Get the [ __ ] off of me. >> The law [music] exists to safeguard the community. But at times, it must address one of its most delicate responsibilities, [music] the family. >> Why is he doing this though? >> Were you in an accident? >> Where's my son? I don't know. >> We've been asleep. He's been known to take money out of my wallet. He's taking my nicotine. >> Today's stories highlight moments when parental responsibility no longer takes priority over a child's well-being and core values. In any family, guidance is necessary, but without understanding and emotional balance, the line between guidance and negative impact can easily become unclear. >> Why are you tied up? >> H not good. >> What's that? >> I'm not good. >> Cuz you're not good. On July 22nd, 2022, Ohio police conducted a welfare check at a hotel in Northwood after receiving reports of concerning family circumstances. There, officials encountered a 12-year-old boy living under highly restrictive conditions. They stepped in promptly and carefully [music] evaluated his overall well-being. Hello. >> Yeah. >> Hey, police department. >> What? >> I'm here to check on >> What? >> See if he's okay? >> He's all right. You >> mind if I see him? >> Yeah. Your head up real quick. >> Where is he? Oh, can you come over here to the door? >> Can give me a minute. Let his mom get here. Hey, come over here. You have him come over here. >> Yeah. Give me a second. I I'll bring him over. >> Well, I need to see him like right now. >> He's coming to you. >> Keep the door cracked open. >> Give me a second. >> Don't be reaching in drawers. Keep your hands away from the You don't need to go to the drawer to go over to him. >> All right. Come on out. He gets into stuff. We have to have him. It's okay. >> Go ahead. >> Why is he up? >> Because he gets into stuff. I've tried just >> Okay. Come out here so we can come out here so we can figure this out. >> You have any weapons on you? >> No. >> Any any weapons in the room? >> I got a pocket. >> Where at? >> I think it's sir. >> Yeah. >> Oh, I'm going to pat you down real quick. Put your hands back here. Palms together. proud of that. >> The kids are in there tied up. What's this in your pocket? Earbuds or >> uh earbud and a lighter. >> How are his hands? What' you use? >> Okay. >> You can come over here. It's all right. Can I put myself in my room? >> This isn't going to stay open >> here. You want my Mario find something heavy? >> No. Can you stay over there for me, please? >> You okay? Yeah. >> Let's see what's going on. Why is this like this? Right. >> Mhm. >> Okay. Why are you ted up? >> H not good. >> What's that? >> I'm not good. >> Cuz you're not good. They do this all the time. >> How long you been like this? I'm going to cut this off here. So, hold still. Get that over your hand. There you go. Okay. You relax your arm and get it in front of you. Shoulders. Okay. >> Yeah. >> How long you been like this? >> Today. Sorry. All right. Things are on here tight. All right. I'm going to leave that one on there for a second. That was tighter. How old are you? >> Oh, 15. >> Oh, are you okay? You want to sit on the bed? >> So, what did you do that um made you made them tie up? >> Not things. >> Got into things like what? >> Candy. >> Oh, okay. So, there was candy in the room and you got into it and they didn't know about it. >> Yeah. Okay. Was it like this stuff? Oh, okay. I didn't poke you at all when I was getting up. >> All right, just hang out here for just a second. >> During the interaction, the boy gradually shared that he was often described [music] as a naughty child and that being given this label led him to become more isolated. >> I need to get a camera unless you got one on you. My >> cell phone. All right, I'll be right back. I don't know if you saw his. All right. >> All right. >> So, do you have any injuries or anything? >> Are you hurt at all? >> No. >> Anybody hit you or anything? No. Just tie it up. Can you pull your sleeves up for me so I can see your arms? >> Yeah. Hold them. >> We're from um Iris skin. >> From your what? >> I eras my own skin. >> Oh, with like a pencil. Yeah. >> Okay. >> Are your ankles okay? >> Yeah. >> No. Uh, okay. And then is your looks like can you face that way for me? Oh, okay. It was just a shadow. Looked like you had like a black eye. What other kids are staying in here? >> Oh, but they're normally here with you. >> No, but I mean, are they They're here too sometimes. >> Yeah, mainly here. >> Do they ever get up like that? Just you? Not the only bad one. >> I'm not the only bad one. >> I don't think taking candy is all that bad. I can think of a lot. >> How do you like what? 21. >> What's that? >> Always. >> Always doing something. >> Mhm. >> Why is that? >> Just two. Okay. You're going to school? >> Yeah. >> Where do you go? >> Northwood. >> You go to Northwood? >> Yeah. >> Oh, okay. So, you're going to be 13. What are you in sixth going in seventh grade? >> Yeah. >> Okay. All right. Did you get IDs and everything? I got his all in the car. >> No, I do not. >> It's in my black wallet on the side of the bag. It's black and pink. Okay, >> you can come in and grab it. Thank you. You're welcome. >> Yes, sir. It's expired. >> Have you guys stuck back here? >> Hey, I told you. Now I got stuck on the back. >> 21 dispatch. Are >> there any weapons that you know of in here? Anything? Okay. Was that over there somewhere? >> No, there's one over there and one in the curb. >> Okay. >> The two adults explained that this approach was something they believed would [music] reduce risk while they rested. They also acknowledged that it had continued for over a year, becoming [music] a routine rather than a constructive method of guidance. >> So, who who tied them up? today or yesterday or day before? >> I mean, every time I lay down, I mean, that way. Yeah. Went to the bathroom earlier, laid back out last night. He got up earlier to go to the bathroom. He's able to move around by himself and came back out. >> Why exactly? Because he gets into the past. I try sleeping right next to him. I kind of like before all that I just so that maybe I can feel getting up and put back down. >> You've been asleep. He's been known to take money out of my wallet. He's taken my nicotine pen. He's lied about it. We just hasn't He had no idea what else to do while I'm at work. So, >> okay. How long has this been going on? >> About a month that you've been signing up for a month that he's been stealing stuff. >> Oh, it's been over a year that he's been stealing a line to us. >> Okay. So, what methods did we try before we reached this >> corner? taking stuff around all of >> it. [clears throat] >> And he has siblings. Do they normally work? >> No, they're