on October 15th 2023 a police officer noticed a vehicle driving recklessly displaying erratic behavior on the road the driver repeatedly made illegal turns disregarding traffic laws and potentially endangering others the officer continued to monitor the situation as the driver navigated without any apparent plan or caution eventually after several traffic violations the driver pulled over and brought the vehicle to a stop that's AR that great okay and unfortunately you can't operate a vehicle if you're impaired or under the influence so I'm just going to ask you to turn around face your car I am going to place her under arrrest right now for DWI okay me yeah yes so just turn around face your car if you're not going to jail or anything like that what happens you're to come back with me but I'll explain everything to you okay wait what about my friend in the car we'll get her a ride can she just drive my car she can't okay when the driver halted the vehicle the officer approached and began an investigation the officer soon discovered that the female driver was highly intoxicated during the investigation the officer requested the driver's license and other identification documents to verify her identity and assess the situation further hello hello I'm P wheeler with the Wall Township Police Department you just have your license registration Insurance L today yes and I just have to let you know I'm with the body camera okay I just stopped it for the yield sign um this is my license and this I have my um I think I have the insurance on my pH yeah that's F thanks if that's expired I have something on my phone okay yeah if you if you don't mind pulling that up I appreciate it where are you guys coming from we were just at um I play America oh nice yeah her birthday oh cool happy birthday thank the female driver handed over her license and identification documents to the officer noticing a strong odor of alcohol on her breath and observing signs of intoxication in her physical appearance the officer questioned her about her condition the driver admitted that she was indeed drunk I haven't been there in a minute they still have the go-karts there yeah we we did that yeah it was a lot of fun I'd never been there before it was my first B I just I just got pulled over okay here he is I just got pulled over the other day just speeding so is there something else that there's something else yeah the registration yeah yep and I just got to ask you how many drinks have you had just two okay and that was that I play right cool all right I'll be with you okay [Music] incom [Music] message there's a message for you there's a message for you buddy hey man I'm just going to pull the driver out okay okay um if you want to go hang with the passenger just explain to I'm just going to throw run her through a couple tests um and then uh I think she'll be fine I'm just going to make sure yes of course um the officer instructed the female driver to exit the vehicle and step on on to the road for sobriety testing once outside the officer inquired if she had any head injuries or vision problems to which the driver responded that she was medically fit the officer then proceeded to explain the horizontal gaze nagus test a common procedure used to assess impairment by observing the eye's reaction to movement all right hey Miss I just want to check your eyes real quick make sure you're okay the drive all right if you don't mind you stepping out to the back of the car I'm just going to watch traffic for you while you hop out okay you're just going to go right to the back of the car off this side of the road there right over here just so we're not by the uh okay um so do you have anything you I see you wear glasses yes are they for distance or for reading okay so what I want to do is I just want to make sure you're okay Drive um just I did smell alcohol I don't know if it's coming from I smell a little bit coming off you right now okay uh so as long as you're good you you we go through the test and you'll be good to go okay and you said you had two drinks earlier yeah what were they um it was like a it was a tequila mix I don't know like what this makx me all right so um if you want to just step over here yet and put your hands FR of your sides and then just stay just like this while I check your eyes Okay the officer instructed the female to to follow his finger with her eyes as a part of the hgn test this test involves tracking the officer's finger horizontally to check for involuntary eye movements which can indicate intoxication or impairment the officer closely observed her eye movements to assess her level of sobriety um you see the clicky part of my pen right there all right I just want you to follow that with my your eyes on it uh don't move ahead all okay so this your eyes is see it okay look right up here m that person okay almost done okay okay after completing the hgn test the officer explained another field sobriety test to the female and inquired about any physical injuries the female reiterated that she was medically fit the officer then instructed her on the walk and turn test which involves walking a straight line heel to toe and then turning to return as a way to further evaluate her coordination and balance I just want to do another test with you okay um so you have any problems with your legs you don't have any problems walking or anything on my right okay so I just want you to imagine there's a straight line in front of you put your left foot forward on the line in front of you okay and then you're going to put your right foot in front