheriff James Lujan unexpectedly showed up in plain clothes. Rather than assisting, Lujian tried to interfere, demanding the officers stand down and claiming he would handle the situation himself. His odd behavior, coupled with the smell of alcohol on his breath, raised red flags. You're in charge. Uh, yes. I'll bring them in. Bring in. Phil Chan. That's who you have a warrant for, right? Pull everybody out. I'll bring them in. I don't want to pull them out. Huh? I don't want to pull them back. Excuse me? I'm not asking. I'm telling you. I will bring him in. Okay. We don't need to make this bigger than what we did. Hey. Uh, the sheriff just pulled in and he's he's asking us to pull back and he'll pull him in. But he's been drinking. I can smell it on him. We're going to need somebody. Huh? Yeah. Okay. We need to pull somebody over here. Somebody above me because he's he's already pushing his weight around with me. So, okay. We're not pulling back. Hi. I'm waiting for I told Jeremy. Jeremy's calling command one now. But do you smell it or am I the only one who smells it? Yeah, please do something about it. Okay. Right. Despite his interference, Shakon surrendered peacefully. In the days that followed, suspicions grew. It was discovered that Sheriff Lu Jan had been in direct communication with Shakon during the standoff. In response, the Espanola Police Department obtained search warrants for both Lu Jan's personal and departmentisssued phones. When officers attempted to serve the warrant at the sheriff's office on May 14th, Lugan stalled compliance, tried to hand off the phones to his under sheriff, and insisted on speaking with a lawyer first. Eventually, the officers obtained the phones, but it turned out Lujan had surrendered devices that weren't used during the Shaon communication. Hey, hey, Sheriff. How are you? Good. Good. Is Jean's here, the sheriff? We just need to speak with him. Hold [Music] up. What's up, guys? Hello, sir. You want to do what? We saw a couple cell phones. So, one on your personal cell phone and one on your uh WhatsApp. Do you [Music] want to file today? You have your phone? Colle is not this for which case. What case is this? So that is in reference to stemming from the original charges. Which one? The misdemeanor. So that one you got a search warrant on a misdemeanor. Are you going to comply? Yes or no? That's all I want. You want the phones? That's it. I told you you have your search warrant says to search me for personal phones. He has the phones. He already told me he has a phone. Okay. That's what the search start says, does it? Okay. So, you want us to lock down the sheriff's office? Go ahead and call them back. [Applause] You're not going to stop me from leaving if I want to leave. Am I under arrest? If we have to. Am I under arrest? Not Not now. Get away from me. Not now. Go back inside. We're going to lock down the office any second. Please go back. Sheriff, it would just be so much easier if you just give us these phones. I don't have the phones, do I? Well, no, but you we I saw you give them to your under sheriff who has them in his pocket. So, just the knowledge of that. Give him the phones. This is all harassment and retaliation because I told the city council that you shouldn't be the chief. That's what it is. Take whatever you want. I don't think I know. Okay, that's exactly what it is. Go ahead and give it to him. As a result, on May 21st, an arrest warrant was issued. Sheriff Lujan was taken into custody and also charged with resisting arrest during the encounter. His deputy's refusal to enforce the law, instead showing unwavering loyalty, exposed the alarming internal culture of protectionism within the department. But hold on your seats because this next case is more shocking than the others. On June 5th, 2024, private investigator and former police officer Mr. Hoffman was conducting surveillance for a workers's compensation case in Hillyard, Florida. The adult subject he was investigating drove to a local church with minors. Initially, Hoffman observed from a grocery store parking lot, but moved closer when activities began outside. After church members asked him to leave, he complied and returned to his original spot. However, someone from the church called 911, accusing him of filming children. When officers arrived, they confronted Hoffman, questioning his presence. Hoffman identified himself as a licensed investigator, but was told he should have notified the sheriff's office before conducting surveillance. Uh, you got to bear with me. I'm on surveillance, so uh I'm going to be paying attention to that direction and not too much that direction. What's going on, brother? What's going