just at my mom's house. My daughter's I'm surprised she's usually not away from us as long. >> So, do they get ted up, too, or >> No, they don't get in the things. >> Okay. So, what do they do all day? >> They play while he sleeps. They're just quiet about it. play the cards or watch their videos on their phone. The other one is 14 and the other one is six. >> How old? >> What's uh last name? >> Uh yours? >> No, the youngest is mine and his but the oldest two are my mine and my first husband passed away about 8 years ago. Go >> ahead. The male is not valid. Not wanted. The female is valid. It's one active out of Lucas. >> The mother stated that she [music] experienced similar methods as a child and without realizing it repeated them with her own son. It reflects [music] a painful cycle, showing how unresolved emotional wounds can pass from one generation to the next. >> What's your date of birth? >> All right. >> Do you have your own phone or No, >> not >> okay. >> Jason, what's a good phone number for you? >> Want a good phone number for you? So, is he not allowed to promise? Is that where he would go? >> When being grounded, I treat that as form of um reward cuz my parents let him continue to do what he wants and I just can't get it to sign me with him. >> You You realize that why we're here, right? >> I don't understand. I mean, maybe the tying up, but I don't understand anything else. >> Tying up, first off, injures the wrists because it cuts off blood flow. >> Oh, yeah. I don't do it that tight. >> Regardless, it leaves any form of mark. It's too tight. I mean, that's why we don't keep handcuffs on people for long periods of time if we can avoid it because cuts off blood flow, which so and if they're tight enough to restrain him, they're probably too tight for long periods of time, which sounds like happening. It's the sex Okay. I see. I didn't understand. I'm sorry. >> If somebody's hands are behind their back like that, there's issues with possible suffocation if they're on in the wrong position. >> I see. I >> think you catch himself. >> Yeah. I Well, he doesn't ever get up when he's like that. And he doesn't besides to go to the bathroom, >> but he's never, you know, I've never noticed him not being able to move around. I always try to make sure that it isn't not so tight. But if yeah if his hands are tied and he falls and hit falls in the bathroom you know what's he can't stop himself from his head on the on the counter on the toilet on you know anything. So he's going to forward it comfortable with him staying here. Totally comfortable with him standing here at the moment. >> Yeah. Do you want me to call the mom and then have the mom come in? >> Okay. So, here we have two options. >> Okay. >> I'm going to since actually we have three. I'll give you two for now. One, we can arrange somewhere for him to go. He's going to probably stay there for a few days. We're going to send this down and let the prosecutor review it. Decide whether they want to charge. Okay. >> Option two is we contact children's services. We try and get an emergency custody and somebody's going to jail right now. I can call my arm, she would gladly come get it. >> Okay. But until until a prosecutor decides he's not coming back. >> That's That's >> even if he does come back, tie him up's not okay. >> We'll have to find another form of something. >> Yeah, you're going to have to I I don't I don't know whether you're going to have to find a date program for him. I have no idea what you're going to have to do. And I have and I have to say having somebody having a 12-year-old laying in bed for potentially few hours nighttime plus daytime not really normal behavior for a 12-year-old. So, >> right. >> I don't know. I don't have a solution to to fix the behavior issue. >> It just can't be this one. >> Do you have no like scared straight children? You think they think my kids think Joe is too funny? >> To be honest, most of them don't, >> right? I figured that is where I >> But the second thing is is if he has compulsive issues and things like that, you need to get him into a program through the county. Uh he needs to see a therapist. >> Okay. >> Yeah. >> It's really like you said, it's off and on and you ask him when he does something wrong, why he did it, he'll just tell me I don't know and he won't give you a straight answer. So >> well and and I don't I don't know your son to know to know the deeper root meanings and roots and problems. All I know is we can't keep doing this. If you want, my phone is on the bed and I'll call my mom. >> Okay, let's go ahead and give the phone a call real quick. >> Yeah, why don't you give him a call? See what they want done. >> Later that same day, officers arranged a safer living situation for the boy. While the decision was not [music] easy, it was considered necessary to support his healthy development. We're going to make a phone call behind you. You want to get a coupon or something? Go to Arby's. We have to wear cowboy stuff. >> It's fun Friday on the way. >> What's uh your mom's name? >> Sharon. >> Where does she live? >> Uh on campers. >> Oh, okay. >> What's her last name? >> That's how I left my main and I don't know her phone number by heart. Don't. No. Okay. It's in your phone. >> Uhhuh. >> Okay. Phone's not working. No. >> No. It's in there. >> It's in there. >> I haven't gotten it. >> If you want to go and grab it, go ahead. >> If you want to grab his shoes at the same time, go for it. >> Okay. >> Said uh JFS and then send the record down. >> Sounds good. Okay. So, you're not going. So, I don't know if he still wants shoes. >> Never mind. >> Just have her come get him. >> No. >> Hang on. Children services coming. >> They're going to deal with all that. We just need her phone number to have it. >> Oh, okay. >> Then if you want to head back and get the report done, go for it. I'll stay here until Thank you. Okay. >> Do you know our address? >> Uh, I do not know the exact address. >> What street is it on? >> Recamper. is I think four houses from the end of the block where Brandon reampled me. >> Okay. >> I can describe the mailbox. >> Oh, that's right. >> My grandpa was a woodworker, so he painted the stuff of the mailbox. >> My grandpa is so cool that when he had his house built, he took long sheets of paper and held it up to the wall and marked each stud in the house. So, when you wanted to hang stuff on the wall, you didn't have to buy the stud finder. He just held a piece of paper to the wall. I thought that was so cool. and he still has it. And then he built the house with my mom. >> Yeah. You want to get back? Get over. All right. >> The 38-year-old mother and the 42-year-old stepfather were charged with felony