On September 16th, 2025, 11:42 p.m., patrolman Robert Santoro, Coltsneck PD, clocked a gray 2021 Kia K5, hitting 85 mph in a 50 mph zone on SR34 northbound near Naval Weapons Station Earl. Driver swerved lanes, merged to SR18 still weaving, lights flashed, Angela Forest, 26 pulled over, alcohol loader, pinpoint pupils failed tests, second DUI loomed. Watch the crash course and bad decisions. >> Hello. >> Hi, >> I'm Officer Stor. Can I see your license registration insurance, please? Heat. Heat. Just give me one second. I'll grab your back. Heat up here. Can I have your license? Okay. >> Instead, >> I just want to let you know I'm stopping you for your speed. All right. You're going 85 and 50 when you're coming out. >> Is there a reason you're going that fast? >> What's that? >> No. >> Okay. Where are you heading to? >> Where's home at? >> Brick. You're going to brick? Well, you're going in the opposite direction from brick. >> Brick? >> Okay. Well, I'll fix it. But >> where are you coming from? >> I'm coming from a concert with my girlfriend. >> Okay. Where was the concert at? >> It was at me. >> Okay. Did you drop a friend off down that way or is that >> Have your license? I'm trying. >> You don't have your license on you or >> I just Okay. >> Okay. Where do you usually keep your >> officer store asked for license, registration, and insurance. She fumbled around like this was a tricky puzzle, taking her sweet time, as if the officer might just forget why she was even stopped. Coming from a concert, she assured him. Though apparently the GPS had a different opinion. Thank you. And then your registration Heat. Heat. How old are you? 25. 26. >> 26. Okay. You know where to go? >> Mhm. >> Okay. Do you have a copy of your registration? That's your insurance. Okay. How much have you had to drink tonight? Nothing at all. Not even like uh like like one alcoholic beverage at the concert cuz I'm smelling it coming out of the car. >> I am. Okay. And then you had a hard time maintaining your lane as well when I was behind you once you got on the 18. >> Okay. I want you to be honest with me because I >> No, I went to a good time. >> Okay. Well, >> go home. >> Okay. Well, you're heading in the opposite direction of where you said you live and you also told me you live and break. Meanwhile, you have a Manchester. >> No, I'm stay with my dad right now. Okay, sit tight for me for one second. Okay, 71, you start heading my way through the temple about 85 about 34. She almost wiped her car out on the on ramp. pupils are like pinpoint. She's not making any sense. She's telling me she's going home to brick. Meanwhile, this is how she got on. She's got Manchester address now. She's telling me that she lives with her dad. She said she's coming from PNC. And I was like, "Well, why are you coming out of third 34 and how?" She can't answer that. Her speech is lethargic. Everything's slow. Her movement's slow. I'm getting this the slight odor, but I was I want to pull her out and put it through tests. Okay. All right. Yeah. Yeah. You turn off your uh front facing. When questioned about her destination, she offered a small tour of her imagination, Brick Manchester, then staying with her dad. It almost seemed like she really believed her confusing storytelling could magically make the law disappear. >> And the spotlight, too, please. 84 county. Just be advised, I'm going to have one female after testing. All right, Angela. So, listen. So, here's the deal. All right. So, I have some suspicions right there. Right now, that you are not in operated vehicle. Okay? You're smelling some alcohol coming off here. I got you going almost 50 mph over the speed limit. You're swerving all over the place. All right. So, what I'm going to ask you to do right now is if you could come out of your car and perform some sobriety tests for me. Okay. What's that? Okay. So, unfortunately, so this is how it's going to happen right now. Okay. So, if you come out of the car and you perform some tests for me and you're good to go, then I can send you on your way. >> Okay. I'll take you away from >> All right. Just be careful. Let's wait for these cars and I'm going to have you jump out. Okay. You can jump on now and just go right to where this officer is standing. Okay. Please stand in front of your license plate. Okay. >> All right. Miss, do you have any issues with your eyes that I need to be aware of? >> I can't see that well. >> Okay. Do you have any contacts