Can you come, please? >> Ma'am, don't have them come over here. Now, matter of fact, step out. Just step out for us, okay? I'd like you to come, please. Ma'am, [music] step out the vehicle. Most drivers who are impaired when they get pulled over don't realize that the second that the officer gets to the car, they're taking a snapshot of every single movement that the person does inside of the car to see if they're impaired. And no matter how much begging, no matter how much crying, and no matter how much chanting that you do on the side of the road, if you're impaired, you're going to end up going to jail. This is one of those. Go get her. This looks like one of those move over violations in Florida and there's some other states I believe have the same exact law where a person is required to move over to a free lane if there's an officer conducting a traffic stop. It extends past officers, any emergency vehicles, utility people, and I believe even a civilian vehicle that has up flares and their hazards on. And if you can't safely pull over to another clear lane, that you're supposed to slow down to under 20 mph. And there may be some other stipulations inside the law. But please look it up and know this law. It's incredibly important. It saves lives. Hello. Dispatch, we're staying. So, missing the move over and the officer's light, the pursuing officer is likely thinking impairment and watching for any of those signs or signals of impairment while they're driving. Not maintaining a lane, braking unintentionally. I mean, a lot of different things that they could be looking for. Strange place to stop, that will definitely be noted. >> Some things that I noticed from this officer, and I can tell you I don't know this officer, never seen them before, I'm sure. And I can tell you that they're very good as far as positioning on a car stop. Offset perfectly, even though the person was slow rolling a bit. Canted the vehicle, walked around their vehicle for cover in case they get engaged, approaching on the passenger side. These are good tactics. Without knowing the officer, I can say they know how to do a car stop really well. Good evening. Any idea why I'm stopping you? No, I don't know. You have no idea? No. Not the fact you didn't move over until it was the very last second you saw the deputy in the road? No. No. You okay? Yeah, I I I am. I just move on. Okay, you got your license, registration, insurance on you? Yeah. I do. Where are you headed tonight? Home. Home? Where's home at? Is it close? >> It's right here. You seemed confused when you were pulling over, too. Is there any any reason for that? No. A lot of us deputies and officers get hit a year because people don't move over. >> Sorry. Yeah. I'm sorry. I live I live here. Okay, do you remember what I asked you for? The registration and insurance as well? Yeah, maybe I'm going to give you a second to find it. When you find it, just give it to my partner. Roll down that window, okay? So, he can talk to you. That Sorry. So, this is one of those times where technology can actually be an an heel for you because their dexterity and ability to operate that touchscreen is something that's going to be noted. All of these mobiles, I mean, how they reach in for their license, whether they drop it, all of these things are noted. The officer is taking a snapshot of every single thing as far as the motor skills and behavior of the person that's in [music] the car. Person who's intoxicated usually doesn't realize that they look as intoxicated as they really are. >> roll down that window so he can talk to you and you can give it to him? Yeah, I will. Can you please roll down that window so he can talk to you? Yeah, of course. Sorry. It's not the right window, ma'am. Oh. It's okay. When you find your registration and insurance, just give it to him, okay? >> Okay. Sorry about that. Couple of things I'd like to note. The male officer, flashlight in the gun [music] hand. You know that I mention this all the time. It should feel like a hot potato inside his hand when his [music] gun hand is occupied while a person is reaching around inside the car. He looks like he's super sharp. He picked up on the fact, I believe, that this was one of those move over situations. So, this is just constructive. That gun hand should be as free as it possibly can be. Another thing I've noted is that I don't know if you've noticed, but uh we saw the glassy eyes of the female and her speech pattern was a bit off, but there's also this flipping of the hair. I don't know where that comes from, but I've noticed that so many times with people who have really long hair that they flip it like that. And obviously, that's not going to be a technical police thing on, but I've just something I noticed. If someone knows why people who drink a lot do that, I don't know. Share in the comments. [music] Okay, what do you need from me? Didn't she explain to you what she needed? Sorry? Didn't she explain to you what she needed? Yeah, I know. I have to open it. Where are you coming from? Uh my restaurant. What's your restaurant? Um 35 Bistro in Main Street. Okay. Okay. I just closed and I'm going home. You understand that anytime you just anytime you see emergency lights in the side of the road you're supposed to pull over, right? >> I'm so sorry. I literally