No. >> These were the cases when people in power thought the rules didn't apply to them. We begin with a former Arkansas lawmaker who turned a routine tow policy into a showdown that reached the mayor's office and the chief of police. >> I need the keys from her. >> Let me let me have the keys. They don't have to cop. >> Back up, guys. >> Back up. Back up. >> NOT BLOCKING ANYTHING. WE own opera. >> Taking notes immediately. >> I'm also a businessman. also president of a college over here and also was on the airport commission. >> On September 30th, 2025 in Little Rock, Arkansas, Officer Kirch responded to a woman accused of chasing another driver through oncoming traffic. But when he moved to tow her vehicle under department policy, he had no idea that someone on scene was about to challenge his authority. >> Hey, what's going on? >> You better GET UP INTO THIS HOME NOW. WHY ARE YOU CHASING ME? WHY ARE YOU TALKING TO ME? ENOUGH TO GO ASK. TALKING TO YOU CUZ YOU'RE THE ONE DRIVING. >> HEY, I DO NOT GET YOUR HANDS OFF OF ME. GET YOUR HANDS OFF OF ME. YOU GOT THE POLICE. THE POLICE. WHY ARE YOU ON ME? I have not done nothing. >> Another unit, PLEASE. >> I DID NOTHING. I DID NOTHING. I got her. I GOT HER. >> I DID NOTHING. Calm down. My focus now. Sir, do you do you know what's going on? >> I do not. >> Did she just lose a family member or something like that? >> No. No. She came down there. She just went off on me at the other building and I didn't know what was going on with >> She was chasing some guy and then she >> That's a guy that uh was buying tried to buy some chairs from me. >> Okay. Ma'am, are you able to tell me what happened? That guy, he came up to me and accused you of trying to hit him with a car. Then you took off. That's the only reason I'm here. >> But he's gone. I'm just going to make a report. I just want your side to be in there so it doesn't just look bad on you. >> He my car. >> He car. All right. So, I need to talk to them real quick. I can't get around not towing the vehicle. It's within our it's it's within our policy of toll for suspend a license with the severity of what she's being accused for. I'm going to get in trouble with my job if I don't do it. >> Okay. >> So, I need the keys from her. >> Okay. Let me let me let me have the keys. They going to have to tow the cops. >> It's within our policy that we have to tow for suspended license. She has that >> and plus she's being accused of like aggravated assault right now. I don't have the other party right now. He say he's going to call in later >> like now. Today. >> Yeah. He said he'll come make his side of the report later. cuz when I found her, she was chasing another vehicle and then ran for me. So, with the severity of things, I can't I can't just let it go or I'm going get in trouble with work. >> Allison claimed the other driver hit her first, but witnesses at the scene told a very different story. With her suspended license confirmed, Officer Kirch decided the car would be towed. But Allison's parents were already on scene, and they weren't letting that happen without a fight. Can I help you? >> I'm sorry. >> Searching back answer this question. What's going on? >> We got to do an inventory search. Make sure there's no weapons or valuables. >> Making sure no weapons or valuables are in here. We We got to do >> got a purse in there which I need to get out. >> Department of Pause. >> But why didn't y'all give opportunity for us to come over here? I was coming to get a purse. >> Nobody said that to us. But but but I mean you don't >> Hold on. Hold on. Hold on. We don't have to give you an opportunity. We're going to go through it first and then give you the opportunity. >> You don't have a reason to go through her stuff. >> We do. We're here to listen. >> You what? >> You may not. Just hold on. >> We just a few minutes for your lieutenant to arrive. >> She'll be here. But I'm still going to go through it. >> You cannot go because we're going to go through it. >> You don't have to listen. >> I'm not moved and I'm on my property. >> No. No. I'm on my property. >> What? Do you want to know what I witnessed her do? >> Yes. I could take her to jail. Tell me. >> She drove into oncoming traffic, almost hit me and several other vehicles as well as a few people walking around >> chasing that other guy. And I lit her up and she ran. She ran like four blocks. That's felony fleeing. She could go to jail for a felony. >> But you didn't say anything like this. >> And she's getting a citation. >> I know you didn't say anything like this to me. >> Then we're going to do our job. >> Well, but listen. When you first left here, what you told me, sir, >> was that you were not going to put >> Whose vehicle is it? >> It's mine and her. I'm her father. Oh, but whose vehicle's on the registration? >> Both. Both. >> It's not. It's It's the registration on the vehicle is a leasing agency. >> We lease the car. >> Yeah. >> Okay. The leasing company owns the car, not you guys. >> We lease it, y'all. >> Yeah. You lease it. >> So, if I pull the registration out of the car, it's going to say leasing company. It's not going to have y'all's names on it. It's going to say the leasing company, right? >> Therefore, it's the leasing company's car. Officer Kirch tried deescalating, but Walker refused every command to step back. Multiple warnings were ignored and the confrontation spiraled fast. The former lawmaker wasn't backing down and in seconds the situation would reach a breaking point. >> Trying to car. >> No, we did not say you cannot. I'm trying to get >> and tell us we can't search it. >> Sir, what's your name? Officer Kurt. Okay, y'all got to back up. Y'all got to back up now. Officer, >> y'all got to back up now. Go. I'm going to do my job. Back up. >> Put your hand on me. >> Back up. >> Don't you, >> bro? We're done talking. I got to drop this mad. >> I don't care. Back up. >> You are going to go to jail. Back up. >> About going to jail. >> Who you think you're talking to, man? I'm talking to you. >> You keep me like that. >> You can't be talking to me. Back up. >> Everybody. >> Go stand over there. Go stand over there. >> You don't know me. I don't know you. Back up, guys. This man >> back up. >> Back up. >> We're not blocking anything. We on our way. >> I got a curse and I got a heart in this thing. >> WELL, YOU SAID BACK UP. I SAID back up so he can do his job. >> Back up so he can do his job. >> Go stand in front of my car. >> Stand. >> Go stand in front of my car. >> You I'm not going. >> I don't care. >> I'm not going there. >> You're going to go on cuffs if you don't back up. >> Go. Where you going to go? I'm giving you one second. One second. Go >> over there. >> All right. Turn around. You go on cuff. Turn around. You can go on cuff. >> You can go on cuff. We're >> not doing this. >> No. Back up. All right, sir. >> He got some help. Listen, CAN YOU GET MY HANDLER? CAN YOU GET MY HANDLER? >> STAY OUT OF THE CAR. >> STAY OUT OF THE CAR. >> STAY OUT OF THE CAR. >> HEY, I need y'all to listen. I need everybody to listen to me. Let everybody listen to me. I'm trying my best. We're not hurting. I'm trying my best. We're going to get medical out here. Okay. >> In my drone in the car. >> Come on. Wait a minute. Don't take my money in there. Taking everything out. >> Don't take her money. Go get this money out here. >> Get her on his side. >> What are you doing to me? >> Walker had been warned repeatedly to step back, but refused to do so. So now he was in handcuffs. But as Sergeant Mer arrived to sort through the chaos, Walker was about to reveal something that would shift the entire situation. >> Just sit down. I'm going to talk to you. He trying to steal my >> You must be new. >> Have a seat. I'm going to talk TO YOU. OKAY. >> LET ME let me get them to calm down. Okay. >> Okay. Hey, what's your name? >> Sure. My name is Bill Walker. Senator Bill Walker. >> Bill Walker. Okay. If Mr. Walker, if you you will just have a seat in here. I'm gonna come right back and talk to you. I'm gonna try to get everyone to calm down. >> Have you heard from your chief yet? >> Um, I can't believe he called me while I was running code, but I couldn't. >> I was trying to get a hold of him. If you would please let him know that you have me here. >> Yes, sir. I will. >> The mayor has already talked to him. Yes, sir. >> And I was trying to get you here. I asked for you and requested you. Yes, sir. >> And this thing elevated to a whole new level. >> Yes, sir. >> And I'm not happy. I hope you got the recorder on. >> I do. >> Very well. >> Let me um let me figure out what's going on. Let me call my chief back and I will be right back to talk to you, Mr. Walker. Yes. >> What is going on? >> Okay. >> Chief is calling me on the way here. I can't answer cuz I'm running >> directly. >> Okay. So, what originally happened? I'm going that way. I see one car speed past me in the