I would frequently find books like that where these people on the sovereign side study these contract laws and that's how they spew off the verbiage. So you mix a whole lot of weed, some books on law and potentially a mental illness in the sovereign thing and it's possibly one of the worst possible combinations an officer can end up dealing with.