in? Do you wear glasses? >> I have one contact in. >> One contact in. Okay. What happened to the other? >> I went to a concert. Mhm. >> And I accidentally fine. >> Okay. All right. But no other issues. No. All right. I just want you to stand with your feet together like this and your hands by your sides. Okay. I just want you to follow the tip of my pen with your eyes and your eyes only. Do you understand? Don't move your head. You understand? >> Yes. >> Okay. Keep going. Yep. Keep your eyes on the pen. Don't move your head. Keep your head straight. Follow with your eyes only. Her speech dragged along as if it were trying to catch up with her thoughts. The faint scent of alcohol didn't help her case, nor did the swerving. The officer, ever patient, politely explained she'd need to perform tests, a radical concept, apparently. Follow your eyes. I'm out here. Heat. Heat. Heat. Heat. Okay, miss. Now, just point blink your eyes a couple of times for me. All right, now we're going to go up and down. Keep following the tip of my pen with your eyes only. Okay, you understand? Okay. Okay. Miss, one more eye test for you. Okay. Just feet together, hands by your sides for me. Okay. All right. And you see the tip tip of my finger. >> Yes. >> Yes. >> All right. I want you to follow this with your eyes and your eyes only. Don't move your head. You understand? >> Yes. >> Okay. Keep following my finger. Okay, this also is going to put you through some other tests. Okay. All right. Two more tests. Okay. Like I said, the quicker we can get through these tests and you can show me that you're okay to drive, I'll send you on your way. All right. I appreciate you being so cooperative so far. My next question is for you. Do you have any issues with your back, your legs, your knees? Anything that prevents you from walking normally or anything? >> The eye tracking test was a comedy of errors. She wobbled, blinked, and moved her head like a pinball. It almost seemed like she genuinely thought she could charm her way through physical sobriety tests. >> All right, so the next test we're going to do is the walk and turn. All right, so what I'm going to do is I'm going to demonstrate it to you and I'm going to put you in a position and then I want you to stay in that position while I explain the rest of the test to you and have you do it. Do you understand that? >> All right, I'm trying to. Yeah. >> Okay. No, I'm going to explain it to you all right now. All right. All right. So, what I want you to do is I want you to take your right foot and put it over your left foot like so with your heels touching your toes. See how mine are? With your heels touching. Good. I want you to stay in that position. Okay? I want you to keep your arms to your side and keep them to your side for the whole time for the test. Okay? I want you to imagine that there's a straight line in front of you. All right? When I tell you to begin, all right, I want you to take nine heel totoe steps like I'm going to show you right now. Okay. >> 1 2 3. I'm only doing three. >> That's hard for anybody, but okay. >> I want you to do nine. Okay. Do you understand that? And I want you to keep your arms to your side the whole time. When you get to that ninth step, I want you to do small choppy steps. Okay? And I want you to do another nine heel to toe steps all the way back. Counting out loud. Okay? Keep your arms to your side. Do you understand the instructions as I explain them? You may begin one after another. >> You told me you understood. You want me to explain to you one more time? >> No. Okay. One more test. Okay. It's going to be the one leg stand. What's your stronger leg? Your left or your right leg that you can balance on. >> This way. >> So, your right leg. Okay. So, what I'm going to do is I'm going to put you in another position and I want you to stay in that position until I explain it to you. Okay. All right. So, I want you to stand like this. Okay. Like this. Like you're standing like a soldier. Okay. When I tell you to begin. All right. I want you to balance on your right leg. You looking at me? You can look at me. All right. I want you to balance on your right leg and I want you to lift your left leg 6 in off the ground parallel to the ground. Okay? >> Okay. And while you're looking down at your toes, I want you to count out 1,00 1,002. You >> kidding me? You want me to explain it to you again so you have a better understanding of it or no? >> I'll explain