Despite clear signs that Jack was experiencing a seizure, Daniel Collier along with other officers pulled him from the vehicle and used extreme force, kneeing, tasing, [music] and punching him repeatedly to gain compliance. As a result, he sustained multiple cuts, contusions, and lasting back injuries that [music] continue to affect him more than a year later. >> You got it on? Yeah, >> dude. We do not want to hurt you, bro. >> You got to work. >> Stop. Stop wiggling down, dude. He was just breathing. He kept moving his head like back and forth. When fire went down there, he answered their questions, but he was like almost like a state of shock. He was like, "Where am I?" And he tried to put in the car and drive. I'm like, "Dude, you're in a ditch." And that's when he started like, "Get the off me like pushing off." That's when he pushed him off and I was like, "Hey, dude, just back up. Let go grab him." >> But he was kind of like in and out. >> Yeah. There's no little baggies. >> He's high on something. >> He's high as on something. I just don't know what it is. Unless he toss something back here cuz the only thing he has in the front is like stizzies. But I ain't never seen anybody react like that off weed. >> Could be. >> Yeah, true. It was later confirmed that Bruce had suffered a tonicclonic seizure while the officers attempted to cover up their excessive use of force by falsely reporting that he was under the influence of an unknown substance. Bruce has filed a lawsuit against the city of Hercules and its police department on more than seven counts, including false arrest, excessive force, battery, negligence, and [music] intentional infliction of emotional distress. He is seeking general damages for the physical pain, suffering, and emotional trauma he endured, as well as punitive damages against the officers and firefighters involved. And that's how a medical emergency turned into a violent [music] confrontation. Do you think the officers truly misunderstood the situation, or did they cross a clear line of misconduct?
