Get out of the car. Out of the car. [screaming] Stop the car, dude. Stop. >> [music] >> In policing, we often avoid the question from our significant other, "How was your day, honey?" because who wants to respond, "Well, I got dragged down a block inside of a car with a felon with a gun and chased him through a dark residential area and had to take him into custody." This is one of those. >> This is my pops' car. Your dad's car? Yeah. Okay. I can give you my name and address. Do you Do you have a license issued to you at all? Like a driver's license, do you have it? Driver's license, no. But you have an ID card, is what you're saying? Okay. And your ID card is through Wisconsin? Yes. Okay. >> Cars occupied multiple times, meaning more than one just a driver, are definitely super dangerous if you're a solo officer in the evening. That other side, the passenger side compartment, obviously can contain a whole bunch of different things that you can't necessarily see as well. >> Does your dad have an insurance card for the vehicle? Yes. Okay. Uh do you want to take a look for it so I can see it? So, that's going to be for your plates. Like the uh the registration plates. Generally, the insurance card is on a like a piece of paper through like uh Progressive or State Farm, something like that. Hey, bro. I know you just took your seatbelt off, right? All right. You're supposed to wear your seatbelt while we're in the car, right? I know you knew that. Why don't you just throw it on for me, all right? Appreciate it. That was excellent policing. And I'm not going to tell you every reason why he did that, but there are a few. And one is a temperature check. He engages the passenger and he's seeing if the guy's going to be compliant and you get a temperature check about who you're dealing with. Very good stuff. >> Does anyone in the car want to have a driver's license? No. How far are you trying to drive to? Like, how far are you trying I I stay on 40 uh 65 and so I was just taking this way. You were trying to go home? Yeah. All right. See if you find a proof of insurance, I'll be right back with you, okay? Okay. Look at how blinding those lights are. In policing, we have to be careful when we walk back that those lights don't ruin our night vision. >> He took his foot off the brake eventually there, but uh that backseat passenger was eyeing pretty hard. He kept turning around. I got you. You have odor on your side, right? You have odor? Uh he was blowing some smoke out of the window. I can smell marijuana right here. When I was next to the passenger, it smelled strong, so I don't know if it's on the passenger side or Yeah, when I was standing there, I had a a faint odor of it, but before I before I walked up. Let's uh do a quick one. >> Good communication. You hear me mention this in another video. Sometimes they just go up. These guys are communicating. I like that. >> Attitude 78 will be approaching now. Uh first search, do you have odor? Uh so obviously he ain't got a license, he can't drive. He said nobody in the car's got got a license. Um My pops is sending over the uh proof of insurance. >> Yeah, right now. Okay. I was I just called. So what what do we want to do? Cuz somebody with a bad license has to drive the vehicle, right? Well, we'll figure that out. Do you got a coat or are you just riding with a t-shirt? No, I do have a t-shirt on. Man, you got to start dressing dressing more uh I have the I have the heat on, so >> it. You know. For now, I'm just going to have you hop out. We'll discuss what we're going to do. I ain't trying to tow the car or anything like that. We'll just we'll figure it out some method. Who's going to drive the car, okay? Okay. So have you hop out with me. Okay. I guess that odor No weapons, knives, needles, nothing crazy on this side? All right, we'll just walk to the back here for me. Okay. All right, real quick, you mind if I search you, make sure we're all going to be safe? I appreciate you. Uh Mr. Thomas, right? Yes. All right, Mr. Thomas, when I was talking to you at the the driver side Really? Um there's a decent odor of marijuana coming from the car. Do you have anything in there? No. Like a roach blunt? You got a roach? >> Yeah. Okay. When did you last smoke? Uh, 10 minutes ago. 10 minutes ago? >> Yeah. You know you shouldn't be smoking, right? >> Yeah. You can turn to face me. >> During the pat down, tactically it's more advantageous to break the power base of the subject. If you just let them stand like that, if they decide to fight, their power base, their strength is still right there. The backup officer sharp, he's watching everything that's going on inside the car, but here's the challenge that I had. Why would we start asking these questions right at the back and conduct our business on the suspect's vehicle? So that everyone in the car can hear what's going on, and if they decide to formulate a plan, okay, you're talking about you give them an opportunity want them out of earshot, and you want to have the tactical advantage of having those lights. Bring him back maybe to your patrol car out of earshot, out of the visual as well, so that if they decide to formulate a plan, you have the tactical advantage. Why give them the advantage of listening to what's going on and time to formulate a plan and break that power base. >> So, you you understand marijuana is an impairing