wrong lane of traffic. He rolls out and said that woman's chasing me. >> Woman chases him in the wrong lane of traffic. They go down this way. I I literally hit Daisy Bay and Broadway. She fled and came to here. I >> Which one? >> The woman over there on the car >> in the orange. >> No orange. >> That was over here. >> I'm not here with the plane. I'm hitting her with a failure to yield for emergency. I gave her citation her vehicle. Let me call chief. I've got Chief calling me while I'm running code. I just got on Zoom out here. Apparently, Senator Bill Walker, they've got in a vehicle. I'm trying to get the story from everyone. Take him out of cuffs immediately. Kirk, take Walker out of cuffs immediately. >> Yes. >> Why? >> I'm All right. I'm not call chief. >> I'm not taking nobody out of cuffs. >> Her chief, get him out of cuffs. >> What? That you can take him out. I'm not doing that. >> What are you charging? >> I just gave you a direct order to take him out of >> him curse cuffs. Chief, >> I'm so so sorry. I was running code. Take him out of cuffs now. >> The chief's order came through and just like that, Walker was released from cuffs. But as the officers explained the situation, it became clear this was far from over. Walker had his own version of events and he was about to make sure everyone heard it. There was one other person because we're not there's a few females out here. Yes. But there's one other male who's detained that was taken to the ground. Who is that to him? >> All I know is he was running up on them and to get back. >> So as they were trying to put Mr. Walker in the vehicle, uh, another male was running up on the officers and the officers took him to the ground. Yes, sir. Bye. You will meet me back at the substation after this. >> So my question is, did she needed her purse in her? >> Where's the other guy at? >> If she needed her purse in her out of her, >> he's on this side. >> What's his name? >> Given. >> Mr. Gibbons. Who are you in M in relation to Mr. Walker? >> I'm his employee. I work here. >> You work here? >> Okay. >> Hi, Mr. Walker. I'm Sergeant Maker. >> Hi, Sergeant. How are you? >> Good. Okay. Tell me your side. Um, apparently your daughter was pulled over by Officer Curts, >> and she was given a citation for reckless driving, driving on suspended, and failure to yield to an emergency vehicle. >> Well, let me kind of go back a little bit before that, >> okay? because officer tur twice. >> Okay. >> The first time he was here for saying, "Hey, man. How you doing?" He said he was concerned about uh galler. So, he didn't know what had happened. He asked me for information, but I didn't really know. >> Okay. >> Uh he said, "Well, listen, she's got a a pine blush. She's going to take care of her. I should really told the car, but I'm not going to." >> Okay. He said, "Just get us some help and we should take care of that business." I said, "Perfect. Thank you so much. We appreciate you." >> Well, after that, we were waiting for the amalgam and the fire department to come and then this gentleman came back first. He said that he was told to come back here by the fire department. I didn't call. Next thing I know, I see three or four in the car back up in here. One of which was uh Officer Herz. Yes, ma'am. And uh so at that point I still was working to get my daughter to the hospital. She was going to go with her mother who had arrived. >> Okay. >> After that had occurred then he came back and said well listen I'm now got to write we don't have a complainer. We ain't found anybody yet. He called but he left and we don't know who he is. >> I said okay. He said uh but since uh uh the she doesn't have she's on a suspended license which he he asked about that and she told him that she had paid the issue and she has an email suggesting it had been resolved. Well he said well I got to tow it anyway. Well when he left the first time he did why you got to do that. So they began to come over here to try to get access to the vehicle, my such and she said, "I need to get my purse, my medicine out of the car." So I came over to get that and they told me to step back, get arrested. >> When did the story change? >> Okay. >> When did we have a different impression about this, but this is not necessary? >> Standing before Sergeant Miker, Walker didn't hold back. He listed his titles one by one from businessman to state senator, but his next words would reveal just how far he believed his influence could reach. >> I said, "Would you please, cuz at that time I reached out to the man. I asked him if he would reach out to the chief and see if he could assist." And I asked for you. I asked for you. >> Yes, sir. >> And I said [clears throat] to Ben, when I got over here, I said, "Would you please allow your sergeant to arrive before we proceed?" That's what I asked for. >> Yes, sir. >> He didn't want to do that. And he said, "For me to get back." I said, "Why are we going to this level? This is no no criminal out here. There's no guns and why are we going to this level?" He then pushed for me, told me. I said, "Don't push you against. We don't have to do that. That's not necessary." And he did it again and again. And finally, he said, "Are you under arrest? Cuz you won't." That's what he told me. And I and I asked this gentleman, I said, "Listen, if you have children, do you have any?" He said he had five. >> I have one. And I'm a concerned father. I'm also a businessman. I'm also president of a college over here. I'm also was on the airport commission. I'm also friends with a whole host of folks in his committee. I served in the state senate, state house. I know how to deal with public servant. >> Walker had made his position clear. More than just a father. He was a man with connections that reached the highest levels of the city. But as Sergeant Meer got on the phone with the chief, the response she received would reveal exactly how far those connections could bend the rules. Um, yeah. I I don't think we need >> Yeah, let's try to figure out a way to I mean, if we need to sign him, fine. I don't I don't know the circumstances and all that. We can watch videos and determine it. But, uh, I don't think we just need to try to mediate the best we can cuz this is going to cause storm and and we're going to need to eat probably some crow on it, but um, let's try to minimize it the best we can. >> Yes, sir. >> So, and then we'll just go from there. >> Yes, sir. >> Okay. I appreciate it. Thanks. Byebye. You're good to go. Thank you. >> Oh, you were here for a tow, but you're good to go. >> Oh, okay. >> Thank you. Yes. Cancel. >> Um, >> we are going to leave the vehicle with you. >> Your daughter is where where did she go? >> She was going to the hospital. >> Anxiety attack. Okay. So what do we have given us? >> Disordering. >> Disorderly. >> So what happened with him was in handcuffs was searching him. He starts going in his own pockets and pulling stuff out. He runs up and starts taking it from him. I stopped him pushing him back and say, "No, get back." And that's when he bowed up and started running at us again. >> And I get between him. That's when I got between him. And I'm like, "Hey, calm down." He's screaming and spitting that inward. I'm like, "Hey, just back up." So I gave him a little tap back first time. Then he comes at me again. Allan gets here, goes out. We're putting detain this guy. Allan's literally trying to we got him in his car trying to put him in the cuffs. He's literally to the point where he's like this. When I grabbed him, he was like this pulling Allen's arms apart. So I just grabbed him by a shirt, took him to the ground, put him in the cuff. >> All right. So Gibbons, >> we did we're about to get Mims and then we asked him if he wanted medical and refused >> on body cam. He said I made him say it out loud. No, I don't want medical. >> Okay. So you said disorderly and refusal >> obstruction. >> The tow truck was gone. Walker was free and only Gibbons remained in handcuffs. The officers huddled together trying to decide what charges he would face. But as they debated his fate, none of them realized that other people had their eyes on this parking lot. >> So we've got to try to minimize this as much as we possibly can because >> it's already been to the mayor's office. >> He called the mayor directly. >> Yeah. Chief's been on the phone with both of us already. >> Chief mad at us. >> Uh, no. Chief is not mad at anyone. Chief is >> I think like >> Chief Hen is mad at us. >> No, >> we're just doing our job. We will do whatever we're advised to do from this point. >> Yes. >> Excited utterance. >> Oh, this all means. Do we have to do it for Are you >> have to tell me how I do it? >> Go to char >> cuz they can all three be sided, can't they? >> Yep. >> All right. Side them up for all three. >> Okay. Does he have Does he have any type of record? He has no record at all. >> I don't know. I