injuring [music] children and were taken into custody at the Wood County Jail. Their bail was set at $75,000 for the stepfather and $25,000 for the mother. Discipline only has meaning when paired with respect and safety. [music] Education is not about control but about the responsibility to help children grow in a supportive, healthy and humane [music] environment. >> So the breath alcohol content the legal limit in the state of Florida is 08. Um your breast sample was.15. >> A 0.15 reading was more than just a figure. It became the key indicator that weakened every explanation [music] that followed. On February 23rd, 2025, a mother drove into an area that had been secured by authorities to manage a traffic situation. A young child was in the vehicle, and the failure to comply with official directions caused the situation to intensify, setting off a chain of regrettable outcomes. >> Right here, you're going to turn around right here. You're going to go out the same way you just came in, and you're going to leave or you're going to go to jail. I don't know how to make it any more clear to you. I'm going to contact my pastor in the morning and I'm going to give him a Buer and [clears throat] A. Williams and you guys will have to answer to this in the morning. >> You don't have a proper procedure. >> You don't have cones. >> You don't have cones up. >> 30 seconds away from going to jail. I don't want to hear anything else from you. I want you to leave. >> 30 seconds from going to jail because you have your lights on. >> Your daughter's in the car. You don't need to be doing this. >> You do not have a procedure. >> Fruit and park 26 like 65 floor 28. [snorts] That says that this road is closed. Means the road is closed. >> Correct. >> So why are you over here and not over there? >> I'm tending to a crash. >> But why are you not with your vehicle? >> I don't have to be. That's why my car >> Why are you with your vehicle? So I'm supposed to see your lights and automatically assume. I'm supposed to assume that the road is closed. Can you please leave? >> I am supposed to assume. Can you please leave? You're about to do You're about to do something that is going to be very badal in front of your dog. You are violating the laws when you're not leaving when we tell you to leave. That is a crime and you will go to jail for it. >> No, you're wrong. >> We're not wrong. You're lying. >> Leave the scene. >> What law am I violating? >> Please leave. >> I'm an Uber driver. >> I don't care if I don't care if you're the president of the United States. Is here. >> That's great. That's wonderful. >> I'm going on South Dixie Highway. I'm going 30 miles hour. You have your traffic lights on. >> Ma'am, this is Stop and just leave. The road is not closed because you were not with your vehicle. You did not stop me before I approached your vehicle. >> It's just us here and we really don't have the time to be dealing with. >> You did not You did not stop me before I approached your vehicle. You were not with your vehicle. So, I'm going to continue to proceed forward. No, you're not. >> And my church and I is going to take care of this. >> You're going to go to jail. >> I have no way to turn around. >> I told you to make a three-point turn. >> Where? Right here. >> You're standing there >> cuz you're not moving. >> Get out of my way. >> Put it in reverse. Make a three-point turn. You can't reverse with your vehicle behind me. >> We're not playing this game. You need to leave or your car will be on that tow truck next. Yes. Do I need to say it again to make it even more clear? >> We're giving you a lawful order to leave. >> Okay. So, this is what I'm going to do. On top of my audio recording here, and I'm going to call the pastor, Pastor John Christian, and have him meet me here. >> You need to leave this. We don't have the manpower, the resources. So, Officer Berge and Officer Sergeant Williams. >> Sergeant Buer. >> Officer Williams and Officer Beller. >> Why is this so hard for you? Why can't you just leave? >> We're simply asking you to leave. >> So, why would you have a traffic light on and allow people to proceed? >> We're not allowing people to proceed. You're the only one proceeding. >> Where there is no way. >> We have been out here for over an hour and you're the only person that has done this. You're the only person. We haven't had an issue with anyone else driving around our police car. There's lights. Yes, >> cameras on that light. Yes, sir. >> There sure are. There's cameras on that track. patrol car that is sitting right there >> and the patrol car is unattended. Correct. >> Blocking the road. >> How is it blocking the road? >> Parked in the middle of the road. You had to go around it. >> So why is it not at the traffic light at the intersection? You allow people to proceed through the intersection. >> Other people are smarter than you. >> You stop them. >> Other people are smarter than you. >> I have a bachelor's degree. >> You should use it and use your common knowledge and turn around and leave. >> Due to continued non-ooperation, officers requested that the mother step out of the vehicle. During this period, the child in the back seat was exposed to circumstances that were not suitable for a young audience. >> You at this point have to leave this scene. We have asked you way more times than we should. You This is your opportunity to now put your vehicle and drive. Turn your wheel to the left, make a U-turn, and then go out the way you came in. That is the clear directions that I have given to you. And if you refuse to do such, you will be going to jail. >> I'm going to record it. I'm going to record the barriers that you set in place. >> Ma'am, you need to leave. >> Please leave. Your daughter is about to see you go to jail. I'm begging you as a human being, please leave. >> It's okay if she sees me go to jail, but you're wrong. Your policies and procedures are not efficient and they're not effective. >> Get out of the car. >> No, you're under arrest. >> I'm I'm going to make a phone call to my mother. Excuse me. Please don't be >> We're not, but I'm getting your I want to make >> Get out of the car. Get out of the car. >> Okay, please exit the vehicle. Please exit the vehicle. >> Okay, I'm exiting. >> Walk to the back of your car. >> Put your hands behind your back. >> Hello, little one. Are you okay? >> Yeah, I'm okay. >> Okay. Is this your mommy? >> Okay. Is daddy at home or grandma or anybody? >> I live right next to my grandma. >> You live right next to your grandma? Okay. Everything's going to be okay. Okay. You're going to be okay. Um, do you know your grandma's phone number? >> No. >> No, he look um my grandma lives with my um me. >> Okay. >> Um are