put my flash lights on and said move over. I'm so sorry. All right, continue finding your registration and proof of insurance, okay? >> I'm from France. Okay. I'm from France and we don't do all these things. Well, unfortunately in the state of Florida now we we have move over laws for a reason, okay? >> for right here. So, what do you need from me? We need to re-explain to you we need the registration and proof of insurance. Okay. I don't have to open the car. Okay. This not open the glove compartment. Does a Tesla open the glove box? I don't know if it does or not. That's just interesting. Maybe it does. >> Sorry, I can't open the glove compartment. There's no key to open it. Why? You will need to do it manually. But, I can't. Tesla, please open the glove compartment. Everything I have here. It's here. Hey, Ms. Cooper. Yeah. So, what happened with your license? I gave it to you. >> No, I know, but what happened with it? Why isn't it valid? It's valid. It's not valid. I'm looking at it. What? Are you sure? >> October last year. No, it's valid. Yeah, but I'm I'm looking at it. I'm telling you it's not. Do you have a ticket or something that you didn't pay? No. You do not know how to open your glove compartment? I asked Tesla. Where are you coming from? Where are you coming from tonight? Ma'am. Ma'am. Ma'am. Ma'am. Are you not Are you not able to hear me? Are you just ignoring me? Fletcher. Miss I need to speak with you, okay? Can Ma'am, can you hang up the phone? Please, can you come please >> Ma'am, don't have him come over here. Ma'am, in fact, step out. Just step out for us, okay? Fletcher. Step out. Step out. Fletcher, can Step out. Ma'am, step out. >> I want you to step out, okay? Step out. Step out the vehicle. >> Step out. Fletcher, come please. Ma'am, step out the vehicle. So, one challenge I have is that they're both talking to her at the same time and giving her commands. Sometimes those commands can be contradictory, even if they want a person to do the same thing as far as movement, stopping, going, whatever, especially if it gets high stress. One voice, one person goes hands-on. I mean, those are the most ideal circumstances. And in this circumstance, it seems like it would be best practice for one person to be given the commands. Hang up the phone and step out the car. Come on, Miss Goodman. Let's step out, okay? Take off your seatbelt. Miss Goodman, can you step out, please? But you're not. Can you please step out? Put your phone down. Put your phone down and step out the vehicle. Cuz right now you're moving around too much. We asked you for simple documentations. You're not giving it to me at all. Step out. Step out. We're past that point, Miss. Step out the vehicle. We're not going to ask you again. Hang up the phone and step out the car. I'm trying to give you my Step out the car. But we tried and you couldn't give it to us, okay? I tried. I'm trying. Okay, let's walk over back here, okay? To the sidewalk. All right, I just wanted to explain a couple things to you, but you weren't really listening all that well when we were in the car, okay? I'm noticing a couple things from you, right? I notice a bit of an odor of alcohol. I notice that your movements are slow. I notice that your eyes are bloodshot and a little glassy, okay? With that being said, do you want to do a couple exercises just to make sure you're not too impaired to drive? Bravo 2 12 5 6. Bravo 2 12. Is that a yes? You're You're okay with doing them? Jeez. Jeez. Officer, I'm currently in hold your arm. Looks like a Pennsylvania tag is obscured. You said yes? I'm sorry, I can barely hear you. We got traffic. Foxtrot 4 Ma'am. 0 Stop walking away, step right Stay right there where you are, okay? Listen to what she's trying to tell you, okay? Do you want to run through them? I can explain them to you and I'm going to demonstrate them, okay? So, what it would entail is just me checking your eyes, you walking a line, standing on one leg. Do you think you could do that tonight? Okay. Let's get them started and get it out of the way, okay? But just so you're aware for future reference, your license is not valid. So, regardless >> Why? Why? Tell me >> I can pull I'll be able to pull it up later. All it tells me >> honest with me. Every time I have that, you know, in my emails, I have that. I go to the DMV and I get my license right. Tell me what happened. I can give you more details. All it tells me right now with what I have available is that it's not valid. But can you tell me why? Can you tell me why? But like I said, after we're done doing what we're doing here, I can tell you exactly what happened. But all it tells me is that it's not valid, okay? >> But tell me why. But I just >> it not valid? Ma'am, I just explained to you that we are provided limited information. So, it provides us the date and I can go back and I can try to look into it a little more and figure out why it is, okay? All right. Let's get these exercises out of the way and then we can figure out the license, okay? You said you wanted to do them? >> But why my license is not valid? >> We're stuck on the license. At this point, this is something You know what I mean? I want to know why. >> knew, I would tell you. But please tell me why. >> I would tell you. Again, if I knew, I would tell >> But please tell