was just say he's green. >> I might need to check behind. >> Let's run him again. Let's make sure. We're going to turn to make sure nobody's mad updated for anything like that. >> So, let's double check that. >> Look at any type of history or anything like that. We have everyone's information out here, correct? Like everyone's name, date of birth, address. >> She was supposed to go to the hospital. >> She went to the hospital for anxiety. She was having an anxiety attacker. >> It was the mom, but the mom never left. The mom is the one standing right there in the jeans and blue shirt. >> Okay. So, >> all right. So, yeah, let's uh >> I'm going to I'm going to write everyone's information down just in case >> and then we'll get him cited to get him out of here. >> In the end, Gibbons was cited for disorderly conduct, obstruction, and refusal to comply, then released. Walker's daughter received citations for reckless [music] driving, driving on a suspended license, and failure to yield to an emergency vehicle. Next case. Officers responded to a case in Orlando where a city commissioner got stuck in postgame traffic and decided the rules simply didn't apply to her. >> I need you to move your vehicle. The road is blocked right there. >> Can you hear how aggressive he's getting? Chief, what should Can I get your information, please? >> Sure can. >> I'm the commissioner. I live in Par. You can't tell me I can't go home. >> On December 31st, 2025, Orlando officers were directing thousands of fans out of the Cheeit Bowl game when one driver refused to follow the flow. Officer Porter approached her vehicle expecting simple compliance, but the woman behind the wheel had no intention of being treated like everyone else. And the call she was about to make would leave the officer facing a situation he never anticipated. >> Hold on. What's your And he's writing me a ticket. What's your name, officer? >> Officer Porter. >> Officer Porter is writing me a ticket right now. >> You're impeding the flow of traffic, ma'am. I need you to move your vehicle. The road is blocked right there. Can >> you hear how aggressive he's getting? Chief, >> I'm the commissioner. I live in Par. You can't tell me I can't go home. Y'all impeing traffic. You not even making people You not even allowing me to go straight. >> Nobody's going that way, ma'am. >> Okay, but listen to me. You're not understanding. >> Okay. >> She's arguing. She's a commissioner, she said. Is this a vehicle register? Ma'am. Ma'am. What should Can I get your information, please? >> Sure can. >> Sergeant, is that you right there? Do you want a U-turn? >> I got on 56 with me right here. I'm live. Ed told her to go a couple times. She said she lives down there. She's not move going up there. >> Okay. >> She said she's calling the chief and that's why I called you over. She said she's a commissioner. I have no idea who she is. >> Okay. >> The woman behind the wheel was city commissioner Shan Rose, and she had no intention of sitting in traffic like an ordinary citizen. But what the commissioner didn't expect was the response waiting for her when backup arrived. >> She wants to talk to a supervisor. >> Oh, cuz it's going to cause an accident. >> Yes, ma'am. >> I live in Paramore. >> Yes, ma'am. >> No. >> Um, you force him to get on the highway. >> Yes, ma'am. We can. How can you force to get on the highway? >> You're literally holding out the dump of the citrus bowl right now. >> Okay. >> You're supposed to have a way. I live in this. >> Yes, ma'am. You get off the first exit. >> Supposed to have a way for everybody to get home. >> Yep. >> I'm the commissioner. >> Where did you come from? >> I came from I came from Temple World. >> Yep. >> I live right there down the street. Yep. >> myself. >> Which one did you come out of? >> I came right here. I came from um from uh lot one. >> Lot actually. Yes. I'm the city commissioner. >> You came from lot two. >> I came from lot two. So I turned everybody around on South Street. >> Yep. You went out south >> and then they force you to go here. They don't even force you to go that way. Go straight to go that way. >> That's right. You're forced upon the 408. >> Okay. How can you force somebody to live in the future? >> Cuz we're trying to dump 60,000 people. >> I get what you're saying. But that is it. That is that is >> So you you go back up and you go back around the I4 and get them. You come back down. >> So what if I don't have time for >> Okay. They pay by plate. It's either that or sit in traffic for like an hour and a half. >> Oh, I could be in traffic for an hour and a half because it's gone. This >> Well, no. This is the best thing we've the city's come up with to try to make this work. >> That's not the city. Y'all y'all can't y'all have to have res input as the city commissioner. This is going to change. We cannot have that. Residents have to at least be able to get to and how nasty he was with kids in the car yelling and screaming. That's that's all professional. And the chief on the phone. >> Okay. Yep. So the chief has my number. Sergeant Huddle. He can call me if he needs to talk to me. >> Anything else I can do for you? >> Can you let me go home? >> No, ma'am. Any other questions? >> So I can't go home. >> No. When you get up on I4 and go home for sure. Absolutely. >> Why do y'all Okay. So that's the way y'all have it. People are forced to get on the highway to go home. I don't allow residents to show that they live they live here. >> No, ma'am. You know how long that takes? See how long we're holding everyone up. >> Oh, people are passing. >> Okay. All right. Have a good night. Thank you. >> In the end, Commissioner Shan Rose received a $164 traffic citation. Next up, a case where a night out with friends ended with one woman demanding officers follow her orders instead of the other way around. >> I want you to turn the product off. Protocol is that you turn it off as a citizen. requested to turn it off. >> I'm an AJ. >> Good for you. I don't give a [ __ ] Let's go. >> Buddy, you're going to regret this. >> You're going to regret it. No. >> Just put her in. GET BACK, BRO. >> On August 14th, 2025, officers from Newport, Rhode Island, responded to a restaurant after staff reported two women refusing to leave the property. By the time police arrived, the pair had made their way outside. It seemed like a minor disturbance until one of the women, Devon Flanigan, began explaining to the officers exactly how things were going to go. >> You should come for you should not shut off. >> I want you to turn your body off. Protocol is that you turn it off. If a citizen request is to turn it off, >> so they want you guys to leave. >> Yes, we're not. >> Let's just leave. Let's just make it easy. Okay. >> We're going to make it easy. >> That's not That's not >> I am okay. I'm her husband. >> That's not the point. Can you Can you look at me? >> We'll talk over here. Okay. Your protocol is >> Can we Can we all talk? Can we all talk? >> Talk over here. They want to leave. >> Your protocol. Can we Can we talk? >> Who is she to you? >> What's that? >> No. Nothing. Nothing. >> She is our college friend. >> Yes. >> No. No. I'm not. >> You guys just want to know? Do you want to trespass? >> Anything we can do. >> Trespass. Yeah. I just need >> trespass. Get a pop, please. No, I'm not. >> No, I'm not. >> Do we want to chat? >> I know that your protocol is >> So, you're trespass. So, we got to leave now. Unless you want to be >> We're not trespassing. You haven't notified us that we're trespassing. >> What did I just say to you? >> Let's go. Number one, I don't want to arrest you guys. >> Your not going to arrest us. Number two, >> let's leave. We got to go. We got to go. >> If we ask you to deal with this. Let's go. No, no. I understand you don't want to deal with it, but the protocol is And your protocol is if I ask you to turn off the body cam, you have to turn it off. And that's your protocol. >> She's a [ __ ] lawyer, so she knows. >> Well, that's [ __ ] lawyer stuff, so that's not true. So, we got to go. >> No, it is. That's That's the law. >> I'm an A. I'm an AJ. >> Good for you. I don't give a [ __ ] Let's go. >> We're going. We're leaving. >> I'm Please don't Please don't put your hands off. >> Can you get your children out of here? Like, I don't know why. >> I'm sorry. What? That's not >> as Flanigan repeated her claims over and over while her friend backed her up, officers tried to explain they were trespassing and simply needed to leave. But Flanigan wasn't interested in what the officers had to say. >> There are two full grown women and mothers. >> I'm an A. >> I'm an A. I'm an >> What are you What are you What's wrong with you? What are you probable cause to detain me for? >> You're being detained cuz you're not leaving. >> Cuz I'm what? >> You have problem. You have problem. >> Can you relax? Sir. Sir, she's not doing anything