they home right now, you think? >> Yeah, my mom just dropped them off at the party. >> Oh, your mom just dropped them off at a party. >> Okay. Was your mom at the party? >> Yeah. Okay. >> A standard safety assessment was initiated but could not be completed smoothly. As a result, the mother faced subsequent legal accountability, highlighting the importance of remaining composed and cooperative during stressful encounters. >> Okay. Um, for this next exercise, we call it the walk and turn. Okay. What I want you to do is I want you to We're going to use this line right here where my right foot is. Can you see this line that I'm pointing to? >> So, it'll be your right foot. >> Correct. >> Uh-huh. >> Do you see this line that I'm pointing to? >> My left foot. >> Correct. Yes. >> I want you to put your right foot on that line, please. Before I do that, do you want to do this exercise in those sandals or would you like to take them off? >> No, they're fine. So, I just want you to put your right foot on this line like I'm doing. And then I want you to put a put your left foot directly in front of it with your toe touching your heel and your arms down by your side. >> Can you put your feet a little bit closer together? Your heel and toe are touching. And I want you to stand just like that with your hands down by your side until I ask you to do otherwise. Okay. Okay. So, when I ask you to begin, you're going to take nine heel to toe steps down the line, making sure that your heel touches your toe in each step. We're going to count out loud. 1 2 3 so forth until you get to your ninth step. On your ninth step, you're going to make a series of small steps, leaving your front foot planted. Turn around and take nine steps back down the line. Okay. So, it's going to look like this. Okay. If that was my front one, I would leave this front foot planted and I'd make a series of small steps like this to turn around and take nine heel toe steps back down the line. Okay. >> Can you give me an example since I'm on this line? >> I just did, but I'll give you another one. >> No. Facing the same way. >> I'm not. So, for my safety, I'm not going to do that. >> Can someone else help me, please? Cuz I'm a little bit confused. >> Okay, I'll do it again. >> If we're facing that way, >> yes, it's the same thing. Regardless of which direction we're facing, I'm not going to turn. So, if I do something like this, >> that would be an improper turn. >> That would be improper. I don't want it to be improper. Can you help me with what kind of turn I should make? >> Absolutely. First, you can put your right foot on the line and your left foot in front of it. I would appreciate it. >> Okay. My left foot's on already on there. >> Yes. I want you to put your right foot on the line and put your left foot in front of your right foot. >> Okay. >> You need to switch. >> My left foot's on the line, >> right? You need to put >> So, it needs to be like this. >> Correct. With your with your heel touching your toe >> like this. >> Correct. And your hands down by your side. >> Okay. >> Okay. You have any questions? >> Uh, I do. >> Okay. I'm here to answer them. >> Okay. So, I'm like one >> Hold on. I didn't ask you to start. Go back to where I asked you. >> I'm just doing Okay. Okay. >> So, right foot. >> You wanted me to start like this. >> Are you ready? >> Okay. I'm writing. >> Okay. You may begin. 1,00 1,002 10003 1,004 >> 1,005 1,006 1007 1008 1090, 2011,2,3,45, 2016. >> Why' you stop? >> Uh, cuz my pre-working. >> Okay. Just so you know, I you were supposed to stop when I asked you to stop. >> Tilt your head back and close your eyes. And I'm going to either say left or right. Whichever whichever hand I say, you're going to take that index finger. You're going to bring it out. Touch the tip of your nose. Point your hand back out and return it down to your side. Okay? >> So my head needs to be >> tilted back with your eyes closed. Okay? But not till I tell you to begin. Do you understand? >> Yes. No. >> Yes. I just see my daughter looking at me, so I got a little bit emotional. >> I understand. Rightfully so. So, do you understand the the instructions I gave you? >> Yes. >> Okay. Do you have any questions? >> No. >> Okay. So, go ahead and tilt your head back. Close your eyes. Put your hands down by your side for me. Just Nope. Straight down by your side. By your pants, seams. Yep. Just leave them right there for me. Okay. Left. Right. For this exercise, um I'm just going to have you turn around. Um, just going to have you quick turn around and take a little look at those lights. And then I want you to You're a Christian woman, so I want you to put your hands like you're praying in front of you and then do that behind your back. [snorts] >> You're under arrest for child and driving under the influence of alcohol. >> I would like to see your test. >> Do you have a breathing? >> We're going to do that when we get to the gym. >> Who can we call to come pick up your daughter? >> I would like to call my mother. Is she Is her number say in your phone or do you have it memorized or we could >> I have it memorized? >> Okay. You're the registered owner of that vehicle. >> H >> Are you the registered owner of that vehicle? >> What's your first name? >> I have no answers. >> You have to answer that question. >> You have to answer that question. So if not I have my attorney. >> You're going to get charged with another misdemeanor if you don't give me your name. >> My attorney. >> Right. You have to give your name or it's another charge. Please just don't do that to yourself or your daughter. Just say your name. So that's question. >> That is something you have to provide by law. >> So why am I being under arrest? >> He already explains. You have the phone number. What's the phone number? What's the phone number for your mother? >> Let's get the phone number so we can call her so we can come pick up your daughter, please. It's cold outside here. >> You said left to my I >> your mother's phone number so we can call her to pick up your daughter or she will be released to the custody of the Department of Children and Families and they can come take care of her. I would much rather release her to your grandmother or your mother. Her grandmother. >> What is her phone number? >> Give us the phone number so we can call your mother to come pick up your kid. What's what's best for my child is for you to not your authority. >> Okay. >> All right. Ready? >> Okay. What is her name? So I can >> I'm going to sue the state of Florida. >> You have you have my my Yes. You have my permission to sue the state of Florida. >> We didn't have the manpower to sit somebody by my patrol vehicle. Have a seat. >> Are you able to