it to you one more time. All right. Want you to stand like this. Okay. When I tell you to begin, you said you're going to balance on your right leg cuz that's your stronger leg. I want you to lift your left leg about 6 in off the ground. Okay? Arms to your sides. Keep them to your side the whole time. All right? I want you to look at the top of your toes on your left leg. And I want you to count out 1,00 1,00 2 1 3 and so forth. The [music] walk and turn test became a display of creativity. Awkward steps, miscounting, and flailing arms. Clearly, she assumed rules didn't apply to her feet, which apparently had their own agenda. >> I'm trying to tell you to stop. Okay. Do you understand it as I explained it? All right, you may begin. Okay, just just keep going. Keep going. Keep going. >> The wind the wind is actually blowing. >> Arms to your sides. Keep going. Keep going. Keep going, please. I'm getting tired here now. Okay, you can stop. Just sit tight on your trunk for me for one second. Okay. I'm comfortable with it. Are you comfortable with it? Just one. All right. And it was difficult for me to really get into this [ __ ] because she was moving her head. So it's up to you. I'll document all that test is good. Yeah. So okay if that's what you want to do. Absolutely. All right. Angela, do me a favor. Try not to place your hands behind your back. Okay. Right now you're being under arrest for driving suspicion of driving under these. Okay. that 141 450 start. >> Um, my brother just passed a few months ago and I'm struggling and I've already had a DUI. Is it okay if you could not [ __ ] my life right now, please? Uh, so unfortunately this is an >> Uber like it's not for my safety. It's for whatever reason. >> It's not for your safety. >> No, I bring home right now. >> Okay. So, unfortunately we're past that point. >> No [ __ ] >> Okay. You made the death decision and unfortunately this is what happened. >> Put me through all those things that I passed and then >> Okay. So, unfortunately, you didn't pass a single one. All right. >> Okay. Well, >> listen. If you just cooperate, >> one leg stand more like one leg struggle. The wind seemed to conspire against her and keeping arms at her sides was apparently the hardest command in human history. It almost seemed like she believed gravity might just take pity on this. Okay. Come on. Your phone and your wallet is in your car. I'll grab that for you, please. >> Okay. Where is it? >> There's like two purses. >> Well, I'm only going to grab your phone and your wallet. Okay. Your important thing. Can we just use to fix that seat belt for real quick? Let's grab her phone and her wallet. Heat. Heat. Is it colonazipan? It's a uh it's like an X. Oops. Got another >> keys are in here. I'm just going to take keys or phone. >> I'll leave the keys. >> Search for toxicants here. didn't see anything. >> Did you ask her if she had taken anything? Did she admit to drinking? >> I asked her if she drank, she told me no. >> Okay. >> Then I said anything and she told me no. >> Anything in the door over there? Yeah. Cool. >> Are you going to sit out here for the car? >> Yeah. Just make sure uh Nile is uh box certified. I'll ask him. You >> want me to uh 71 to 73? You alpha test certified 10. Can you just meet 80 at headquarters to run the box, please? >> She launched into an emotional monologue. Personal loss, previous DUI, hardship. It almost seemed like she believed sharing trauma could erase illegal driving. The tragedy of her life, she hoped, would serve as a magical shield. Sadly, reality disagrees. >> Officer, meet us at headquarters for a search just to kind of stand by with her if you want to. Yeah, >> I probably feel a little bit comfortable with that. >> Okay. Yeah. Yeah. So, listen. I have your phone and your wallet. Okay. This is all I'm going to bring right now. All right. My officer here is going to stay with the car and it's going to be secured and it's going to be towed. Okay. There's nothing else that I need to grab for you in that right now. I can't take anything big like bags and stuff, but I figured I'd grab your phone and your wallet for you. >> So, I have to go through another DUI now. >> Unfortunately, yes, Angela. That's what happens. >> Why can't I just Uber home? >> Cuz we're past that point. I'm not going to sit here and argue with you. Okay. I'm not going to ruin my life and you're going to vomit. Yeah. 8040. Hi 40. >> I'm going to be transporting one female 41 from this location to HQ 101 star mile. >> Yeah. Star >> 67762.6. Can you also reach out to any surrounding towns for a female officer, please? 