wrong. >> Agn. Ag. Ag. >> You're not. She's not being arrested. Let's go. >> I'm not being arrested. You're putting me in cuffs. I'm not being arrested. >> Do you have any weapons on you? >> No. Ag. >> Her badge is in your car. You want to go get a badge? >> Let me tell you something. You're >> get the hell out of here. What are you, buddy? Seriously, >> you're arresting me. EG, let me tell you something. >> Are you on arrest right now? No. >> You're putting me in handcuffs and you're mering You're not morandizing me. >> Relax. Relax. >> Buddy, you're going to regret this. >> Yeah, >> you're going to regret it. >> How many? With Flanigan now in handcuffs, officers turned their attention to her friend. Despite watching everything unfold, she still refused to comply. And as the situation escalated further, she was about to meet the same fate. >> Take your hands off me. >> We will get the license hands off. >> We will get the license. >> No. No. No. No. No. No. We will get out of here. Get out of here. >> Get back. Get back right now. Get back. No. No. No. >> Get back. Y >> I'm right here. I'm right here. >> It's okay. >> No. No. I'm right here. Please stop doing this. Please. No, I'm not going to bring this on. >> I'm right here. >> No, >> babe. >> No, babe. I'll do this Wi-Fi sign. >> I'm right here. >> No. No. No. Babe. >> Babe, >> I'm right here. >> Babe, >> I'm right here. >> No, babe. >> Relax. Relax. Relax. >> Relax. >> What's wrong with you? >> Relax. >> We don't want to put you in handcuffs. Let's go. >> Let's go. >> No. Babe, listen. >> You're making You're overreacting. >> You're adding charms. >> You're overreacting. No, >> please take my hand. Please take out our handcuffs. >> No, please overreact. >> You didn't have this. You didn't have to have this happen. >> Get in the car. >> No. No. No. BABE, NO. >> I'M RIGHT HERE. >> JUST PUT HER IN. >> GET BACK, BRO. >> GET IN THE CAR. >> NO. DAMN. This is so inappropriate. >> You're You're overreacting. >> So, one of them trespass. They were just throwing a stick. Travis, we've got two to three. >> In the end, Devon Flanigan was arrested for trespassing, disorderly conduct, and obstructing [music] justice. Her friend faced charges for resisting arrest, disorderly conduct, trespassing, and obstructing justice. Moving on to a case where a Tulsa driver believed her Senate badge meant the rules of the road didn't apply to her. >> We can solve it in court. I need your driver's license. >> No, but you're not telling the truth. I did not. >> I am telling the truth. If I don't allow other people to do that when I do a traffic stop, I'm not going to allow her either. >> What if I choose not to appear in court? >> Then I will take you to jail. Yes. On January 11th, 2025 in Tulsa, Oklahoma, an officer pulled over a driver after watching her roll through two stop signs. But when the woman behind the wheel questioned the operation and refused a simple request, the traffic stop began heading in a direction neither of them expected. >> Why are you stop? >> Cuz you ran two stop signs and you're going to get a citation today. >> I did not stop. >> I was behind you, ma'am. You didn't You didn't even come to a complete stop. >> Stop sign, sir. >> This stop sign right here. You >> I did not I did not >> I need your driver's license. I did not do that. I need your driver's license away somewhere and and and you talk about you going to give me a ticket and all that. I need your driver's license. >> I come down this place. I did not I need your driver's license. Yes, you did. >> And why you doing all this? Like you got I need your driver's license. >> Mr. Alon, >> I'm fixing my vest. I need your driver's license, ma'am. >> What's your name? >> Alanise. >> And who do you work with? >> Tulsa County Sheriff's Office. >> Tulsa County. >> Yep. Ma'am, I'm stopping you cuz you ran two stop signs. >> Why are you even I did not run to >> This is This is the Tulsa County. >> I I know, but I didn't run to a stop sign. >> Okay. I need your driver's license. What? But how do we solve this if I know I didn't run to a stop sign? >> Well, we can solve it in court. I need your driver's license. >> No, but you're not telling the truth. I did not >> I am telling the truth. Yes, you did run to stop. >> How did I run two stop sign? >> You didn't come to a complete stop at this stop sign here. And you didn't come to a complete stop on the other stop sign. No, you did not come to a stop. >> Stop. You said not a >> You slowed down. You slowed down. You did not come to a stop. >> Huh? >> You slowed down. You did not even come to a stop down at the stop sign. >> You slowed down. >> Uhhuh. >> State statue is you must come to a complete full stop. Okay. >> Okay. And I did stop at those. >> No, you didn't. Ma'am, I need your driver's license. >> I did. >> Ma'am, I either >> Tell me. Tell me this. >> Ma'am, I'm not going to ask you again. Can I get your driver's license as >> or can I take you to jail on for running a stop sign? I'm not going to ask you again. It's not for debate. >> Are you saying you're going to take me to jail for running a stop sign that I did not run? >> You ran? I need your driver's license. >> No. No, Mr. >> I need your driver's license. I'm not going to ask again. Then I need to get your driver's license. >> You're not going to arrest me when I did not. I stopped the stop sign and you have the audacity. >> I need your driver's license. If you don't give me your driver's license, if you don't give me your driver's license, >> I need your driver's license. >> Do what you got to do. You say you're going to arrest me. Turn around. >> Okay. >> Okay. You're going to rest me. And I did not run a stop sign. Okay. >> Relax for me. Relax. Relax. Relax your hands. I am relaxed. >> Yeah. Relax them. Relax. >> I am relaxed, sir. >> No, you're not relaxed. >> I am relaxed. I'm doing nothing here. I am relaxed. >> The driver refused again and again to hand over her license, insisting she hadn't run the stop signs. So, the debate ended with her in handcuffs. But even as the officer walked her toward the patrol car, getting her inside would prove to be another battle. >> Could you not give me your driver's license? >> No. No. You I was asking you the process. I was asking you, "How is this going to work out?" And you said, "If you don't stop, I'm going to arrest you." I said, "Why would you?" Yes, you did. Yes, that's why I asked, "Why would you arrest me?" >> I said, "If you don't give me your driver's license, >> that was not it. That was It was No. I said I said I said why would you arrest me is what I said. >> Because you're refusing to give me your driver's license." >> No. No. No. >> Have a seat. Have a seat. This is not what happened. >> That's exactly what happened. Have a seat. >> That is not because let me say this. When I said to you, I said, "How?" Let me let me >> That's exactly what happened. No, no, no, no. That is exactly what happened. That's what you asked me. And I said, >> "No, now what I for driving the stop, you don't give me your driver's license." >> Why would you arrest me for this is what I said. And then I'm disputing that I didn't stop at the stop sign, but I said, "Why would you arrest me for that?" is what I said. >> Cuz you're refusing to give me your driver's license. >> No, that is not true. That is not true at all. I was having a conversation and you have a seat for me all of a sudden said I'll arrest you and I said that I thought you said or I can arrest you escalated something. No sir that is not >> okay. >> Why was that? What did you say? >> See you just keep you just keep making things up. Nope. Have a seat. Have a seat. Come on ma'am. Have a seat. You just keep saying these different things and different words. >> Let me get my leg up. >> Okay. Yep. You keep saying Yes, you are. You keep saying I'm that I'm saying things that I did not say. >> Well, that's okay. Is she here to pick you up? >> Uh, we were getting ready to meet. Can I just have a word with you? >> Yeah. Yes. Yes, you sure can. I'm going to shut her door so another car doesn't hit it. >> All right. >> Baker 4, Baker 11. >> After a struggle just to get the driver seated in the patrol car, an attorney approached the officer with a request. He wanted to smooth things over, but what he revealed about the woman in handcuffs was something the officer never saw coming. >> I realize you have a job to do the officer, but I was one with the um I'm attorney. >> Yeah, you might want to start. >> That's not Let me show you my license. I realize Senator Goodman can be a little bit strongheaded at times, but don't you think that we can >> Let's Let's Let's right here. I don't want I don't want >> a citation or >> Yeah. Yeah. Yeah. I can I can absolutely do that. But >> she'll she'll give you her driver's license. >> Okay. I don't need I don't need to ask her 10 times for her driver's license. You know what I