The officers continued to watch the man from a distance as he continued to drink beers and party with his friends. Later on, they observed the same white male preparing to leave. So, they decided to get a closer look and conduct a safety inspection. As the patrol vessel got closer, the occupants looked directly at the officers and abruptly changed their plans, throwing their anchor back in the water.