substance, right? It's no different no different than like alcohol where if you smoke too much, you can can uh cause you to drive poorly, crash, kill people, stuff like that, right? Um, how much did you smoke? No more than like a little little roach. I smoked not not a lot not a lot, so How how much do you think it was like a half gram? No. Not even? It was just a roach from like a couple of days ago. Oh, you're just finishing it off? >> Yeah. Yeah, coming from picking picking up my family. Okay. Um, so there's no bags of marijuana in that car? >> No. So, the only thing is just like a possibly a roach? Yeah, it's in the ashtray, yeah. >> Okay. Um, do they have anything any marijuana that they brought with them? No. Any weapons in the vehicle currently? >> No. Okay. Um, if all you have is that roach in the car, I'm not overly concerned about it. Um, with that being said, do you care if I search your vehicle. Okay. Um, What am I have you do just cuz it's kind of cold out? I'm going to have you have you take off your lighter first there. I'm just going to put you in my car for now. You ain't under arrest or anything like that. It's just it's cold out. You're wearing a t-shirt. I'll keep you in there for now. Keep you warm. Can I get my phone? We'll leave it here. That backup officer still super vigilant on the vehicle. Good stuff. >> Yep, you just slide in right That goes right in front of you. That's just That's just the seatbelt. Okay. Oh, chilly. Yeah, one in the car. Just one out so far. Two in the car. Only one out so far. Yep. So, as already here he said that he was smoking a little bit of weed or he said that he has a roach in the car. That ain't that big of a deal. What I'm going to do is obtain the the roach from the car. To do that I need you guys out of the car. Okay. So, just one at a time I'll have you guys step out. All right, you ain't got nothing crazy on you, right? No, my phone. Get out of the car! Out of the car! [screaming] Stop the car, Danny! He's in the car! Stop the car, Danny! Get out of the car! Police! Stop the car, dude! Stop the [ __ ] car! Stop the [ __ ] car! Stop the car! Vehicle crash. There's an officer inside the car. Going eastbound. All right. Stop the [ __ ] car, dude! He's going eastbound. He's incentive to run. Hey, on the ground right now. On the ground. Lay on the ground flat for me. Bro, I appreciate you. What? Flat, yeah, yeah, yeah. Now you're going to be the same, bro. I know you're not involved. I appreciate cooperation. Considering North Pond. White shirt, black male. He should be coming out on the north side of the parking lot. 794 Glendale Squad, there's a firearm in the vehicle. He's in some of these apartments. He went north. Up the middle of them. He's going to hit the main apartment complex. He's going to have to come back out west. This is the officer that was inside of the car that conducted the foot pursuit and still pursuing the subject. >> 10-4, my squad is parked directly middle by the pond and I'm slightly west of that. Who is it? Dude, he just plotted with a [ __ ] officer in the car. You're going [clears throat] to tell me who the [ __ ] he is or you're going to have a problem. >> West side of the parking lot, running north. Going west. Over the big field. You got to [ __ ] stop, dude. You got to [ __ ] stop, dude. Stop. You're going to get tased. Bro, all out. Arms out to the side. I got him sprawled out on the ground. >> [laughter] >> Arms out to the side or you're going to get tased. I will not tell you again. He got a squad into the subdivision north of here. We're taking him into custody now. He's going to go to the back. Hold on him. He's in custody. Now you often hear me talk about officers being in their optimal shape. This is why. The officer that was inside of the car when it took off, exited the vehicle, chased this subject several hundred yards, and was the officer that was right there to go to taser when they took him into custody. We're in a foot pursuit like this and the person and we run into a residential area for the civilians. Something you can do that can be very helpful is don't come outside to see what's going on because very often canine's going to come out. We're searching. We don't know who comes outside. It makes it more confusing for the officers. When you see this subject in the backseat step out of the car, he dropped something because their partner just got taken off inside of a vehicle. If this guy was a person that wanted to do harm to the officers, he had every opportunity because he had not been patted down yet. This freaks you out if you see something like that. Less than 1% of officers have ever seen or had been involved in anything like this. >> Do you hurt? Huh? What hurts? Your chest? Why does your chest hurt? Roll on your side. Why does your chest hurt? You don't know? Although he's in custody, this is where the real investigation begins because now we have these felonies that we saw committed. But why did he run? All right. Just put on your butt. I need your help. I need you We're going to help you. But you put on your butt. I was saying my legs they tired. I understand they're You're going to get a better search. Yeah. Okay. Just keep taking deep breaths in through your nose out through your mouth, all right? Is that just your lip that's cut? You don't know? Yeah, I got an idea on you. Take all of his property. I'll put it in my