mean? >> I realize. >> And I I don't have an issue right issue her citation to let her go, but I'm the one that's in in command of the traffic stop, not her. >> Uh she blatantly ran two stop signs and I was just going to give her a verbal warning and tell her not to do that, but she her demeanor the way that she was, >> I can't have that. I'm the one in control of the traffic stop, not >> I if >> and I'm not >> if I don't allow other people to do that when I do a traffic stop, I'm not going to allow her either. Does that make sense? >> Uh I know that people get a little >> Yeah. >> little wound up when they get pulled over by the police. They don't like it. >> Um and it and I try not to escalate the things. That way they don't need to. >> Okay. So yeah, let let me uh let me get it figured out with her. Okay. >> Uh Michael Manning. Yeah. Yeah. I'm going to let her cool down just a little bit. See if she can >> relax. Who is she? >> Regina Goodwin. Senator Goodwin. >> Senator Goodwin. >> Yeah, she represents this district. >> Okay. Okay. >> So, okay. So, I will Yes, I'll pull her out. I'll >> I didn't know if she was on They're in session or anything like that. I I don't know. I don't keep up with that. >> Okay. >> And if she often times she gets called to some things. I I don't know. I'm sure you observed what you observed. But if if I could just have a quick >> Yeah. Yeah, absolutely. Come on. The woman in the back of the patrol car was Regina Goodwin, a state senator representing the very district where she'd just been pulled over. Her attorney friend tried to calm the situation, but Regina was in no mood to cooperate. Senator Goodwin, you got your is your ID or your driver's license? >> Yeah. >> Yeah. Can we just give the ID, give the driver's license, take a deep breath and everything, and then let's let's go from there. Okay. I >> I was asking him the process. >> I understand. >> Right. >> I understand. >> So why can't he explain it to me? >> He's not explaining you the process. He's just asking for your driver for your driver's license. I will be more than happy to explain that stuff to you. >> Yeah. Yeah. >> So what am I doing? >> Your driver's license. >> I need your driver's license, ma'am. I need your driver's license. Can I get your driver's license? Actually, you know what? It's >> it's >> cuz I got a feeling you won't you won't let me in your car to get your driver's license. I will just I will I will just ask you. >> I will tell you where my license is. >> That's okay. Uh what's what's your last name? >> Why would you have a feeling that I'm not going to tell you where my license is? Clearly, your license is in the car. >> It's been very difficult up to this moment. >> Well, I I I happen to be in handcuffs. What is your last name off of something as simple as what we're discussing? So clearly my license is in my purse. >> What is your last name? >> When I asked you could I even turn my car off, you were like no. So okay. >> All right. >> So So >> your last name. Good one. >> Yeah. >> G O D W I N. >> My license is in my purse. >> Okay. What's your first name? >> You can go get my license out my purse. >> I'm asking you the name. What's your What's your first name? >> Regina. >> Can you spell that for me? Uh uh R E G I N A. >> And what is your date of birth? >> Okay. All right. If you'll just hang tight for me. Okay. >> All right. If you'll just give me one second, uh I'm going to run her information and then I'll do what I need to do with this traffic stop. Okay. >> All right. >> All right. Thank you, sir. I appreciate you. Even with her attorney friend trying to mediate, Goodwin continued arguing every step. Backup arrived. And as the officer explained the situation to a corporal, a decision was made about what would happen next. Hey, I guess she's uh >> I didn't know you already had her cup. >> Yeah, she's in the car. I guess her name is uh Regina Goodwin. She's like a senator up for this part of the state. Yeah, I don't I don't know. But uh uh she jumped out of her car asked me why I'm pulling her over. Uh told her she ran the two stop signs. She ran this stop sign and the other one over there. and she's hauling butt down Archer Street. And uh she I asked her probably over 10 times, probably about 10 times for her driver's license or so. And she wouldn't give them to me. She kept asking me, "How do you suppose I ran the stop sign?" She didn't run no stop signs. And then some uh attorney guy came up here, uh was recording, and some other people and stuff were recording. So, uh, then then then when she said that when he was telling me that she was a senator or something like that, I was like, "Yeah, better get >> Yeah. >> better get uh corporal up here." But yeah, she's back there. So, I'm going to issue her a citation for failing to stop at the stop signs and then uh uh I think now I think she's a little calm now. I think I'm going to go ahead and get her out. Get her out the handcuffs. What did you say her name was? Regina Goodwin. Yeah. Wow. Okay, ma'am. Go and step on out here for me. >> I just got a hold of you cuz I don't want you to fall. Okay, ma'am. If you just want to hang up here in the sidewalk, I'm going to issue a citation and then I'm going to let you go on your way. Okay. >> At this point, the officer walked the corporal through everything that had happened. And with Goodwin now free of her cuffs, it looked like the stop was about to end with a simple citation. But Regina wasn't finished, and what she asked next would put the officer in a position he hadn't expected. >> I got handcuffs. >> Oh, it's simple. Well, I asked you several times for your driver's license and I told you that >> they didn't mischaracterize what happened. I was asking about the process. >> I'm not going to debate that with you anymore. >> And I said, "Why would you do that?" >> That's not exactly what I said. No, that's not what I said. >> I end up in hiccups. >> You said you do what you've got to do when I asked you that. If I don't get your driver's license, then I would I would take you to jail. >> I said, "Why would you do that?" >> Okay, ma'am. Will you please stand up there? Please be careful. Don't fall. Hi, Mr. Goodwin. So, I'm going to issue a citation for fail to stop at the stop sign for this stop sign and the other stop sign that's a little further down. Court date is going to be on the 25th of February at 9:00 at the Tulsa I'm sorry at 8:00 9:00 at the Tulsa County Courthouse downtown. address is right here if you need it. You have any questions? >> Yeah, I had a question that >> Yes, ma'am. >> Same questions that I was asking you before. You just said [clears throat] that you were gonna arrest me and take me downtown. I said, "Why would you arrest me and then you knew then you said, "Oh, I'll take you downtown. I'll arrest you." I just think you just escalated something that was absolutely beyond >> That's not exactly how That's not exactly how that >> I ended up in handcuffs. >> Yes. >> Because >> cuz I asked you for your driver's license several times. >> No, sir. No, sir. I was asking the process. >> Ma'am, I'm not going to debate that. It's on body cam. That's exactly how that happened. I know it's on body cam. I hope you know. >> Even after the citation was issued, Goodwin still wasn't satisfied. But as the officer prepared to release her, their conversation was about to take one final turn. >> Court date is February 25th. If you'll sign right here for me, please. That's not an admission of guilt. It's promising that you're going to appear in court. >> And what if I choose not to appear in court? >> Then I will take you to jail. Yes. >> What if I would just pay the ticket? >> You'll have to do that through the courts. >> Okay. Explain that to me that I can't pay the ticket. >> You can you can play it through the courts. You can't pay me right now. You can go through the court. >> The question was she said go to court but she pays the ticket. She doesn't have to show the court. >> That's what I'm asking. That's what she >> That's what I'm asking. That was a very simple. I said, "Why can't I just pay the ticket?" And that's what I said. Yeah. You have you have to go through the courts. You >> have to go through the court. >> It's all good. Let's Let's Let's go ahead and let's go ahead and get this. >> So, I'm signing this. >> I'm signing this. There's no admission of guilt. >> Yes, ma'am. No admission. signing this saying that I still have the option to pay a ticket >> and don't go to court on gas. >> Yeah, you didn't explain that very well. >> Do you know how much the ticket's going to cost? >> No, ma'am. I do not. You'll have to call the uh the court clerk >> and they'll be able to tell you what the price is on it. >> In the end, Senator Regina Goodwin was cited for failing to stop at a stop sign. She later entered a plea of no contest and paid $249 online to resolve the citation. Next, officers