me why. I don't think you're understanding what I'm telling you, ma'am. If I knew, I would tell you. I was telling you out of a courtesy. Okay? Do you want to start running the exercises through and get this out of the over with so we can get out of the cold or Where are you going? Where are you going? Ma'am, stay in one spot, okay? I'm not going to ask you again. >> no, I Stay in one spot. Listen to what she's trying to explain to you. Two things I'd like to make note of really quickly is if you notice that the female officer, she keeps her gun hand clear the entire time. Obviously, she may have to utilize tools in this hand, but she keeps her flashlight in her support hand, which I think is also a very good tactical thing to mention. However, in the beginning, I noticed that she had fairly long fingernails, especially when she tapped on the window of the vehicle. Long fingernails can become a hindrance in a lot of situations, and it's not very tactical unless you plan on scratching somebody. Manipulating all of your tools, your nails should be the same size, and being short is most ideal. Cuz remember, police officers in certain situations have to don gas masks. We have to immediately grab tools, and long fingernails become a challenge, especially if you're grabbing onto things, you can end up even scratching yourself. She seems like she's doing a great job so far. We already talked about how tactically impressive her car stop was, but the long nails are a challenge. Let's just run these exercises through. You said you wanted to do them. I have 15 hours. You don't want to do them? No. Well, you're shaking your head no. I'm confused. >> No, but no, but I just want to know why my license is not valid. >> Ma'am, we're not on the license at this point. Once we get through this, I can explain to you better, and I can try to pull it up. But, at this point, I'm not entirely sure. So, do you want to just get this over with and start the exercises or no? Okay, just making you aware if we don't do the exercises again, it is your choice. But, if we do not, I would have to go based off what I have, which is your driving patterns, the fact you failed to move over, the fact it took you extremely long to pull over after my lights and sirens were being activated. >> no idea why you stopped me. I explained it to you already, ma'am. The fact I have to explain things to you several times is another example. The fact you couldn't provide registration, insurance, any of that. It took you a hot minute to provide your license to me. There's a lot of different indicators that I'm getting the blood shot. from. Can you please stop cutting me off? That's not what we're talking about. >> Okay, you have bloodshot glossy eyes. I would have to go based off what I have already. Or you could run the exercises. And it could determine that you're not too impaired to drive, but it's entirely your decision to make. >> to know why my license is not But we're not on the license anymore. That's what I'm trying to explain. >> We will explain that to you once you listen to her and do what she's trying to tell you to do, okay? >> to do the exercises? >> that done, we'll explain to you that hey, this is the reason why your license is suspended, okay? Listen to what she's trying to tell you, okay? >> Yeah. All right. Talk to her. Yes, sir. Do you want to run through the exercises? Yeah. Yes? Okay, let's get started. What I'm going to have you do is you stand in front of me. Nope, facing me. You're fine. >> That's fine. That's okay. I want you to stand with your toes touching, heels touching, and hands down by your side, the same way I am. You see how my feet are? Yeah. Fantastic. And you're going to stand with your hands down by your side. I don't want you to do anything else until I tell you to. Any questions so far? Any questions so far? I do. No. No questions? Okay, just keep your hands down by your side until I tell you to do something else, okay? Keep your feet together, the same way mine are. Yep, you see my feet? Yeah. Toes touching, heels touching, hands down by my side. That's not how my feet are, ma'am. You see how my toes are touching and my heels are touching? Like this? Do you see the way my feet are? I'm demonstrating it for you. So, my toes are touching and my heels are touching, okay? That's not how my feet are, ma'am. There you go. Okay, and I want you to stand with your hands down by your side, okay? The same way my hands are. Flush with my side. Not like that. Like I don't know why you're waving your hands just like the way my hands are, okay? Do you see my hands? Mhm. Okay, just keep them like that. Okay, is there something in your hand there? That's I have I have a accident. Okay, that's okay. I was just making sure that you weren't holding anything. Just hands down by your side, okay? Do you wear glasses or contacts? Yeah. You do? Glasses or contacts? >> Contacts. Contacts? Are they colored contacts? I'm sorry, I can barely hear you. Yeah, you're talking to me. No, I'm saying I'm trying to hear you. I can't hear you. Okay. Just keep your hands down by your side, okay? I don't know what that chanting thing is that she's doing to help her through this. It's peculiar. I don't know what it is. If someone does, please share. By your side. Yep, by your side. The same way I've