I'm going to carry you if you don't walk. >> I'm going to rip your shoulders out of sock if you don't stop. >> Do that. You hurt me. >> Arkansas is a state that often gets overlooked in the big scheme of things. But when it comes to policing, Arkansas State Police really handle business. If you decide to commit crimes, I'll tell you, Arkansas is not the place to do it. Don't run from the Arkansas State Police because if you do, they're going to catch you. This is one of those. Throw it. I want you to take a look here. This mic brakes lights. Whatever is green or illuminated is what's active at the moment. And it's kind of interesting when you watch the videos to see what is activated during whatever occurs. It's not in all the videos, but it's in some of them. When it's there, you should take a peep. >> No seat belt on this gray Honda black channel, white t-shirt is boiling. No, unfortunately. >> He mentioned the seat belt violation. He called out that he's going to conduct a stop on the person. He observed that didn't have a seat belt on. And not in every state can you stop a person just for the observation of a seat belt. If you stop them for speeding, they don't have a seatelt on, then you can sight them. In other states, if you observe a person without a seat belt, that's a primary violation and you can stop them for that. But it's not every state >> 254. >> Slow rolling. He's not stopping. >> Genton Locust. North on Locust. Not stopping Arkansas 428 Adam BLN 428 1037 Speed's 45 white almost no traffic black male white t-shirt. >> Good job so far calling out the speed, direction of travel location, suspect description. Now just taking to mind our initial charge is no seat belt and we're at 45 mph in a residential. You have to start asking instantly, should I continue this pursuit? because you can see the speeds on the bottom so you can see when brakes are applied. I'd like you to chime in whether you think this pursuit should continue. At this point, we now have an eluding, but again, it started from what was a seat belt violation. >> 60. on drone blown out the window. 21st in counting >> 85 mph. Said he's throwing out of the window. Below the red light at 24, northbound at 29. His speeds are probably over 100. Officer 107, do we let this continue? >> He continued >> 38 38 run on foot in Arkansas County. >> You can see this guy is making things way harder for the cops than it needs to be. Just like how Medicare companies seem to make things more complicated than they should be, which is exactly why Chapter was created. You see, right now countless people are on the wrong Medicare plan without even realizing it. And that is a huge problem. However, with Chapter, you'll gain access to independent salarybased advisors who compare every plan option available to you to help you understand which one correctly fits your needs. The call to them is also completely free and it only takes around 20 minutes. So call Chapter today at 844-5336078. And again, that's 844-5336078. On foot. On foot. Run back towards Arkansas. Where'd he go? Where? That police stop. You're going to get tased. You're going to get tased with your hands. STUPID RUNNING FROM ASP, BUDDY. >> NO, shut up. I don't give a [ __ ] >> Before that, he said, "You're stupid for running from ASP," which I'm guessing is Arizona State Police, and it's very stupid. >> What's your name? I'm just ready to bring you. I had to raise this guy. >> Okay, stand up. >> STAND UP. SHUT UP AND STAND UP. >> Walk back to my car. >> I can't. >> You're going to walk. You can run all this way. You're going to walk back to my car. I just got hit by a car. Come on. >> I got hit by a car. >> 25. Hope I get out. Stand up. >> Okay, >> you're going to stand up. >> Let me try to sit up. >> I've got 115. Can you hear me? >> I'm walking back to my car. Get EMS to the intersection there. >> Walk. No, my leg is hurting. My leg hurt. >> Get your hands back behind you now. >> My legs hurt you. >> Get your hands behind you. >> I'm going to rip her shoulders out of sight. If you reach one more time. AM I CLEAR? AM I CLEAR? >> I can't. You're trying to hurt me. >> What do you have in there? Do you have >> No. >> Do not reach again. >> I don't have nothing. >> You have anything else on you? Go ahead. >> Did you hear another vehicle? >> 104. Oh my god. >> Yeah, you are. >> How long? I hope a long time. Been over. You're going to walk like that. >> You can't grab my hair. >> WALK. >> WALK. MY HAIR. >> You're about to get slammed again. You better walk now. >> YOU GOT YOU PULL MY HAIR. >> WALK. You just >> You're about to get your face saved. >> I know. I just My leg. >> MY LEG HURT. OH, my leg hurts. >> My leg hurts. >> I don't care. Land over my car. BEND OVER MY