responded to a late night crash in Chicago where the driver believed her political title would be enough to change the direction of the investigation. >> Who's this? >> My attorney. >> Your who? >> Your attorney. I'd like to see your driver's license and your proof insurance. >> Ask him. >> You going to go under arrest for DUI? >> I ask her to do some ratty testing. >> On November 10th, 2024, officers from Chicago responded to a driver who had plowed into two parked cars. When they approached the woman behind the wheel, she had no problem telling them who she was. >> Are you all right? You need an ambulance or anything? >> Okay. >> You need an ambulance or anything? Let's Let's walk to your car cuz I don't want you to get my car. Okay. >> Well, I'm all right. >> Yeah, I see that your car here, ma'am. Right over here. Right over here. Right over here. Right over here. Okay. You start off with your driver's license, please. >> Sure. >> Why don't you have a seat in your car, man? Why don't you have a seat in your car? Okay, >> let's start off with your driver's license and your proof of insurance. Okay. >> Yeah, I'm here. >> Okay. Do you want that driver's license? >> Who's this? >> My attorney. >> Your who? Your attorney. All right. You can call him in a little bit cuz right now everything's recording audio video. Okay. But uh you're involved in a traffic accident. I like to see your driver's license and your proof insurance. >> Ask him. >> Okay. He's not driving. >> Just Just hang >> Yeah. Just hang up, Samantha. I'll be there. Tell him I'm on my way. >> He's on his way. >> Yes. She said he said you'll be on your way. >> Okay. Let's start off with your driver's license and your >> I know, Ba, but I need to see your driver's license to verify you're okay to be driving. And number two, your insurance through to start the paperwork. There's some damage done to your car. >> I'll wait for him. Mayor, I tell you that everything is being audio and videotaped. Okay. >> I'm just saying I'm I'll >> I'm requesting your driver's license and your proof of insurance. I'm sure you can provide me with those two things while we're waiting for your attorney to show. >> I'll wait for him. >> Okay. But we don't have to wait for him. I need >> I need to wait for him. [music] >> Okay, ma'am. We don't need to make the same more complicated than it already is. It's just an accident. I just need to see your driver's license. >> I'll wait for him. >> The driver was refusing to provide her license, insisting her attorney would handle everything. But the officer made it clear this wasn't up for debate and rather than push further, he decided to take a different approach. >> Do you want me to handcuff you and arrest you? >> No. >> Because right now at this point, you're refusing to provide me any >> I am. >> You are. You realize that, right? >> Yes. I've been elected official. >> You know what? >> I don't want any of this. >> Well, ma'am, you're involved in an accident. You several cars, >> too. >> So, yeah, I need to see your driver's license so I can start the paper. >> Pulled out in front of me. I >> So, okay, great. I'll ask you that in a second, but I really need to verify. This is your this your car? >> No, it's my friend's car. >> It's your friend's car. Okay. Do you have a valid driver's license? >> I do. >> Okay, great. >> And I have insurance. >> How about an ID? >> I do. >> Okay. Can I see some of those so I can know who you are? >> My attorney. >> Okay. Okay. I'm trying to I'm just trying to work with you here, >> but you're not providing me your driver's license and insurance. >> Nope. And why are we waiting for your attorney for? >> He's my friend. >> He's your friend. Okay. But he wasn't here in the car. No. >> Okay. >> You want to give him a call? >> He's coming. >> Okay. You want to give him a call so I can talk to him? >> You want to talk to him? >> Yeah, please. >> Officer wants to talk to you. >> Okay. >> This is officer Fernance with his 20th district. Oops. Officer. How are you? Your client here, >> your client here was involved in an accident. >> How far are you? >> Uh, like 25 minutes. >> Okay. I need to see her driver's license and her proof of insurance. And she's understanding that she doesn't have to provide that to me until you arrive. Can you advise your client? >> That is not true. >> That's I I would be happy to advise her of what the law is. >> Okay. Please can you advise her so I could get this paperwork started? >> I will. >> Great. Thank you. Are you listening to him? >> Sorry about that. >> Yeah, I know. >> Yeah, I can hear it now. >> All right. So, go ahead. It is by state law. You have to give them your driver's license, your insurance your information. >> That's great advice. >> You can start the paperwork. That is exactly what you should do and I'll be there in about 25 minutes to give further advice. That's all. That's all you're required to do. Your name and your driver's license insurance. >> Great. Man, that is. >> And you said this is not your car, right? >> No, it's my >> Do you happen to have Do you happen to know if he has insurance? >> He does. >> Do you need to look in the glove department for me? >> It's a fancy car. I don't understand that. >> I just need to look at see if he's got insurance. >> I just want to open the fancy. >> You want me to take a look to see if he's got it? >> Oh, there you go. Wait. Yep, that seems to be it. I'll be right back. Stay in your car. Okay. >> Even after the driver's own attorney told her to hand over the license, she complied. But as officers asked the woman to exit the vehicle, the refusal started all over again. >> Ma'am, we need you to exit. It's not uh it's not you telling us. We're not taking your word for it. We don't take nobody word for it. We just need you exiting so we know you're good. >> You just got involved in an accident. It's like 30. >> I did, but my friend's coming. If I go outside, I'm not going to be like so secure and then my friend >> secure secure. Everything is on video and audio recording. >> I know. >> Yeah. >> So, can you exit? >> I can. >> Okay. Please do. I'm waiting for you. Ma'am, we know you're good. We heard you, but you need to step out so we can see if you're good. >> I'm fine. >> Okay. Yeah, I know you're fine. Just exit the car then. If you don't exit the vehicle, >> I will pass the car. I'm going to help you to exit. >> And you don't want that. >> You don't want that. >> I do. I'm an elected official. >> I actually do. >> Elected official of what? >> Cook County. >> Cook County. You're elected. What? Which which office? >> What's your name? >> I'm Sam. >> Sam who? >> Hey. So, is it okay if her friend tells her to walk out and step out? >> Oh, she's saying she's an elected official of Cook County. >> I don't want this video. Oh, >> you want on video? >> You are on video. >> You're on video, man. >> Video. >> So, you need to >> I'll wait for my attorney. >> Okay. >> Nope. I'm waiting for my attorney. >> So, she's not exiting. >> We're going to have to make her exit. And we do >> She is not compliant right now, as you can see. >> Does she >> And she say she's an elected official of something. We don't even know. >> Does she need to be compliant at this moment? Of course she does. >> Well, I mean, can she wait? Can she wait for her attorney? >> No. >> Well, regardless of the involved in an accident, >> even if the attorney is here, there's nothing he's going to tell her. She was involved in an accident and we're doing our investigation. And obviously, she doesn't want to, >> ma'am. Okay, here's the thing. You were involved in an accident, correct? So, you're going to have to exit. If you don't exit, then we're going to make you exit. That's that car. >> Can you give her an option? >> I think you can do that. >> Second. >> That's all you have to do. >> That's the attorney. That's all you have to exit. >> I think that's that's >> okay. Go to the exit. >> The woman in the car was Samantha Steel, a Cook County Board of Review Commissioner. When she finally stepped out of the vehicle, officers immediately noticed the smell of alcohol and asked her to perform a field sobriety test. But her answer to that request was about to make things far worse. >> I'm waiting for him. >> Yeah. Yeah. Come out. Get out of the car. Access. >> Be careful with traffic. Stay right here. Right here. We don't want you to spill out. Get involved in there. >> Okay. >> Fine. >> Now you can hang up the phone, ma'am. >> No. >> We're still doing our investigation. >> My attorney. >> Okay. Now, tell your attorney since he's on the phone. Are you going to do field sobriety test or no? >> No. >> Okay. >> Are you being arrested? You say no. >> I was waiting for that. >> I was waiting for that. We're waiting for that to arrest her >> because she refused. I asked her to do so test and she refused. >> And she smelled like >> she's been