8480 transporting one headquarter 767 762.6 Six. I'll reach out to surrounding council female officer at 20. Dispatch, I'll be standing by with the vehicle for the 847. Standing by 75. Thank you. She insisted on Uber rides and argued absurdly as if logic could be bent by volume and persistence. Officer Store's calm demeanor contrasted with her dramatics. It almost seemed like she thought bargaining could rewrite law enforcement procedures. Reality, however, politely disagreed with her claims. Heat. Heat. Heat. Heat. Heat. Heat. 84 headquarters for search. Heat. Heat. Heat. Heat. just call. She spoke as if her past choices, traffic infractions and swerving were minor annoyances in a cosmic game. She was a driver who believed she could talk, protest, or beg her way out of consequences. It almost seemed like she thought the highway was her personal stage. But momentarily, if you can just board Heat. Heat. Heat. Heat. Yes. What's that? >> There's no way that we can do life, >> Angela. Let's just get through this, okay? And I'll see if I can work with you. All right. All right. So, unfortunately, we're just past that point. All right. But like I said, if you're cool and cooperative with everything, I'll see if I can work with you a little bit. Okay. You've been respectful and nice this whole time. So, I I would prefer if we could just keep going like that. Okay. >> What town was What town did you get your last DWI in? >> Stanho. >> Stanho. Where's that? Um, I was seeing somebody out there. Um, I don't really know. >> Okay. Well, we we'll work through it. All right. I'll see if I could help you out a little bit. All right. >> 84 count. 101. Any left? 67 767.8. Santoro coordinates with dispatch and other officers to finalize arrangements for transport. He continues monitoring Angela, ensuring her compliance and safety. The officer documents her statements, her emotional state, and her failed tests, which will be used for official reporting and legal proceedings. Mind this? Yeah. All right. Take a right. You're going to sit on this bench right over here. All right. Okay. Right here. And I'm going to take one handcuff off. I'm just going to handcuff you by one hand. Right. You stand up for me. Okay. Take them off. All right. Sit down for me. >> You want to be caused by your left or your right? >> I don't mind. Then lean down for me a little bit. It's not too tight, right? She'd gone from swerving on the highway to politely choosing which wrist she wanted locked up. The calm tone didn't fool anyone. This was the part where reality started setting in. The party was over and Miss Concert Queen was officially benched. Literally >> in the lock. In the lock. You have anything else on your person? Okay. Sorry. I'll ask if you want I'll do this if you want to start the uh the packet all together. That front one may be uh copied. So you can make it first. What's that? both these full packet rest supposed to be there. Right. Well, Um, make a copy of it. More safer than Is the address on your driver's license accurate? >> Yes. >> I can't access it. Of course. >> Final checks were performed before transporting Angela to headquarters. Angela was cooperative but emotional. Understanding the severity of her situation, the officer continued to document everything meticulously. >> Okay. So, see if we can make a copy of it. Just run in to the patrol room. Any copy of this? Yeah. Copy of each. I don't know what this is. This is where it Okay, go make a copy of that. Make a copy of you want to grab 10. Okay, county. I'll be coming up. What's up? >> 450. Not yet. I have a feeling I might have to call the R. It's just a little bit of both in my opinion. N's back here. I got to go make her name. A simple traffic stop became a masterclass in delusion and dramatic flare. She acted as though storytelling, pleading, and creativity could bend laws. Officers remained professional and unimpressed. Charm does not replace coordination, and excuses do not erase facts. Reality always catches up, no matter how spectacularly one tries to avoid it. Angela faces multiple charges, including operating under the influence, reckless driving, careless driving, and speeding. Court records also reveal a prior DWI arrest in Stan Hope, New Jersey from July 31st, 2022 when she crashed into a house while intoxicated.
