On August 10th, 2023, a routine traffic stop in Flagler County, Florida turned into a life-threatening moment. What started as a reckless driving report quickly escalated into a dangerous encounter that nearly cost a deputy his life. The caller videotaped the car allegedly driven by a drunk driver, seen swerving after a hit-and-run and still driving recklessly. Well, we were headed back from work and it just caught our attention because he almost hit the back of us. He almost hit the back of us. But he can't stay in his lane. The driver caught on cam was obviously swerving on the road and couldn't stay in his lane. Yeah, if he brake checks them, he's hitting them. The vehicle ultimately came to a stop on its own and bystanders stood by until officers arrived. I'm standing with him off to the side. Yes. Yes, ma'am. Uh I didn't approach yet because I wasn't sure. My husband had just approached and I said, "Should I call?" He said, "Yes, please get them on the phone." He's sitting in No, he's not fighting. He's sitting quietly at the moment. When he ran off the road Uh my husband said he shut his car off. He hit a fence off to this like this access road off to the side. We can't do anything. He's not being combative at the moment, though. Um he's driving a red Mitsubishi. It's an SUV. I want to say it could be an Outback, possibly. Uh is there damage to the front where he hit? >> Outlander Sport. Outlander Sport, it is. >> look like his front fender's popped off a tiny bit. >> fender's a little messed up and dented where he had hit. >> of there's some damage. Narcotics, an empty Bud Light can, and a mini shooter of alcohol were seen in plain view inside the car. He's in there hiding a bunch of drugs, next to my husband. The whole car smells like drugs. >> That's what my husband said when he was sitting in there before he would get out. He was just hiding things, lots of things. He's trying to pop stuff back in. >> And he's trying to pop his fenders and stuff back in now. He's might be He's getting antsy. He He doesn't want to exchange words or anything. He doesn't want to communicate or He's just very quiet and stoic right now. He just sat back in the driver's seat. He's just sitting calmly at the moment, but he is going through things in the middle of his car. An officer arrived shortly after. What's going on, buddy? Hey, can you do me a favor? Can you hop out for me? Drop the lighter for me. Hold on. Hold on, buddy. You all right? Need a medic or anything? You got any weapons on you or anything? No. Do me a favor, just turn around. I'm just going to pat you down, make sure you're safe, all right? I'm just going to shut this real quick. Watch your hand, brother. Nothing on you is going to poke me, prod me, stick me, right? No. Okay, brother. Medical issues I need to know about? No, I have no pressure. I have pain. Okay, do me a favor, just sit so I don't want you to fall over a minute cuz you're having a little bit of trouble standing up. >> I ain't going to fall over. Okay. I just want to make sure you don't get hurt. What do you do for work? I'm a cook in a restaurant. You're a cook in a restaurant? What kind of restaurant? Soul food. Soul food. All right, what time is it now? Well, actually, I really couldn't tell you. Couldn't tell me. Okay. Where are you at now? That's by the I think on the highway like near Ocala. Near Ocala. Okay. Just do me a favor, sit Sit on the hood for me. What happened in front of your car, Mr. Clements? Did that happen in Deland or where did that happen at? >> I don't know where it happened. You don't know where it happened. About how long ago? Uh I don't know. A guy told me to pull over and I pulled over. I don't want to cause any problems. No, I I got you. I just, you know, want to make sure you don't need any medical attention or anything. No, I'm good. Okay. Oh, you hit You hit this pole over here. >> hit that pole right there. He went into the fence. Okay, where were you going over here? Uh probably to take a leak. Probably take a leak. Uh that fence is pretty pretty strong, huh? You got some other things I'm not going to ask you about right now. We've got We've got another incident your vehicle may be involved with, so some other Some other guy's going to come out and have a little conversation with you. So, we're going to hang tight for a couple minutes. >> Officers then interviewed the witness who saw and videotaped what happened. >> Who did what is not to go. Okay, so we turned onto from Bunnell. We jumped onto this road cuz we're going back to our shop. He come up behind me, windshield wipers on, and almost nailed the back of me. Okay. So, proceeded to go around me really fast, got in front. We videoed him the whole time, so I have all the video. But he almost hit iPhone? Yes, sir. All right, cool. He almost hit at least six people. He couldn't stay in his lanes for nothing in the world. Like he ran off the road here, almost hit a sign, like on this side, almost hit I would say six cars had to go off the side of the road to avoid having a head-on collision. And then as we were coming up, he just all of a sudden hit his brakes real fast and then whipped in here and then punched it and hit that pole. So, then I pulled over and ran back this way and come and I I told him to stop. I reached in, put his car in drive and shut the car off. And I said, "Do not or park, sorry. Put in park." And said, "Do not turn the car, you know what I mean?" Just stay here. >> here. Let me You know what I mean? She was on the phone. We called the police when he first almost hit the first car way back on the road back there. So, then when we finally got him pulled over, when he pulled over and did this, I stopped and then she called the police again to let them know, "Hey, we're we He stopped. I'm going to keep him from going anywhere." >> He's just He's impaired. Maybe he needs medical. I don't know. >> Listen, when I walked up there, there's a beer in the back. Like listen, when I walked up there, there's a whole car smelling like marijuana. And then he was He was hiding [ __ ] everywhere, just to let you know. >> I told the other officer that he threw up once. It was dangerous. It was just It was not just a little. Yes. It's not a little. It was a lot. I we weren't being dramatic. I wasn't trying to be, you know. But he was going to hurt somebody. >> Yes, I thought somebody was going to die if we didn't try to get something done. A couple times there uh I think the 3-minute