drinking. We can Oh, so you've been recorded all this time. >> You've been recorded. >> All right. >> I'll be there in 5 minutes. They just wait until I get there. >> We're not going to wait. Let's go. You've been transported. >> She's under arrest right now. >> Take her my purse. Take her purse. >> The purse. Thank you. I'm not going. Okay. >> 31. >> Can you give them >> We're not giving you any minutes. >> She's not doing the field. So, we're not going to be uh >> drinking. She's struck bunch of cars. >> Okay. She's struck bunch of cars. >> We're taking you in. Come on, man. Let's go. >> Have a seat. Please. >> Can we just like >> No, no, we're not. We're going to slip. >> That's why that's You got Uber. You got taxi. You could have done all that. Have a seat in the car. >> Let's go. Have a seat. The car. Have a seat. Have a seat. >> Let me get on your car. Have a seat. >> I can't. >> All right. We got a small We got a small wrist. No, we have to give her a >> You want to do the field? >> You want to do the field? >> We asked you to do it and you said no. Okay. >> Oh, you're saying you guys are tired. >> Oh, I do feel so >> All right. Come on. >> Give me a chance. >> This way. This way. >> Ma'am, would you not mean you imagine somebody crashing? >> Steel refused the field sobriety test and officers moved to arrest her. But just as the cuffs were about to go on, she changed her mind and asked for one more chance. What happened next would only add to the chaos. >> You wearing lenses. >> You wear glasses. I can put both feet together. >> Hands together like this. >> Like just letting you know you're under arrest. So now when we go to the hospital, you're still under arrest. >> Okay. >> What happened today? >> What happened? Just what happened? >> I don't know. That's okay. >> I was driving. >> Okay. I don't know. >> Okay. >> Hi. >> Are you like uh did you take any meds today? >> No. >> No. I just want to see if you're like safe to go home. >> You have to submit like a few tests for me. >> Are you willing to do it? >> It's up to you. I'm not forcing you. It's up to you. >> No, >> it is what it is. I mean, I smell, so it is what it is. Is he going to go under arrest for DUI? [music] >> No. >> What do you mean no? >> No. >> I mean, what do you mean no? >> No. >> Wait for my reaction. >> What do you mean no? >> Talk to us. We're going to wait here. >> No, she he could come to the station. He's going to get under arrest for >> here. He's parking his car right now. >> With Steel now in custody, her attorney finally arrived at the scene and the officer walked him through everything. >> Just stand up, ma'am. 12. >> I'm going to put down my report that you refusing fuel sobriety test. >> Okay. So, bye. I got enough here. >> She refused. So, uh >> I got enough. >> Yeah. Once we go to the >> station then you can call the hospital. >> You want to go to the hospital? >> What? What do you mean no? We call an ambulance. We just wasted >> Do you want medical attention? >> We just wasted their time. >> You got to have it your way. >> You asked for ambulance. You wasted this people. You just refused them. >> I want to see the um >> You're under arrest. >> You're under arrest. >> One second. >> You're not going anywhere. >> Make sure you have very small risk. Careful. >> Oh my god. You guys are >> I mean it's illegal to drink and drive. >> So we have in the car, >> you know. >> Can I go with you? >> Oh, there goes the attorney saving the day. >> Oh, he coming right now. >> You got to go ahead. >> No, I need to see my attorney. He's right there. Right there. >> Yeah. No, my army. >> Sir, she's been uh placed in custody for driving under the influence of supply. >> She's struck bunch of vehicles right there. >> And that's her open bottle of wine in the car. So, >> I didn't drink it. >> Don't say anything. >> Listen to him. >> Has she been Miranda? Is she not meandizing her? Nothing. >> She refused the field. So, now we going to take her. She gonna she gonna go to an ambulance and then uh they're gonna go with her. And we still got to do How many cars did she crash into apartment? Two cars. >> Our car is not driving. >> So we have to tow it from the scene. >> All right. Over there, please. Thank you. >> In the end, Samantha Steel was charged with one misdemeanor count of driving under the influence of alcohol. As part of those charges, her license was suspended for up to one [music] year, though she successfully had it reinstated just one month later after her lawyers found an error in the officer's [music] paperwork. The case dragged on for over a year, and in May 2026, a judge returned a not-uilty verdict, ruling that prosecutors had only established a suspicion of intoxication, not proof beyond a reasonable doubt. Moving on to the case where a federal employee who thought her government status meant she could scream at whoever she wanted. >> PEOPLE ARE SLEEPING. I DON'T like people waking me up on my sleep. I'm a federal employee who does not like being wakened about his height. >> YOU'RE GOING TO GET ARRESTED. You're disturbing the peace. YOU'RE GOING TO JAIL. >> FOR WHAT? I JUST DID WHAT HE SAID. >> GET IN THE CAR. >> I DIDN'T DO ANYTHING. >> GET IN THE CAR. >> WHAT? I OPPORTUNITY. >> OKAY. AND I TURNED AROUND. YOU STILL AIN'T DOING >> On May 4th, 2024, officers were dispatched to a report of a disturbance involving a woman and a landscaper. The landscaper was mowing the lawn too loudly, allegedly disturbing the woman's sleep. Frustrated, she confronted him in an aggressive manner. When officers arrived, they found the woman yelling and creating a scene. Despite being warned multiple times, she continued to escalate the situation. Something that ultimately didn't work out in her favor. >> What's stop? because he's glowing in the IN THE BACK THERE AND PEOPLE ARE SLEEPING. I DON'T LIKE people waking me up on my sleep. I'm a federal employee who does not like being wakened upon his sleep. There's people that live here who are sleeping. It's any morning and he wants to come going to blowing ALL THROUGH MY BACKYARD. LIKE WHAT the years have ID? You're fine. Just go over there. >> No, stay here. >> Come here. >> I have rights. >> YOU'RE GOING TO GET ARRESTED HERE. WHAT? FOR WHAT? >> DISTURBING THE PEACE. >> HOW AM I DISTURBING THE PEACE IF HE'S DISTURBING? >> SCREAMING. >> OKAY. >> SCREAMING. Stop it. >> Okay. Come here. You're going to be under arrest. >> What? >> Stop. >> You touch me. I'm pressing. >> I'm going TO ARREST YOU HERE. >> WHAT? I'M NOT DOING ANYTHING TO YOU. I WAS QUIET. ALL RIGHT. BUT IF I'M WALKING AROUND, I'M QUIET. I CAN LEAVE. >> STOP. NOPE. YOU'RE DONE. YOU'RE UNDER ARREST. You're under arrest. >> You stay back. >> Record this. GO GET THE GO and record this. This is This is You arrested me for nothing. >> Arrest. >> He's fine. >> He's with her. I don't know what his deal is. >> Being racist right there. You [ __ ] [ __ ] It's always you racist white cops. Always. >> Nope. You're under arrest. At least disturbing the peace. >> Well, if arrested for disturbing the peace, do anything. >> I'm not disturbing the people. I don't have no poll. So, we're going to wait here until y'all put on me. I AM NOT under this. I'm [screaming] >> stay back. YO, I'M NAKED AND YOU'RE just dragging me and I didn't even do anything. >> This is racist. >> This is so racist. >> I just karma. I promise you. >> I promise you. I want all your guys all >> there's nothing in my closet. I just [ __ ] my naked. I came out here to woke up. >> I record don't listen TO THE NIGHT HE SAY because I'm naked in here. THEY ARRESTED ME FOR NOTHING. >> TALK ABOUT some noise complaint. >> Sit back there. >> It's all right. I want ass. Get in. Get in. >> I DON'T HAVE CLOTHES ON ANYWHERE. >> GET IN. >> THAT'S NOT ILLEGAL. >> That's illegal. >> GET IN. >> I HAVE NO CLOTHES ON. >> GET IN. >> YOU'RE GOING TO HAVE TO GET PUT CLOTHES ON. >> GET IN THE CAR. >> REST ME FOR NUT COMPLAINT IN MY PROPERTY. GET IN. WHAT? >> Get in. Thank you. Oh my god. >> The woman appeared completely unbothered by the fact that it was 9:30 a.m. A perfectly reasonable time for people to be working, including mowing lawns. Apparently, her beauty sleep took priority over everything else. Coming up, the officers had a chance to speak with her boyfriend. It's >> 9:00 right now. >> I just >> Okay, this is a very simple thing. All she had to do is stop and talk to me and stop screaming and ID herself. She made the situation a whole lot worse than it had to be. You understand that? Does she have ID in the house that she could give me? >> I don't know where that at. Can I Can you roll through something? I can ask her where her stuff at. So, I'm not sure where her >> The thing is, she's going to get another charge if she doesn't ID herself. >> Okay. All right. Here's the deal. She's going to get a citation and I'm going to release her, okay? >> Cuz she's naked. I don't feel like dealing with