on, man? Hey, we're getting phone calls that you're with binoculars watching kids. Yeah. Why? I'm working. Working what? I'm not watching kids. Okay. What are you doing then? I'm investigating. All right. Did you call the sheriff's office to say that? No. You're supposed to do that. You got some ID on you, brother. And you're in the middle of the parking lot. You're not even at a parking space. Okay. You're not You're in the middle of the roadway. Do you have ID on you or not? Anytime that you are a private investigator, do you have a Florida ID on you? That's my investigator license, sir. Okay. So, you're saying that you're an investigator. Do you have ID saying that you're an investigator? This is that my investigator's license? Okay. It is. I thought you handed me the wrong one. My bad. I thought it did, too. Maybe. I have a concealed weapons permit. I don't have any weapons in the vehicle. Okay. Um, so I when you said that, I thought maybe I hand you the wrong one. No, that's okay. That was my bad. So, typically you're supposed to notify the sheriff's office if you're going to be doing any private investigations whatsoever. But you're also blocking the flow of traffic right here. You know what I'm saying? How long are you going to be here for? I'm not sure. Okay. All right. Well, stand by for just a minute. Are you investigating somebody at the church? 911 key. Come over here and set yourself. Deputies attempted to trespass Hoffman from the church, but since he was already off the property, they couldn't legally enforce it. The officers then approached the nearby Wind Dixie, where Hoffman was parked and asked the manager if they wanted him trespassed. Under Florida law, trespassing requires an individual to refuse to leave after being asked by an authorized representative of the property. Hoffman argued he was never given that opportunity before being detained. After over 30 minutes of detainment, Hoffman was issued a written trespass warning from Wind Dixie, barring him from returning for one year. He was also verbally trespassed from the church property. You can't film children, and a lot of our children can't be filmed because of different court cases and different things of that nature. He can't do it, right? So, I want him trespassed. I don't want him near it. And if you not if he's not on the if he's not on the property, I can't trespass him. Well, he was on the property. He was on the property when? Yeah. He was right there when I pulled up and filming a kid. Am I being detained? As of right now, yes, sir. You are being trespassing the windix. For specific for suspicion of what crime am I being detained? As of right now, video across the street. That's what our call was about. And now that they want to trespass, you're being detained. Who wants to be trespassed? When Dixie. When Dixie wants to be trespassed. So, I'm being detained for trespass. You understand how the law reads a trespass? First, I must first be given the opportunity to leave the property when told by a proper agent of that property. Was I given that opportunity once again? Am I being detained? Deputy, am I being detained? I believe it was trespass warning. I believe uh supervisor, I've been detained here over 30 minutes. You're not detained. You're getting trespass warnings from here and you're getting trespass warning from I am detained. I'm not free to go. He's had 30 minutes to write a trespass warning and I'm still here. Get out of here. You've been trespassed from Wind Dixie. You've been trespassed from here. You don't want to hear how my rights were violated? You've been trespassed from here and you've been trespassed illegally. You have your chance to leave now. You're detaining me, so you need to leave. Yeah, not a problem. Once released, Hoffman filed an internal affairs complaint against the deputies alleging abuse of power and constitutional violations. However, in this next case, a California cop arrested in Arizona on November 14th, 2020, former Roseville police officer Drew Scott Romo found himself on the other side of the law when he was arrested by Scottsdale police on suspicion of assault and disorderly conduct. Prior to the arrest, Romo had been involved in multiple incidents that night due to his disruptive behavior. He was first removed from Whiskey Row for being overly intoxicated and confrontational with security. You need to go. Cheers. They don't want you here, so you have to go. Shoot. It's simple. If you don't want to be in trouble with us, just go. That's it. Come on, dude. I'm on your side. They don't want you at the business, so you need to go. I'm on your side. I get that. They don't want anything, man. You guys are brutal. Hey. Hey. I'm on