of your left foot so put your right foot in front yep and then just keep your hands down to your sides okay yep go back go back to where you were standing so it's going to be just like this your right foots in front and your left yep step just put your left foot in the back yep stay right there don't move from that position okay so don't start the test and don't move from that position till I tell you to okay what we going to do is take a series of nine steps forward uh while you're walking uh I'm going to demonstrate it for you it's going to look like this okay so nine steps forward turn around and nine steps back but again it's going to look something like this okay 1 2 3 on that ninth step you're going to take a series of small steps to turn around and go back the other way you want to make sure you keep your left foot planted while you do that one 2 3 again I'm going to stop at three for demonstration purposes but you're going to yep you're going to go all the way to nine some things I want you to remember I want you to make sure your feet are touching heel the toe just like they are right now your hands are down at your side while you're walking and I want you to look at your lead foot and count out each step out loud okay um do you have any questions for for me before you begin just tell me when to start that yeah okay um yeah you can begin so I count to nine though yep you're going to count your first step as one okay and once you start don't stop the test until you completed it 2 3 4 5 6 7 8 n and then do I turn yep just like I showed you one 3 4 5 okay after the female failed the walk and turn test the officer administered the oneel leg stand test the female struggled significantly with this test as well which indicated a high level of impairment consequently the officer decided to place her under arrest I'm going to do one more test with you okay just like when I was checking your eyes you're going to put your feet together and your hands are down to your side okay um what are you going to do for this test you're going to pick up one foot about 6 in off the ground okay okay um your hands are going to stay down on your side and both the leg that's on the ground is going to stay straight and the leg that's in the air is going to stay straight okay you going to stand that about 30 seconds I'm going to demonst for you so don't start yet okay um so just like I said you're going to pick one foot up all right you want to make sure your foot is about uh um parallel to the ground your hands are down to your side and both legs are straight okay you're going to look down at that elevated foot while you can out allow by 1,00 1001 1002 1003 30 till I tell you to stop it's about 30 seconds okay well like like I said you're just going to look down you're elevator put your hands down to your sides okay okay don't start yet though okay I'll let you know when to again are you ready have any questions okay if you're ready you can begin look down your foot just look down at your foot while you're doing the test continue you start no you can continue 16 1,000 18 1,000 19 1,000 21,000 41 all right good stop um so I'm just going to do one more test with you okay um for this test I want you to go back to that position that I showed you with your right foot in front of your left foot and then put your hands down at your sides yep okay so stay in this position while I explain the test to you okay um what I want you to do is say the alphabet forwards without singing it okay just say that just say it without singing it a b c d e f okay uh now the next test I want you to do is I want you to uh count backwards from 83 to 62 okay 83 to 62 8388 79 7 76 75 74 73 72 71 70 6 to 61 uh till the number I gave you no 62 60 70 7 all right so I'll be honest with you your test aren't that great okay and unfortunately you can't operate a vehicle if you're impaired or under the influence so I'm just going to ask you to turn around I am going to place under arrest right now for DWI okay yeah after arresting the female the officer placed her in the patrol vehicle and discussed various details related to the case during the trip to the police station the officer continued to communicate with her about procedural matters despite the situation the driver remained calm throughout the journey once at the station further investigation into the incident would proceed yes just turn around P pH if you're not going to jail or anything like that what happens you're going to come back with me but I'll explain everything to you okay wait what about my friend in the car we'll get her a ride can she just drive my car she can't okay I'll explain it to you just hang on one sec okay okay all right you're just going to come with me okay just right back to my car so what's happening I'll explain it to you we we'll go back so we're going to go back to our headquarters okay um your car does have to get to that's state law that's not up to me wait she can't just drive it she can't it's not it's not up to me it's state law if you're arrested to DWI there's a law that says I have to tell your car yeah where's my phone I can get your I can get your phone and uh we can make a phone call we'll have somebody come and pick you up okay um what what I'll have my partner do is I'll have him transport her back to our headquarters which is 3 minutes down the road does she know she I'll explain it to her and then uh and then you guys can get a ride um right from there okay together so I'm getting a rest for DWI just have a seat okay I'm sorry you're good I know but it's not there should have