showed you a few times now. Okay, do you have diabetes? Yeah, I do. You do have diabetes? Yeah. Okay, what type of diabetes do you have? I'm sorry. >> No, no, I'm cold now. Okay, what type of diabetes do you have? >> now. You being cold doesn't have anything to do with diabetes. What type of diabetes do you have, ma'am? I'm cold. I'm sorry, I'm cold. Okay, what type of diabetes do you have? What type of diabetes do you have? Ma'am, what type of diabetes do you have? She's asking about diabetes because a person who has low blood sugar it actually mimics a person who is under the influence of alcohol. I've seen it happen before. I've even had medical come out to the scene to prick the finger and test the blood sugar and try to get them straight. In fact, interesting point. The case law that governs police use of force, Graham versus Connor, which was a person who was having a diabetic episode and went into a convenience store to try to get orange juice to try to get their blood sugar regulated. But back to this, this chanting I have no idea what it is, but I do notice that she has something in her mouth and people often do that because they [music] think it's going to cut the smell of the alcohol or it will be able to throw off the breath machine. I even had a person one time who I have found a penny [music] underneath their tongue. They thought that that would throw off the breath machine. It's not going to work. And if you do that, it's going to be noted in the report that you're attempting to, you know, thwart the whole investigative process [music] by having something inside your mouth like a penny. >> You have to talk to my doctor. Okay. I don't know. >> You don't know what type of diabetes you have? Mhm. Okay. It's not a game. What I'm just going to have you do is stand the same way you were just standing. With your hands down by your side. Do you see the tip of my pen? Do you see the tip of my pen? Can you look up? Ma'am, at this point, if you don't cooperate with the exercises, then we'll go based off what I have. >> know, but I'm just trying. I'm cold. I'm cold. Okay. Do you see the tip of my pen? It's not a game. It's not a game. It's not a game. Okay, I'm giving you one more chance. Okay. No. I'm asking that you focus on the tip of my pen. >> It's It's cold. >> And I can understand that, and the quicker we get this over with, the quicker we can get out of here. >> trying to be Honestly, I'm trying. The quicker we can run through this. >> not a game. Do you see the tip of my pen? I'm going to try one more time. Do you see the tip of my pen? Again, if you refuse to do these exercises >> I'm not trying to. >> I'm cold. >> Look at me. So that has nothing to do with why you're not looking at me, ma'am. >> I'm cold. That has nothing to do with why you're not looking at me, ma'am. >> cold. I'm cold. Okay. Can you look at the pen? I'm cold. Can you look at the pen? >> I'm I'm cold. So you can't look up because you're cold. Yeah, I am. I'm cold. I'm freezing. >> And I understand you're cold, so I'm >> I'm freezing. I'm freezing. >> But that doesn't stop my ability to look up. I am freezing. Look. So at this point, I'm taking this as a refusal. I am not. I'm just cold. >> Okay, then look at the pen. I'm just cold. Look at the pen, ma'am. >> I'm just cold. I'm trying to be patient with you, ma'am. Can you look at the pen? >> I'm just cold. Please. Please. I'm just cold. Please. I'm cold. Are you going to look up at the pen or not? I am cold. It's okay. It's okay. Listen, I It's okay. I'm I'm it to you, and you won't listen me, okay? okay. I'm fine. It's okay. I'm just cold. And I understand that, ma'am. Stop moving, okay? Can you stop moving your hands? Yeah, it's fine. Just put your palm facing the other way. It's going to be more comfortable for you, okay? It's okay. I'm not doing >> to go this way. Do you have anything on you that's going to poke me, stick me, hurt me? No. Okay. Let's go up to the jail, okay? Let's lean your chest up against here for me, okay? Yeah. Okay. Um, I don't have anybody I don't have any family here. Then I call somebody to bail me out. Please. >> Yes, ma'am. You'll have a $1,000 bond. Um, if they go if they go through a bail bondsman, it'll only be 10% of that, okay? So, it'd be about 100 bucks. Okay? Then can can somebody can bail me out? Yes, somebody can bail you out. Um, that wouldn't be up to me. It'd be up to the jail, so they'll be able to explain it a little bit better to you. >> Then it but but tomorrow is is is Sunday. Right, and I believe that they are 24 hours as far as the bail bonds. They're 24 hours. Can you can you call somebody, please? >> Once you get down to the jail, you can make a phone call, okay? Right now, we're past that phase. >> Listen, if you cooperate with me, then I'll grab your phone and I'll allow you one phone call before the jail. Okay? But you need to cooperate and you need to not >> I will I will Okay. Can you spread your feet a little bit for me? I I I would do anything Yeah, well, there's not a whole lot I can do about that. Yeah, yeah, yeah, yeah, yeah. Her cuff came off. I don't know if you noticed it. She has like a some kind of issue with her hand. Like one of her hands look like it's smaller or and I don't want to say anything bad about the lady's hand, but she's got like a I don't