your side, though. We understand what you do, but you need to you need to I'm a law enforcement. Okay. You need to understand. Hey. Hey. You want to have a blue conversation? Come here. You want to be a California and we want to test bump us? You can go ahead and do that. And guess where you're going to end up? In my jail. Yeah. I want to know where he can either calm down and go home or what am I doing wrong? Too intoxicated. You're trying to pick fights with people. Every club has actually every club you've gone to. What? What am I doing? Oh, I've removed you twice from two different clubs. Do you not understand that? What am I? I don't know what that is. That's California club. I don't know what that is. You're not understanding anything. I'm trying to What are they? What is the hard part about just going home so you don't get into trouble? No, I'm trying to understand what are they kicking me out for. You're too intoxicated. Can I say to listen to me for one second? Get it through your head right here. Okay. Had too much to drink and you're not processing anything anymore. Arizona law requires that if the bar realizes if you're too intoxicated, they must remove you within 30 on their own. You've been removed. There's no drug in public law. We don't have that here. They're kicking you out. You're inside an establishment too intoxicated. That's a state law. They're remove obligate by law to remove you asking you Arizona. Yes, you are not used to Arizona. That's what I'm explaining to you multiple times. Pushed you until when he was at the When he was at the lines, he kept on hitting the bouncer's hand when he was trying to get through. The bouncer just kept on brushing him off. As officers intervened, they learned that Romo had claimed to be a police officer. This was not Romo's first altercation of the night. According to the report, Romo took a fighting stance and aggressively challenged people passing by, which led to a call to the police. After his booking was delayed, a taxi was arranged to take him home once he calmed down. Romo was released around 3:30 a.m. after signing a citation and was given a sober ride. At the time of the incident, Romo was employed with the Roseville Police Department, having started his career as a trainee in 2019. Are you serious? You're taking what I'm concerned. I'm going to go home. I'm going to go home. Oh, now you're going to go home. You just said you didn't want to go home. Now you want to go home. Are you serious? Now you want to go home. Let's sit him down. Dude, I have a law enforcement ID. You, sir, are a disrespect to our profession this evening. If you say it one more time, I'm going to hold you in custody and make you tell the judge in the morning that you have a law enforcement ID. You're a disgrace right now. So, you need to shut your damn mouth before I call your supervisor and we go from there and you don't lose your job in California while you're visiting Arizona. So, you So, you close your mouth and let us do our job now cuz you can't make adult decisions. My job is to take you to jail now cuz you can't be an adult. Have a seat. I have your Have a seat. Okay. Have a seat. Sit down. Hey, come here. Where am I going? Get the job. Come on. He was terminated 4 days after the arrest with the department emphasizing their commitment to high standards for all employees. Romo was charged with assault and disorderly conduct, but the assault charge was dropped. On March 23rd, 2021, he pleaded guilty to disorderly conduct and was fined $650. Romo later transitioned to work as the assistant director at a church in Rockland, California. But wait for this next case where a drunk offduty cop flees police at 100 mph. On June 12th, 2022, Miami Dade police officer Donovan William Roass was arrested in Monroe County after leading deputies on a high-speed chase. Deputies attempted to pull him over by activating their lights and sirens, but Rohass refused to stop and instead accelerated, reaching speeds over 110 mph. Heat. Heat. The chase eventually ended when Roas stopped the vehicle. Deputies concerned for their safety drew their weapons as they approached the car. Rojos then identified himself as a Miami Dade police officer and claimed the Chrysler 300 was his unmarked police car. [Music] How many people in the car? Get out of the car. Get out of the car. Get out of the car right now. Out of the car. I need your hands. Hands up in the air. Hands up in the air right now. Turn around. Turn around. Turn around. Do not face me. Turn around. Turn around. Just walk. Walk right here. Walk right here. Shut the up. Get right over here. I don't give a who you are. Get on your goddamn knees. Yeah, I'm a cop. Why you