video is the one where he's going to pass him cuz the 3-minute one might have been in between the seven and the six. The guy that he's riding his rear end there, the white car, he was nervous as all get out. six, 12 inches from the Um Can I get your phone number or Joshua. Joshua. We're He's my son. We're all family. Josh Senior and Josh Junior? Yes. Uh give me 1 minute. The other The other agency that's investigating is on the way, too. And I'm not holding you up, am I? No, we're just headed back to the shop. We're just trying to get home, that's all. All right, I'll try to make it quick real quick. Listen, I'm not here to judge you. I've been out here 2 years, so that counts. Sure. Of course it does. Of course it does. And I'm not here to judge you, man. I'm not I'm not here to put you in any kind of position. It's just I'm trying to put pieces together because we've got one accident in town. We've got you hitting something over here. Possibly almost hitting a bus head-on. And we're missing an entire day from our timeline. You left work to now. So, I'm trying to make sure you're okay. And it would make sense if you had a whole lot more to drink cuz then we can put pieces together. The investigation was completed and officers asked the suspect if he was willing to do a sobriety test, which he refused. He was then placed under arrest. All right, so the crash investigation is complete, which means you're no longer covered by the crash privilege, okay? At this point I'm going to advise you of your rights. You are detained for my DUI investigation. You do have the right to remain silent. Anything you say can be used against you in a court of law. You have the right to have an attorney present during and before any questioning. If you cannot afford an attorney, one may be appointed to represent you in a Any time you can decide not to answer any questions or make any statements. Do you understand that? Yes. All right. I've seen a video. I I have like a 20-minute video of you driving down the road. You've already hit the vehicle over there in Bunnell. I have a video of you all over the road. Basically, are you willing to do field sobriety exercises to dispel my fear that you are too impaired to operate a motor vehicle safely? You're not willing to do any field sobriety exercises. All right, do you understand make this very clear. If you do not perform field sobriety exercises to attempt to dispel my fear that you are under the influence or too impaired to safely operate a motor vehicle, I'm going to have to make a determination of everything I've witnessed up to this point to decide if I have probable cause that you were too impaired to operate a motor vehicle. Do you understand that? I did not say so. So, are you in your refusing to do any type of field sobriety exercise? I did not. No, I don't want to do a field sobriety test. Final answer, no? All right. At this time, you're going to be placed under arrest for driving under the influence, okay? All right, you Can you do a vehicle search? There's weed on the back floorboard, pill bottle up front, and take pictures of the shooters, drugs, and everything. Apparently, he threw out some uh drugs, too, over here. After the arrest, Deputy Nick Hoosier was tasked to test and collect data on the substances inside the car. >> you to do my evidence too. Would you mind? Everything, great. Uh cuz this Um they said he was stuff and stuff everywhere. So He immediately felt light-headed and called another officer for help. I just got really light-headed. You did? Yeah. Call EMS. Have a seat. Knowing that the narcotics being tested could contain fentanyl, DFC Gaddy administered one dose of Narcan to Hoosier. Take it in a bit. It's not going to It's not going to hurt you if it's not it. Breathe in. Breathe in. Breathe in. Breathe in. Breathe in. Breathe in. 13 100 My heart rate is beating really fast. I'm wearing an undershirt, too. We got an ambulance on the way. Do you got fresh water that's cold? Can you give me that? What else do you need? All right. Ambulance is driving the road. Don't you feel light-headed? Did you touch anything other than the fentanyl? No. I touched the the suspected marijuana. I went to put I put a piece of white rock. See rescue cop. Yeah, they're right They're pulling out of the fast lane. Got to get to the car. Uh Hold on. Good morning. I got your keys, all right? My little brother was home alone. All right. I was testing that. I was I tested a white substance. Okay. I said put it in the test kit. I got light-headed. Okay. Yeah. Okay. How are you doing right now? Uh I can't feel my legs. My hands are shaking. Can't feel that here? Can you feel that here? I'm very shaky. I'll throw you on this side. All right. Stand up. All right. Try to not Hold on. Try to scoot back some. It'll probably get you a little bit more comfortable, all right? Well, I can't let you out. I'm just making sure you're all right. Try to scoot back some. That'll probably make it a little easier. The officer was then brought to the ambulance for medical care. Yep. We'll take care of all that. Really? Thank you. What do you have here? He's DUI >> He's DUI crash for now. Yeah. He's wasted. He almost took out like 20 cars on video. They were the people following the video to all the way almost took out a school bus. Allegedly hit something here. I don't even get about whatever that is. All kinds of pills, uh boxings, weeds, everything. And he was testing the white pill the white substance real quick see what it was while I was in the report. What do you need from us now? Uh I guess we still need to do the vehicle tow. I don't know if you want to test drugs or not. I'm not sure which of the Narcan's I used. I They might have been country store ones. Maybe pull his kind of stuff back out of the way. All right. And we'll come get it. >> I have his keys. Okay. I got his keys. We'll just shut it down and make sure Uh we're just going to check it out. We got He's got all that. I'm going to go to the hospital and check on him. You guys just let me know what you need out here. I appreciate the help. If anything changes, let me know, all right? The driver, identified as 61-year-old George Clemens, was arrested and now faces multiple charges, including DUI, possession of fentanyl, cocaine, marijuana, and drug paraphernalia, as well as hit-and-run. Deputy Nick Hoosier, who was exposed to fentanyl during the investigation, was rushed to the hospital after showing signs of overdose.