sit down in the car? >> I'm not I'm not here to play games. >> We're not no I just want to know >> conversation part is over. Watch your feet. Thank you. All right, I'm attorney. >> All required legal rights were clearly explained along with test [music] findings confirming a reading above the state's permitted threshold establishing the formal basis for enforcement action. You have the right [clears throat] to remain silent in anything you say can or will get you before law. You have the right to talk to a lawyer and have a representative with you while you're being questioned. Hiring a lawyer want to be appointed for you before any questioning if you wish. You can decide any time to exercise these rights and not answer any questions or statements. Do you understand each right? I just want to ask. >> So, you can ask whatever you need to ask in just a second. I just need to know if you understand so I can read them to you again if you like. >> Were you not supposed to read those to me before you put me in the vehicle and sent me off? >> Correct. >> You don't have to. >> That's your statement. >> Correct. >> I understand. >> Okay. Having these rights of mind, do you want to speak to me and answer my questions? >> No. >> Okay. You said you had a question. >> That was the question. >> You were supposed to read that to me while being arrested. I'll give you a quick legal lesson while we're waiting for the instrument to I only have to read you miranda warnings when I'm asking you incriminating questions. I haven't started asking you incriminating questions. That's why I didn't read you random warnings. There's a common misconception the general public has that I have to read Miranda warnings and you're placed under arrest, which couldn't be farther from the truth. There's Supreme Court case law and local case law that says the only time I have to read you your Miranda warning is when you are not free to leave, you're detained and I'm asking you incriminating questions. I haven't asked you any incriminating questions and you are detained. So now I'm asking you incriminate. I wanted to ask you questions. So I ra you random rights because I haven't done that before. I don't have to raise you rights. So you learn something new every day. All right. You actually might need to stand up. I don't I don't believe the uh the hoses long enough. Can you stand up, please? Like I said, you don't have to hold anything or grab anything. You're just going to take a big deep breath and put your lids on this piece of plastic here and blow like you're blowing up a balloon. Keep going. [music] Keep going. Stop. So take a big deep breath [snorts] and blow through the tube like you're blowing up a balloon. Okay, take a big deep breath and wrap your lips around a piece of plastic and blow it through your mouth. Yep. Just like that. Keep going. Keep going. Keep going. Keep going. Keep going. Keep going. [music] Keep going. Keep going. Keep going. Keep going. Keep going. You can have [laughter] [cough] um this is also not an incriminating question. Um, do you know the legal limit for blood alcohol content in the state of Florida? I'm sorry, breath alcohol content in the state of Florida. >> I've disclosed I want to answer a number of questions without my attorney. >> Okay, that's fine. So, the breath alcohol content, the legal limit in the state of Florida is 08. Uh, your breath sample was 0.15. So, I'm not a mathematician, but you are intoxicated as far as the law is concerned. >> Uh, just to recap since this is done, you're being charged for driving under the influence of alcohol. Uh, you're also being charged with child abuse um because you were drunk driving your daughter around in your car. I'm going to write you a ticket for violation of a traffic control device because you deemed it appropriate to go around my north patrol vehicle to drive my road that was closed. Um, I'm writing a criminal citation for driving a child that you go for. Okay. You have any questions? One more thing. I'm sorry. I almost forgot. Um, so from today's date, today is February 23rd. You have 10 days from today's date. I'm going to give you a citation for the DUI. That's going to be your temporary driver's license for 10 days. After that's up, you're no longer going to have a driver's license. You are no longer welcome to operate a motor vehicle on public highways in the state of Florida unless you petition the Orlando hearing office to receive your license back. So, if you are caught driving after the 10 days, unless the uh Board of Administrative Reviews has given you your license back, you'll be committing a felony, you'll be back here at jail. You are not eligible for bond until 8 hours from your arrest time. So, your arrest time was like 1:00 in the morning exactly. Um, so you won't be eligible to be bonded out of the Lake County Jail until about 9:00. And if you would get up and follow me, please. We're going to walk you. I'm going to walk you to your holding. So, >> the mother was charged with child neglect, DUI, first offense, and resisting an officer without violence. Under Florida law, a conviction could carry penalties of up to 3 years in prison and a $3,000 fine. When children are present, every adult decision carries added responsibility. Respecting traffic regulations is not only a legal duty, but also a quiet, [music] powerful way to safeguard the safety and future of those we care about most. With a prolonged history of repeated violations and a child placed in a vulnerable situation, the question arises, where should the limits of tolerance be drawn? >> I guess you're going away for a long time. Congratulations. Left unattended in a car, a child in Illinois became the center of two conflicting statements. >> Was claiming her sister was supposed to be in the car with the baby, but the employees said there was no sister ever in the car. >> On April 15th, 2025 in Pin, Illinois, police responded to a nursing facility after receiving a report of a child unsupervised in a car. Upon arrival, they quickly assessed the situation, taking statements from staff members as well as from the mother to clarify what had happened. >> Oh, right here. I'm sorry. >> Do we have any idea where this lady is? >> I took her out. She was crying. She wasn't even seat belted in. Not in a base of the car seat or anything. >> Okay. Do we know where the driver is? >> I have no idea. >> Do they have to like sign in with people like visitor? >> I I'm one. >> Do you have anybody from >> They might have been in the lawn that might have a baby. >> That's me. >> That's you. >> Just assuming ain't got body camera's on. How long you been in here? >> I just let myself just sitting out there. Nobody's sitting in the