pocket. Shout out to Wisconsin this PD here because their professionalism is top notch. I mean, a lot of times if something like this happens and a cop is inside of a car and this you know, having to jump out and chase him and you get into this huge foot pursuit, cops are usually not that nice. And these guys were able to just turn off that super high adrenaline and go back down to just treating this guy like a normal human being, which is what police should do. I haven't always seen that, but shout out to them for the professionalism because what this guy did is incredibly horrific in my opinion. >> [laughter] >> Oh, yeah. Large wad of cash like that and some little weeds leading towards a narcotics type investigation. Yeah, we'll get you a med unit. Do you want to take photos or just have it on body cam or what are you thinking? You can take pictures. I can go get it. And my hands completely numb right now. I just don't know if it's cuz it's in the cold or not. So, when North Shore takes care of whatever they could take care of, they can just meet me over here. I got two detained. One is in this squad and one is in the back squad. So, we need these guys both of them are cooperating. The one dude hopped out, but it is his car. So, Lynch is grabbing a camera. With this being a felony, I want to take pictures of everything. There it is. So, once I take some photos, I'm uh search it up. So, him, he's going to be under arrest once I recover the uh roach that he said is in the car. Okay. And he admitted to smoking 10 minutes ago. Okay. So, potential uh OWI. Okay. I'm less concerned about that than what literally just happened here. Okay. The backseat passenger cooperated with everything fully. Okay. Your phone? Yeah. I don't know where your phone is. Your buddy took off with it. Yeah, it was on the car and then your friend decided to flee. So, I don't know where it is. Your friend probably destroyed it. If I find it, I'll grab it though. I ain't trying to be a [ __ ] to you, okay? Jesus. Bro. Talk about adrenaline dump as soon as the car started taking off, I started be after it not knowing Well, yeah. doing. Why is Lemke running after this car? And why is it driving like that? So it's interesting that they are I was thinking the same thing. Like, why are you running after a car? You're not catching up to it. But that's that whole fight or flight. You get locked into something. You see your partner driven down the street in the car. It's not something we ever even trained for. And so that's why he freaked out, I guess, when he just thought he could run after the car. >> to just take a picture of these marijuana stems right here, plain view here. Over there? Yeah. Yeah. All right, 15-round magazine. Uh approximately 14 rounds. What is this? The recovery of the firearm, the way it's done, is incredibly important. You want to destroy any evidence on there. Cuz there could be DNA, fingerprints, and the location of the firearm. So taking photographs and making sure that you do it properly is incredibly important. Defense attorneys are definitely going to look at how the firearm is recovered, every single time. 792 on or 794 on two of the firearm serial number. It's going to be on a SAR 9 chambered in 9 mm. Hey, man. What uh Can I get your name real quick, all right? You got the gun right here or not? No, all right. Well, uh unless my name All right, just find out who you are and then you're good. Okay. I'm taking this one back there. Here's a Hey, you see the guy? Don't know what he magazine sandwich baggies scale So this search is they're recovering some different various >> [music] >> and when you find scales and things like that or packaging items in most jurisdictions you can add enhancement or a different charge which is with the intent to sell. In some jurisdictions enhancement in other jurisdictions it's a completely different charge and usually the penalties are much higher. >> What's your name Marquan? Yeah. All right Marquan, I'm going to have you hop out with me, okay? I want to take you out of these cuffs, all right? All right. So, you're not under arrest. You have to take us back to the At this point you're free to leave, but I'd like to talk to you though about what the hell just happened. Okay, are you okay with speaking with me? For sure. All right, what what how do you know each other? Eli, that's my my brother. I don't know the other dude. >> Eli's your brother? Yeah, the driver that's my brother. Um who's the other dude? I don't know. You don't know him? How do you both not know who dude is? I don't I don't know. That's that's I don't know who he is, dude. I know Eli knows him. Okay. And when you say brother like blood brother or are you just saying like bro? Together? Yeah. Okay. Okay, so he's your your bro growing up. Are you guys the same age? Mhm, no. We I'm I'm 18. How old is uh He older than me. He's older than you? Okay. So, what prior to me stopping you guys, what what was going on? Where were you guys coming from? Uh honestly, I don't know. I just know he was trying to go home. When did you get in the car? Maybe like 20 minutes ago. 20 minutes ago? Where did he pick you up from? Uh my house. Was uh the other dude in the car already? Uh yeah. He was not when I got in there already. Okay, that's why you sat in the back? Yeah. Okay, and he was in the front seat the whole time? Yeah. Okay. When did you