Why you acting like that? I'm a cop. And you'll listen to me when I tell you to get on your knees. I'm a cop. You used to work for Miami Dade. Yeah, I know that, man. Stand there. Tell Be quiet. Don't say another word. You hear me? Everything's cool, sir. Of course. Of course. We got to check this car first. There's There's guns, radios, and all kinds of [ __ ] What's up, man? What's going on? I haven't seen you in a bit. Yeah. This is his agency car. I just asked him the tag. I just got here. Um, he says he doesn't want to talk. Refuses soiety exercises. Absolutely. He up. All right. Thank you. It is what it is. All right. I will notify the first. Okay. Uh he never slowed down. So I was directly behind him and he still kept going. He was weaving in in and out of traffic and he's not on duty so he shouldn't be running code. Well, he didn't have Those lights weren't on. Lights were not on. No. No. Those lights weren't on when he he went he passed me and if they were on now I couldn't see them because they weren't facing me anyway. This one's point like fell down anyways. Yeah. Yeah. You can barely see here. Yeah. Visor lights were not on when he passed me. So I don't know if he No, that No, that wasn't. It's like falling down. All right. Get my uh Tell me what you you want me to take all this stuff or what do you want to do with it? Yeah. So we can figure out Okay. Let me grab some stuff. They put it all in. Original speed was 107. He He got so far away from me after I turned on my lights that I couldn't get a speed. Once I got close enough when he was still fleeing was 111. That was the the top speed that I was able to record. Andy, if you want to just toss whatever you whatever you get. Here's a box you can toss all his stuff. Okay. That we need to take. I'm going to take him to the Roth if if you just want to drop it off or Well, well, how can I help you, man? Yeah. So, I I'll leave this here so you have somewhere to put everything. Donovan, sir, I'm trying to get all your stuff to somebody safe. Uh, can we contact your immediate supervisor? Yeah, I do. All right. Deputies noted that Roas appeared intoxicated and had difficulty standing. He was arrested on charges of fleeing and eluding law enforcement and driving under the influence, DUI. But wait for this case where a shoplifter destroyed Target while fleeing. On March 29th, 2023, a chaotic incident unfolded at a Target store where a suspected shoplifter, later identified as Patrick, attempted to flee from police after allegedly stealing items. The situation escalated when officers surrounded Patrick and his accomplice, who had been in a stolen car. The authorities swiftly detained a woman who had been in the vehicle, but Patrick remained a key suspect. While she was questioned, the officers focused on Patrick, who was seen attempting to leave the scene with a shopping cart full of stolen goods. You're going to be detained in handcuffs. Thank you for being cool. Do you have video of him driving here? I pick up that cuz that car stole. So stole. Yeah. Okay. I picked up that. You see like possibly Hispanic male, black jacket with a beard. Yeah. And he's in the sporting goods. Yeah. 26. LP just advised these in the sporting goods section. We're walking over now. Black baseball cap, black hoodie, dark colored pants, black Nike shoes, long hair. Hey man, you're not free to leave. Okay. Okay. Okay. Okay. I'm done. I'm done. I'm done. I'm done. I'm done. I'm done. I'm done. I'm done. Yeah, he's got Patrick explained that he had been watching while his accomplice stole items, but the police suspected otherwise based on the stolen vehicle and his actions inside the store. Patrick claimed he had no intention of committing a crime, but admitted to panicking when he realized the police were after him. The situation grew tense when Patrick was found to be in possession of a stolen vehicle. As police investigated further, they found that the vehicle had been reported as stolen and Patrick's story began to unravel. You could have done that, man. Never done that. I know. You know I was going to catch you. I know. So, where'd you run? By the way, do you have any weapons on you? We have fire. You decide. Okay. Yes, sir. Okay. So, this vehicle here is recorded as a stolen vehicle. I don't know. I didn't check the details on that. But when I walked up and I ran the plate through my dispatch, they advised it was stolen. Okay. So, that's the other part of this investigation. All right. Despite his claim that the car was a gift from his girlfriend, the police believed it was involved in a larger scheme. Patrick's was charged with obstruction, tampering with an investigation, and possession of stolen property.