car with your baby. >> Let me call you. >> So, you're saying your sister's supposed to be out in the vehicle? Where did she go? >> That's what I'm trying to figure out. That's what I'm doing. Calling her ass now, but I'm not cussing that. >> What time did she's been out there now? >> Because she was in here. >> That's what Yeah. I didn't know what time her orientation started, but she >> It was supposed to start at 8:30. >> She possibly been in here since 8:30. She got here a little late, but I mean, yeah, she's been here for a little bit. >> Is her sister in here? Maybe. >> No, she's not. >> Do you guys have cameras out there? >> No, the baby wasn't even in a base to that car. >> I see the base is on the ground in the car. She's like secured behind it, but it wasn't through the base. >> There was nothing. There's nothing that can go through here cuz it's a base. Just thrown in. >> So, what your baby wasn't strapped in? >> Not even on the base. >> She's not answering. >> She's not answering. >> No, >> not yet. called her like time, including my mom. My mom's at work. >> What was she doing here with you? >> No, I was filling out my uh information. >> Okay. And she was just riding along with you. >> Yeah. So, can I get her seat? >> No, you're we're just going to hang out in here for now. >> For what? >> You can sit. You can sit if you guys are sitting. >> No, I'm okay. >> I just need to figure out what's going on. Why this baby was left in a vehicle unattended for who knows how long. >> No, cuz I literally y literally just walked out. >> She's been here since 5 after 9. No, I said I literally just walked I just left from Gar. You can ask >> saying that you >> No, I'm saying that I literally just walked from from my car after we did a little fit test. I'm saying I literally just >> orientation for orientation about 5. >> No, I'm saying I literally just went to my car when I just did the fit test after we got done doing the fit test and she was in there. Hello. >> The mother's statement and [music] the staff's account were completely contradictory. In reality, the child had been left in an unsafe situation for an extended period of time. >> So, no, we just got here. We're in the beginning of it. One of the local we have a contact to a local case worker gave us a call. I'm at a nursing home. Mother of the child came here at about 8:30 this morning for her CNA orientation. Her probably about 8-month old baby in the car claiming her sister was in the car with it. The employees here said the sister was never in the car with it. They went outside, happened to see the baby in the car. It was not secured in the car seat. So, they took the baby and brought it inside. So, the baby's been outside unattended for they said at least an hour, if not up to 4 hours. We don't feel comfortable just sending mom away with this baby right now. >> And you know that you can see y'all can see the camera cuz I told you I was going outside. >> No, that's kind of the big time. >> Yeah, we're not doing this. You can just go back in there and I will talk to you if I need to. >> Let him know what time you got. >> No, it's fine. I don't need this. I heard you said talking. >> Knock it off. Hey, this is We're not doing this. Okay. >> You need to tell her that. >> No, I'm telling you. Sir, can you give her first seat so I can sit her in her first seat right here? >> You're you're going to have to give me a few. >> You're fine. I was in here filling out my Wuss name and what's a name supposed to be in the car with the baby and she was like, "Can you come up here?" I just told you Liberty Village should be >> I if I had to guess, yeah, around 8 months or so, give or take, maybe slightly younger. The employees took her out of the car and took her inside. Mom just happened to show up when we got here. So, I mean, >> doesn't appear in any distress in the base was on the seat, but it was not secured with the seat belt. The seat belt is buckled behind it, but not anywhere securing the base. The car seat was clipped into the base, but she was also not strapped in in the car seat. So, neither the base was secured or she was not secured in the car seat. And then has been left out in the car unattended for at least an hour, possibly up to 4 hours. She's claiming her sister was supposed to be in the car with the baby, but the employee said there was no sister ever in the car. So, yeah, she grabbed the baby from the employee and is just holding it. There's another officer in there and the employees there. She's we're not allowing her to leave with the baby right now. We don't feel comfortable until we figure out talk to you guys and figure out what the plan is. The mother went on to give explanations that did not align with the facts. >> How long have you been inside of this building unattended from your vehicle? >> Unattended from my vehicle? 30. >> 30 minutes. >> I got here at 9:00, but we just took a break after we did the We just took a break after we did the the spit testing and I literally just went to my car. >> So, you've been in your car since 9:00 and then you came in here? >> No, I came in here at 9:00 and you know, we take take a little break and fill out my orientation papers and I literally just went to my car. Okay. >> Just trying to get a hold of sister. >> Yeah, she's my instant. That's I just called my mom. >> Where did she go? >> That's what I'm trying to figure out. I always want to get high. >> Is there in the car? Did she have weed? >> No, I don't have >> They mentioned the car smells like >> Yeah, I don't smoke. >> Does your sister have stuff in there or smoke? >> Not to my knowledge. I told her I have to go put on my >> Why are they saying the car smells like we >> You don't smell it yourself, sir. I don't smoke. Y'all can touch me everything. I don't smoke. >> So, does live with you or No. Where does she live at? >> Oh, I don't know where she's stay at, but I asked her, "Can she go home with me while I go f my education for my job?" And she told me, "Yeah." >> You said that's your sister, right? >> Yeah. >> So, yes, she's going to get arrested and we're not [ __ ] Me and Taylor McFar were like, we're furious. We're like, we're not [ __ ] sending this baby home with this lady. Okay. All right. I'll start medical and we'll get our way to the hospital. Then when they finally call me, I'll tell them to meet us there, but I'll give you I'll get her stuff. Can you respond medical here for a 4month old baby? Conscious breathing needs to be checked out. Given the child's condition, police had to request medical personnel to ensure safety and provide timely care. >> Probably not been an hour since she was ready at all. >> Being in the parking lot with her like sister was