this at the jail and all that stuff. >> Just understand if she comes out here again, it's going to keep escalating and she probably will go to jail if is when he started getting disrespectful with him. >> Well, the simple thing is you as soon as I walk up here, I am a white racist cop. I don't even know you guys. >> I don't understand. >> I This is the first time I met you. >> You can't just make your hand on everybody. That's one thing I'll be >> Well, here all she had to do is stop and talk and stop screaming. >> And this would have been a very, very simple thing. But now we're out here doing all this other stuff. So, I need a few minutes to cut a citation. >> If you want to wait over on the step for her, >> I'll get you guys on your way. >> Despite having enough grounds to proceed with an arrest, the officer chose to let her go with just a citation. However, it soon became clear that things wouldn't end quite so smoothly after all. >> Right here. Right here. Right here. >> I don't want him. >> What do I got to do? Actually, >> come on. You got to sign. Are you going to sign this ticket? >> I don't want >> Yes or no? Yes or no? Right now. >> I don't want him talking to me. >> Yes or no? Are you signing the ticket? >> He touched me inappropriately. He touched me inappropriately. I don't like these. >> Are you signing the ticket? >> I I don't know you yet. You just came. You handle this because I don't want I don't want to do nothing to do with him. I don't want to have nothing to do with him. I would rather go to jail because I don't like him AND YOU KEEP YOU UNDERSTANDING. I don't get it. I DON'T WANT HIM TOUCHING ME. >> I don't care. I don't care. I don't give a I don't want him touching me. Listen to me. >> I'll go to jail. Go get my code. >> Okay. Come on. Come on. >> I'm trying TO TAKE THE HAND OFF YOU TRYING to take. >> Stop. Like damn. >> Are you going to sign this? Stop. Everybody got to Everybody go to Are you going to sign this hang? STOP. >> I TOLD HIM STOP TOUCHING ME. YOU GOT TO LIKE TOUCH ME. What is he touching me for? HOW IS HE NOT HE NOT TOUCHING. ARE YOU ALLOWED TO SIGN THE TICKET? >> I just WANT YOU TO STOP TOUCHING ME. >> Are you going to sign THE TICKET? >> AH, DUH. I HAVE TO, DON'T I? >> YES, you have to. >> Duh. >> THEN GET STOP HOLDING ME. WHY THE ARE YOU holding me, you cool? I told you stop holding me. >> Get in here. YOU'RE GOING TO JAIL. >> BUT WHY? WHY DID HE SAY I'M LYING? >> Get in the car. >> I DIDN'T DO ANYTHING. >> GET IN THE CAR. >> OH MY GOD. I'M GOING TO JAIL. I WANT TO GO HOME. >> Get in the car. >> YOU SAID I SIGNED THE PAPER. I'M GOING >> GET IN THE CAR. >> YOU SAID I SIGNED THE CAR. >> WE'RE DONE. Get in the car. >> GET IN THE CAR. >> WHAT? GET IN THE CAR. I GAVE YOU AN OPPORTUNITY. >> OKAY. AND I TURNED AROUND. YOU STILL AIN'T doing You ain't EVEN TAKE YOUR HAND OUT. YOU JUST TRYING TO TAKE ME TO JAIL CUZ YOU'RE MAD BECAUSE I SAID I HOPE YOU I MEAN THAT >> I GAVE YOU AN OPPORTUNITY. [screaming] >> HOW? WHAT? HOW AM I HOW IF YOU DO HOW? IF MY HANDS RIGHT HERE, >> you're swinging away from me every time I GO TO TAKE. >> Stop touching me. Get in the car. >> ALL I SAID WAS STOP TOUCHING ME. >> Get in the car. >> NO, I SAID LET ME GO AND GET TURNING AROUND. >> SO, MAKE IT SAFE. MAKE SENSE. >> In the car. Get out. >> BUT THAT'S NOT WHAT I'M TRYING TO DO. I'M NOT DONE. >> I'M JUST SAYING I LISTEN TO HIM. >> WE'RE DONE. GET in the car. >> I knew this was going to happen. Okay, I'll show since you guys want to harass me 36. >> What are we doing myself? No, cuz you're just trying to harass me for no reason. I had to I didn't go to jail BECAUSE Y'ALL TRIFLING AND RACING. I'm going to make IT LOOK LIKE Y'ALL. THIS IS THE REASON I DID IT. Y'ALL, NO. >> Thank you. I think we're fine. Uh 58 had to cut the seat belt in the back of my cruiser. It's going to be damaged. >> No, we'll give you a reason. I wanted to go home and all you guys want to do is TRY TO >> DON'T OPEN that door. Don't open that door. >> Keep that shot. Yeah. >> What we doing? >> Okay. I WANT TO DIE. YOU'RE KILLING ME. You think we should take Oh, she can't get that around her neck, right? >> I cut them both. >> Yeah, it's just >> Yeah, she can't get that around her neck. >> After putting up plenty of resistance and still not grasping why she was being arrested, the woman was finally secured in the cruiser. That's when she decided to speak her [music] mind and in doing so only managed to dig herself even deeper. >> I hate them so much. I hate them. Say all they do is abuse their power. They racist and they abuse him. >> [laughter] >> I don't want to deal with this. >> How are we doing? [laughter] >> I WANT TO GET THE OUT. Y'ALL KEEP BEING RACIST and abusive. Got an ambulance coming. >> I want to go home. I WANT TO GO IN MY HOUSE AND GO TO SLEEP. Y'ALL MESSED UP MY WHOLE DAY WITH MY RACISTNESS. So sick of this. >> I don't need a loop. I need clothes. I NEED TO GO IN THE HOUSE. >> Going to no court. They not going to nothing. They all going to jail for touching me. >> I don't want to go to no. No, >> that's not an option anymore. Oh, that's cuz y'all he wouldn't want to take me out of handcuffs. >> There was no fight. >> RACIST LINE COPS. >> It was almost ironic how the woman tried to play the race card, especially considering her behavior. Had she just followed the officer's instructions, she'd probably be back in bed by now, sleeping peacefully. >> Here's what's happening. You're going to the hospital. I know you don't want to. There's no choice anymore. Okay, that's what's happening. And the calmer you are, the better this goes for you. >> Because at the hospital, they'll strap me sitting there lying. I didn't they didn't do nothing to anyone ANYONE. I DIDN'T TOUCH RUDE. ALL I SAID when he was trying to when he grabbed me and arrested ME SAYING, "OH, I'M NOT LISTENING." HOW AM I GOING TO LISTEN TO you when I'm trying to walk to my house to put clothes on to come back out and listen to you? If he would have let me finish, HE WOULD HAVE HURT ME THE FIRST TIME. BUT NO, HE GOT AGGRESSIVE, GRABBED ME WHILE IN A ROBE, AND THAT'S WHY I'M REACTING. >> OKAY? >> LIKE, AND THEN Y'ALL JUST KEEP GRABBING ME. I DON'T AND WE'RE about to grab you. >> THERE'S NO REASON FOR HIM. We don't have We're going to grab you again unless if you don't calm down. That's what's going That's the thing I said. >> It's going to happen. We're past. Get past it. Get past it. Get past it. I I'm not listening to you anymore. I'm not listening. I'm not listening to you anymore. Get get past it. What's going on? No, right now. Get past it because we're going to put you in. >> It's a complicated thing to get past. Granny, you have time on the job. I'm emotional person. I'm dealing with cancer and y'all don't understand how much trauma this is. >> And you're making it worse for yourself. >> But he it didn't have to go like that. It >> doesn't matter. Well, how is it going to go forward from now? Are you going to walk onto the cot or are we going to force you on? >> No, I'm walking. I was I was trying to I was telling him all HE HAD ME GOING. STOP. THAT'S NOT WHAT I WANTED to do. He didn't have to. >> THAT'S NOT AN option right now. That's not Don't worry about that. >> Like the >> Listen, they will strap you down and they will they will medicate you if they have to. Let's not do that. >> To do that because there's nothing. They can't just give me any medic. If you fight like this, yes, they can >> with the medicine I'm already on. They can't give me. >> All right. Go to my partner, sir. Let's go. Let's go. Your hire. Let's go. >> When are they taking this off? >> Okay. >> Okay. Well, first can I know when you're going to take this off? each other. >> Oh, I keep showing my skin and I don't like that. >> Well, can you do that? Cuz I'm like everybody out here see >> I don't CARE ABOUT THE LOWER BODY OBVIOUSLY is covered. That's my top part. Yes, ma'am. >> I don't care about everything else. >> All right. Well, we're trying to get you to cover. Give us a second. You just got caught up. >> All right. Why do I have handcuffs on still? These are people while we're trying. >> How am I in custody if I'm supposed to go into the hospital getting released? >> Taking you to the hospital. Okay. >> You want to try and start writing or you want follow or what do you want me to do? >> So, I got to keep these handcuffs on all the way till I get there >> for what? >> Cuz you're acting kind of irrational. >> But I'm not I'm not nobody that's harming anybody. >> All right. >> You tried to harm yourself a minute ago. >> This is This is just going to be a game. This is against my will. >> Ma'am, you're trying to >> listen. You don't know what the is going on, so I'm just need you to hush and just get me there. >> Okay. Okay. >> White. After being released from the hospital, the woman was promptly arrested and charged with disturbing the peace and obstruction of justice.