smoke weed? Uh Like when did you guys smoke weed? I didn't I smoked at home. You smoked at home? >> Yeah, but I don't know. When did they when did they smoke? >> smoking a blunt. When they picked you up? Yeah. Okay. Uh Was it like a full blunt or was it a roach or what was it? Uh you know, I'd say it was like half of the blunt like this much. Okay, and that was about 20-ish minutes ago or when they picked you up. Okay. The backpack that's in the car, whose is that? Uh what backpack? What backpack? >> a black backpack. Uh I don't know. Not sure? Not sure. Do you know if if Elijah had a black backpack? Uh not that I know of. Do you know what that other dude all had in the car? Uh no. Did you know he had a gun? No. No. Do you know he had a bunch of No. No. Okay. Do you know him to sell marijuana? No. Okay. Cuz there's it's it's obvious he's selling marijuana, right? Um but you don't even know who that is. No, I don't even I don't even know him. Have you ever met him before, ever? No. No. That was my first day seeing him today. Okay. All right, hop out with me. You have nothing on you that I missed? You said what? What do you have? Weed. Where at? Right here. Huh? Right here. Like, you're crotching it? >> This is an interesting thing where the officer asked if there's anything else you have, and I don't know the quantity that there was there, but the suspect says, "Yes, I do have it." and it was in the crotch. Things are most often missed in the crotch cuz people, and sometimes also it's uncomfortable going in there during the search, especially in the field. You have to be careful. There are policies that govern this. We just hope that it's never because we have seen that at times things have been missed in the crotch area. >> Do you have any weapons down your pants? [clears throat] I probably should. Okay. What I'm going to do is I'm going to release you from handcuff. Okay. All right. You're going to retrieve that and immediately turn it over to me. Yes, sir. If you try anything, it's going to be a problem for you, okay? Yes, sir. Sir, he's got a bag of weed in his pants. I'm releasing his left hand cuff. He's going to grab it. Turn it over to me. Okay. You smoke weed when you were driving 10 minutes prior to us Yeah. stopping you, right? Yeah. You're not supposed to smoke weed right right before you drive a car. Um cuz it's an impairing substance, just like alcohol. What I would like to do though is there's a series of tests that I'm going to ask you to perform. All right, what I want you to do is follow tip of my finger with your eyes only. Keep your head still. Okay, you understand that? Yes, sir. One. Two. Three. Close your eyes. And left. So, you see what he's the officer is conducting these sobriety tests to see if this person was impaired when they were driving. Marijuana sometimes won't give you some of the things that you would look for in a traditional alcohol-related DUI, but it's I guess very conscientious that the officer is making sure the guy is not wasn't impaired at the time that he was driving. >> Who is your front seat passenger? His [ __ ] name is Pooter, I think. Pooter? Yeah. You don't know his real name? No. How long have you known him for? For like a couple months. How'd you meet him? I mean, we all grew up on the same side of town. In the Eastside. So, I I get that, but you the statement you just gave right before that was you just known him for 3 to 4 months. No, no, no. Like, we grew up on the same block, right? >> Okay. And According to you, Pooter's bag there was a All right, there was a on the front passenger seat. There's methamphetamine, there's scales, there's baggies. All right, how often do you do you buy from him or or what's going on with that? No, I don't So, none of them in that bag was yours? No. Just what I gave you. Okay. You're going to get a couple tickets. As I said, I ain't trying to charge you criminally with nothing. You were pretty cooperative. I was a little pissed off, and I'm sure you can imagine, so I apologize for yelling at you. One of my buddies, right, he's my buddy just like those dudes are your buddies, just got drug in a car of some idiot taking off on us, right? He got He would have gotten released, but he would probably been He'd booked and released. Okay, now he's just gone to jail. All right, he's he's probably going to get locked up for a while to be honest cuz that He's He's going down on some charges for sure. So, you hear this is a very interesting closure to part of this element because it's just the beginning of another segment of it. Because both of the passenger and the driver spoke to the police. So, they're in the situation, if I talk to the police, they may be more lenient with me, but then I have to incur the wrath of the people in my neighborhood who may find out about this or I keep my mouth shut and then I incur the full wrath of the police. That's why you have to be careful who you hang around. There were some safety things that I mentioned and some good things that the officers did as well. One thing that could have likely prevented this and I see a lot of officers do this. When you get a person out of the car like that, they have them take the keys out if it's stuck in the ignition, keys go on top of the hood of the car so that a person can't jump in or just take off that quickly. But who you hang around and who you get in a car with matters.