never here. She now magically can't get home a sister. I'm very mad about it if my siblings left my fourmonth old baby in the car. I'd be pretty pissed off. >> So, has she been in this building since 9:00? >> She went out one time and she said she was only out there for maybe a couple minutes. Don't see me there check on her baby. >> I was doing the orientation. She showed up about 5 or 10 after 9:00. She come in right after. >> They just need to check out the baby cuz you don't know how long it's been in the car. >> She needs to go to the hospital. She's been in the car for a few hours. >> She has not. She just went out there and checked on her and my sister was in the car with >> What time you got out there and check on her? Your sister's in the car. >> When y'all just came with other officers just >> I said we literally just had a break and I had literally just went out there. >> You know it's been at least an hour. So, we just need to check the baby out. >> But nothing is wrong with her. >> I'm going to tell you now. We're taking protective custody of the baby for now till we figure out what's going on. >> No, my mom is on her way. >> I don't care. Your mom's on the way. You're an adult to me like that >> because you're not cooperating. I'm telling you how it's going to go now. They're going to evaluate the baby. If the baby's being transported to the hospital for evaluation cuz you baby's been in the car for who knows how long. As far as we know, the baby's been in there since 9:00 a.m. this morning. It has. Okay. If my sibling was in the car with the baby unattended, I'd be a whole lot more pissed off than you are. >> I am. I'VE BEEN CALLING HER. What else are you trying to do? After reviewing the situation from multiple angles, authorities proceeded to arrest the mother, >> but that doesn't according to this only life of health. It's not on here. So, look up your life and health and find if she's in violation of a felony charge of that. >> All right. Yeah, I'll go hook her on the uh the felony. >> So, she's still going to be NA, >> right? >> And she's going to get both charges. You're going to charge her with volt still going. Run it by command if you want just to make sure you're good on that. >> Oh yeah, I probably should. I got this is a really tough case and phrase it as this is what I'm thinking. Don't ask what to do. >> You're going to be under arrest. Okay. You're under arrest for endangering the health and life of a child. Okay. >> You don't got to be >> Do you have anything on you that's going to stick coat hot or poke me? >> Cash in there. You good? >> Yeah. In the car, police explained custody rights and warned that DCF might take temporary custody. >> What we're doing is taking you to jail. They'll fingerprint photograph you and then you'll be released on an NTA. >> What's going on with my baby? >> She's going to the ER right now. Sounds like she's being held in protective custody because we don't know how long she was in the car. They're checking her over and make sure she's okay because paramedics seem to think that she was a little warm with the temperature outside. >> But she was No, she she has a a and I'm not cussing at you. But she has a cold already from us being outside this damn weather study constantly changing. So that's not the reason why she'sing. And once again, I'm not cussing at you. >> Oh, that's fine. >> Yeah, I get that. But you know what I'm saying? Don't don't make that be like she just soing hot. >> I'm not saying that that's necessarily all that they're >> Yeah. Yeah. No, I'm just saying >> make sure that she's all good. >> But and I understand that, but she was not in thating car. How they trying to say it? Fouring hours. And once again, I'm not cousin at you. >> I get it. You're frustrated and I understand. >> Would I leave here? Would I be able to get her? >> Get the baby. >> Yeah, >> I think the baby will be taken into protective custody by DCF. >> Why is my mom up there? >> I can't answer those kind of questions cuz I have been here the entire time. So, I don't know what's going on at the house. So, if I could answer those questions, I would 100% do it for you. But, I don't know the answer. >> Yeah. Okay. >> So, who would I be able to talk? Who do I talk to? >> So, there should be there should be an investigator that's going to be out there, a DCFS worker that will be up there as well here soon. probably come give you information as soon as they're there and she will go to jail. She'll be a release with a notice to appear. So, she'll need a ride back to the jail back to the hospital. >> No, she could probably walk. >> It's a little bit of a walk. >> I mean, she she probably need to lose a little weight. Should have made me mad. Got me off work. >> So, yeah. So, by the time she's done, they will probably have already talked to you and explained stuff to you or or figure out what's going on. The mother was arrested and held on charges of endangering the life of a child. Under Illinois law, this can carry two to 5 years in prison and a fine up to $25,000. The incident shows that supervising children is essential, especially in public, and following basic safety measures like car seats and seat belts is crucial. Illinois was just the beginning. Florida presented new challenges that required careful attention. >> No, please. No, please. Please, please don't go to jail. On July 21st, 2024, Santa Rosa County police in Florida spotted an SUV speeding with four young children inside. They immediately pulled the vehicle over, but what followed turned a seemingly simple stop into a much more serious situation. >> Hello. How are you? Hey, I'm Deputy Lyn, San County Sheriff's Office. I want to make your acquaintance. My lieutenant here told me she stopped you for 95 and a 65. Does that sound about right? >> Yeah, but I was following the car in front of me. I don't understand. Like, >> well then y'all were both doing 95 and a 65. It says it says 65 the speed. >> Did your speedometer work? Okay. >> Yeah. >> What did it say? What did it say you were doing? >> I was just keeping up with traffic. >> So, when you were keeping up with traffic, what did it say you were doing speedwise? Did you look at it? >> I didn't look. I didn't look at it. Okay. All right. No worries. >> Hey, do me a f. Would you mind step out with me real quick and talk to me in the front of her car over here? >> What's up, Demory? How you doing, man? >> Am I Am I going to jail or something? >> No. Just come over here and talk to me. Okay. You got shoes. I'll make sure you stand on this hot ass p. Is there anything in that vehicle? I need nobody marijuana after that. There's nothing in there. Why am I smelling odor of marijuana coming out of