even know the correct term for it, but she looks like she has a small hand and it's difficult for them to cuff. A medical person, can you please chime in? I don't want to say anything about this lady's hand. Please, please, can you can you please do that for me? Please. We will allow you to make a phone call. Relax, okay? I said I could I said I would I said I would do that for you. I said I would do that for you, okay? But we're having a bit of difficulty with your with your hand here, okay? I'm not going Okay. We're going to We're going to switch these to something else because I understand that your hand is But it's a policy thing. Can you go grab it? I'm good here. So this is interesting cuz she says that it's a policy thing because there's a policy especially on you know a department like this which seems very progressive about how you can handcuff a person especially if they have a medical challenge like the hand whether you can handcuff in the front where they have to be handcuffed in the back where you can use hobbles that have Velcro on them which we usually use on the feet or flex cuffs. A lot of different options but she mentioned policy which is good. Just relax for us, okay? You can relax. We're going to allow you to make a phone call once you get you secured into the vehicle, okay? You can leave tomorrow morning. You can get a bond man to get you out. So let me mention something about the cowboy hat on the female officer. Some people think that that looks good. I mean I don't go for looks as far as how those things go but it looks like her hair is up which is good and from a tactical perspective but I'm not a fan of hats like that unless a person trains with it because you get into a scuffle that thing can fall down and it becomes a hindrance. I believe your periphery probably is somewhat restricted by wearing a hat like that and in defensive tactics again if you're in a struggle does she train with that hat on? Command presence is the only reason I can think of and I see a lot of those troopers that have the DI campaign covers and they look super duper for sure but again I think that those can also be a challenge. I'm going to grab something so that I cuz her arm she has like a I would be more than happy I'm going to grab something so that we can secure her perfectly. And then you'll get one when you get there as well. I just told you that I would be more than willing to give you a phone call before we get to the jail, okay? We're going to find something a little more comfortable cuz I understand that your hand's in a in a predicament. Please can somebody help get out? The jail can explain it to you better, okay? Cuz I'm not sure how that works. I I I don't want to go to jail all day tomorrow. I don't I don't know. You're doing the front? Yeah. Okay. What we're going to do is you're going to put this in the front. That might be better doing it that way. What did you say? Yeah, it would work better. You should just do that all the way down. But can can I get somebody to bail me out tomorrow? Yes, ma'am. Yes. What time? They can start working on it now. Um but you have to wait in jail for about 8 hours. So, what time it's so you'll be out at 8:00. Okay, we're going to put this on. We're going to put this on. You don't think it's worse? Okay, never mind. You're fine that way. I'll grab your phone. Is there anything else that you're going to need? Just my phone. Okay. And what about my car? Okay, it's going to have to get towed. We don't have anyone that can do that, okay? Just have a seat for me, okay? Female officer is very, very professional throughout the whole process. Didn't take anything personal, remained calm. I really like what I've seen so far. The handcuffing in the front is a challenge, but again, she's got this medical issue. But they didn't use the hobble, so I mean, it's just one of those weird predicaments that you don't expect to deal with on a shift. >> up first, okay? Yes, ma'am. I understand The five things is all the cops, they come to my restaurant. They drink, drink, drink, drink, and they drive. She slipped out of the cuffs. So, I'm not going to put this one on the officers so much because they attempted a lot of different methods to work with that really small, like child-like hand. The lady took advantage of it, and now she's slipped her cuffs, which we This is probably number 11 that we've done where the female has slipped their cuffs. But because they cuffs, nobody stop them. And this is the reality. I have videos of them. And they drive, and nobody stop them. I'm telling you. And there you have it. A person who is being placed in custody and arrested for suspicion of DUI and now blaming officers who come into her restaurant and drink off duty that she says that she witnessed driving. This is pure unaccountability for someone's behavior. And this lady is not young. If you know someone who has this type of situation is not going to be accountable for their behavior, especially behind the wheel of a car, send them this video because they need to understand that this is incredibly serious. A thousand dollar bond was what the officer mentioned. 10% of that is a hundred dollars. In the comment section, tell me if you think that that is a sufficient amount for a bail for a person to commit this act. Like the video.