dri adult female 41 start the hook please did she know I'm going to explain to her I'm sorry it's okay I'll bear with you okay hey hi so my partner here my partner your your your friend just got arrested for DWI okay I'm sorry but uh my partner can give you a ride back to our headquarters okay um there's going to be a tow truck that has to come and pick up the car do you have her phone in her wallet yeah okay cuz I'm just going to give it to her okay and then um and then you guys can I'm going to give her an opportunity to call somebody it's just going to be probably like an hour or so before she can get released um maybe even faster than that depending on how fast things go when we get back there and then and um the car gets impounded until tomorrow all right and then you guys can get a ride from our headquarters though okay all right so I don't know if you want to call a friend right now maybe on the phone right Perfect all right thank you do you mind hanging for the to yeah all right and then you can give her a ride back car then tell take it away yeah yeah yeah uh she can hop in your car and then you can drive her to our lobby hey is this your bag and your your phone here okay all right so I'm just going to yep I'm going to put this in here and then I'm going to put it up by me cuz you can't have it back here I start pausy okay uh so she's just staying here with him because we have to have an officer with the car but um he's going to drive her to our headquarters which is in my car no in his car so okay she's just getting a ride back from him okay okay and then she's on the phone with a friend of yours I don't know who yet but probably and then she's going to pick you up okay it's okay you've been super polite with me I'm sorry that you're in this situation I shouldn't haveing all right nobody got hurt let's keep it that way no transporting an adult female headquarters starting is 827 41 great in missing message it's it's uh do you go by Juliet yeah okay what's your phone number incoming message incoming message incoming message my car get toed so yeah your car gets towed um it it's required to get towed for a period of uh no less than 12 hours so tomorrow at 8:00 a.m. um our records division opens and they're the ones that can release the car to you um and that's uh I'll explain more of that in a minute but um but that's how you'll get it out okay so that that whole process and and what's about to happen right now too is there was a law created uh they they they call it John's law basically um somebody got arrested for DWI and then the car didn't get towed and um they got back behind the wheel and killed this guy named John so that's why we have to tow the cars now am I going to jail right now no we we are going to go back to our police department and there's like a holding set area where we're going to be um but you're going to be with me uh the whole time uh you you yeah but it's not it's going to be a court date uh eventually something along those lines will will happen incoming message she's going to get a ride to our headquarters by uh my my partner here yes sorry you're good you're good the faster we get back here the faster we'll get out of here and uh it'll be a court date and that'll be that two on the wall arriving three open one what's up I have your phone yeah [Music] ending 82744 upon arriving at the police station the officer administered a breathalyzer test to the female driver which revealed her blood alcohol concentration was more than twice the legal limit this result confirmed her intoxication level was significantly above the permissible threshold after compiling all the necessary information and completing the requ ired procedures the police placed her in a jail cell to await further legal processing and potential charges related to driving Under the Influence that's uh that's the important thing and hopefully we learned our lesson and got it that way early so um that being said I do need you to make sure that I spelled your name correctly yep and then uh that's your address yep okay um so you're signing here just to take custody of her and what you're signing says that she can't be behind the wheel for the next 12 hours so I think it she's up tomorrow morning at 5:52 a.m. so poll at 6:00 tomorrow morning is when she's allowed to start driving okay um but if you find if she's found behind the wheel during that time you could also be held responsible okay that's it so her car is got to here okay um and she has paperwork for that uh her your uncle has to come with her because he's a registered owner of the car okay I know I know that is so unfortunate yes that is not good news um oh boy man okay you I you can spin that however you want to spin that no no you can do it yeah that's fa do you have your idea on you yeah oh my God thank you oh wait that's my is that my old one uh it doesn't is it the is that the new version of the I you're good oh okay yeah this was got a new one yeah you were this was issued uh in September yeah okay good oh my [Music] God jeez so like she has to call my uncle right like you guys didn't call him or anything I did not call him I wasn't sure yeah so it's just about getting the car out because he's on the registration oh right okay so technically she doesn't have to tell them but she's going have that's right so I mean she could just say it got impounded I mean I don't know say but L A you said it I'm just in my opinion yep um yep we're good we're just going to go right back out there and you guys are good to go thanks all right thank you this all right guys um good luck