your vehicle? >> I don't know. >> Has there been marijuana in there? >> I just ridden it earlier. >> Hold on. Hold up. Hold up. Stop. >> I just ridden it earlier. >> Where's the marijuana at inside the vehicle? >> I don't know. >> I'm going to give you one opportunity to be honest with you before I take you to jail cuz that's marijuana. Take me. Listen. Listen to me. I'm telling you. There's marijuana inside vehicle cuz I can smell it. Do you have a medical marijuana card? >> No, it was just a pin. >> There we go. Now we're being honest. >> Okay. >> Okay. So, listen to me. Where is the pen at my purse? I can grab it real quick. >> I don't want you to grab it real quick. I'm going to get it in just a second, but I'm going to search the remainder of that car. I'm not going to find anything else in there you shouldn't have on any. I'm right here. Listen to me. Am I going to find anything in there you shouldn't have? Marijuana. >> I'm asking you to be honest with me cuz I'm going to search the car. Hold up and stop [ __ ] Don't walk into traffic. >> Not standing on this grass right here. >> I just got a a blunt in the car. Okay, >> now we got a blunt and a pin. >> And that's it. That's the two thing. You can check. >> Well, you told me that was it just a second ago when you said just a pin. No, but I'm just scared. I'm just trying to make the kids do something for their birthday and it was >> So, let's start over with each other, okay? Cuz you haven't been honest with me yet. I don't want to take you to jail. I'M NOT GOING TO JAIL. >> SO, listen to me right now then. Let's start over and let's be honest with each other. How you doing? I'm Deputy Lince Sheriff's Office. I smell marijuana coming from inside your vehicle. Do you have a medical marijuana license? So, is there marijuana inside your vehicle? >> Yes. >> Where's the marijuana at inside your vehicle? >> I got it in the thing. It's in the count the little console. >> What kind of marijuana product is it that we're talking about in the console? >> Road blunt. That's it. >> What about the pin you were just telling me about? >> Before I left and I was just bringing it to where I was going and that's it. The pen. >> The real reason the mother was speeding began to emerge. >> So, a pen and a blunt. That's >> it. I'm not going to find any wrong. I'm not going to find anything else. Not going to find no pills. You shouldn't have any. >> No, I can grab everything. >> Whose little kids are these in the back seat? Why aren't they buckled up? >> See, or the two girls were sharing a buckle and we just >> Why you got two of them sharing one buckle? >> This is what they rented me. I didn't know. >> How many people you got in there total? I see you got the moring in front and who's in the back? >> The four kids in the back. We're 15 minutes from my sister's house. We will stay in there. >> All right. Have you ever been troubled lawful? >> No. >> Are you on papers, probation, community control, anything like that? Then listen to me. This is just as simple as this. If all you've got in there is a little bit of a blunt and you got a little bit of a pin and a Listen to me. Stop interrupting me. That's all you got in there is a little bit of a pin and a little bit of a blunt. Not an entirely huge deal. >> Now, this deputy, she might write you a citation for the speed or something like that, but listen to what I'm telling you. What I'm going to do is I'm going to search that vehicle. >> Yes, sir. >> Okay, >> I'll grab it for you. >> I need the little ones to step out and we can have them stand in the grass over there. But do come here. I didn't tell you to walk away yet. >> I'm sorry. My >> Listen to me. Listen to me. I'm not trying to throw anxiety off. I want you to listen to me for a second. Do the little ones have shoes they can wear because there's fire ants and whatnot. So, let's put some tennis shoes or whatever we got on them. Let's have them stay in the grass, but I don't want them get eaten up by bugs. Okay. So, put the shoes on them first. Okay. >> You got shoes on. All right. Cool, man. Step on out for me. Come stand back here by my lieutenant for me. Demorian, >> come stand right back here. Y'all got shoes on? All right, put your shoes on. I don't want you to get bitten up by no fire ants or nothing. All right. >> Tension rose as police search the vehicle. Charles, what >> you got brass knuckles for? >> It was a present. >> It's a present is considered a concealed weapon. >> Yeah. Can't have brass knuckles in Florida. >> Inside the car, police found items that required further legal checks. Combined with a Louisiana warrant, they immediately arrested the man. >> Couldn't turn around for me, man. >> It's not his stuff. It's not >> I want you hold this mine. >> Turn around. Put your hand behind your back for me. >> The bag was mine. >> So the more I'm putting you in handcuffs right now, bud, cuz you got a warrant out of Louisiana. >> What? >> Hold up. Listen to me. I'm going explain it to you. Don't pull away from me, though. You'll wind up on the ground. You got a warrant out of Louisiana for Agus. Is that was that what they said? >> Okay. What happened in just a second? >> What you said? >> Hang on one second. >> What did he do? I can't hear you. I'll explain it in just a second. He's got a warrant out of Louisiana. I believe they said a but I'll double check on that. >> What's that? >> Aggravated. >> That's just what it sounds like. Aggravated. Yeah. No, you can kind of say it that way. I'm going to let you have a seat in the back of my car for just a second. Okay. >> Yeah. >> We just get you out of the heat for just I'm not trying to embarrass you on the side of the road and have you stand here in handcuffs. Okay. >> So, you're just detained right now. So, what happens? Listen to me. What happens is you have a warrant out of Louisiana. We send a hit to Louisiana. >> Okay. The hit comes back either confirmed or they won't want you. Okay. One of the two things, right? I'm going to say, "Let him go. We'll get them in a later time and date or they're going to say go ahead and send them to us. If they say go ahead and send them to us, we'll be taken to Santa Rosa County Jail. We'll go from there. If not, I'll let you go. You can do it with your warrant on a later date in time. Do you know what the warrants for? Do you recall? >> Can you Okay. Wait. All right. Can you say All right. Look what Okay. A warrant for aggravated. >> Mhm. Assault on police officer. >> Wait, what? >> I think they sent a police officer here. Let me have you se I'm I'm Look Give me a second, man. All right, we'll get your information taken in a second. >> I don't know where none of that is. >> Your mom, right? >> Yes. >> Okay.