CAR. >> OH, my leg hurt. >> I don't care. Stay right there. >> Hey. Hey. Hey. Hey. Call my mama. 77 What? >> Help you know all of YouTube knows your mama's number now. Stop. Stop. >> I ain't did that. >> Who are you? >> Who are you? Bro, you're harassing me. >> STOP MOVING. JUST STOP. >> BRO, you arrested me, bro. >> Hey, hey, bro. Come here, bro. Please. >> Don't come over here. >> Hey, hey, hey, bro. You got to hurt me, bro. >> Lean over THE CAR. >> GOSH DANG. >> Chill out. >> You're done. It's over. Stop. My lady is up in the car. Stop. >> Hear my money. >> No, we're going to my back seat. >> No, you got to stop. >> I'm going to carry you if you don't walk. >> Absolute unit of a Arizona state policeman. And just to think about the dexterity that it took. He didn't get out on foot and chase him. Smart enough to use his vehicle to follow the suspect, understands his vehicle enough to how to maneuver it through all of that terrain, get out and chase him into an unknown and single-handedly take him into custody. However, I do want to talk about something that's incredibly important. The [music] pursuit. We saw that this ended in a traffic collision. Is it worth it under those circumstances to continue to pursue a person who's driving in that reckless manner? Well, there are alternatives. Maybe shut down. Hopefully, they slow down, bubble the area with other units. But again, if the result is that a family gets mass, there are going to be people asking serious questions. So, I think about that as well as families who are on the road just driving through a green light at their speed limit and then someone colliding at them at 100 mph. It can be catastrophic. >> I need help, bro. What you say? What you say, BRO? >> You got a rhythm. >> 25. I need more trying to get in my back seat. You ain't going anywhere. >> Thank you. >> They got my >> Yes, I do. >> You have trouble with >> Just back away. >> All right, just back up. >> Come on, bro. It's going to be uncomfortable unless you just comply. Okay, you need to sit down. We're going to sit like this. >> I want to go stay in the jail, bro. >> All right, then. Sit down in my back seat. >> Okay, you're trying to arrest me. Turn around. >> They're here. Let them know I'm in the parking lot. Parking lot of the bank, >> bro. Hey. Hey. I need y'all to call somebody. >> Stop. >> Please, bro. >> Stop. >> What you trying to do to me? >> Stop. >> Please. Hey, bro. >> I'm going to rip your shoulders out of saki if you don't stop. >> Do that. >> Do that. >> All right. I'm going to get in the car. I'm getting just get in the car. >> You hurting me, bro. You hurting me. You're hurting this car. >> You got something at that county boulevard have a trooper on scene requesting assistance to the parking lot at Bank. >> Looks like he's trying to slip his cuffs. And reminder, there are other units who had got to the scene, saw the wreck, and stopped to assist. And that might be why it's also taken so long for someone to come and back up the trooper since he said he had him in custody initially. There's a complete collateral investigation going on while this trooper is over here handling business. Good thing he's this unit of a person that can handle a person that's non-compliant. Slow down. >> He's in my back seat. Just watch him. He threw a bunch of dope. I'm going to go grab all that. 25. My radio is not working right, but I guess we're good. Now I'm 104. I need for use of force complete. >> Another interesting point of note is that the person was making this complaint that their leg was broke. They couldn't move their leg yet. It looks like he's doing some type of acrobatic trying to get the cuffs off or trying to slip the cuffs under his leg while he's in the back of the car. So in policing, I've said the same before, half of what you see, none of what you hear, cuz this guy was complaining that he couldn't walk. His leg was broken. Yet this guy doing this Houdini trick in the back of this police car. Yeah, he threw a bunch of weed along the way. Probably several more ounces, but just weed. >> Damn. >> Ain't worth it. You see it cut? >> Yeah, it is. Buster. >> It hit you. >> No, I think I accidentally hit. Thanks, buddy. Don't really You got somebody else coming. You want some transport for you? >> I got it all. I appreciate it. Just hold traffic for me so we can get everything going over there. >> Shut up. We saw that this was what initially started off as a seat belt violation and turned into multiple felonies. The trooper mentioned that he had the green stuff on him which depending on the amounts in the location those can end up in being felony charges and then those kind of looting can end up being felony charges. That's why I say felony stupid. Again, I'd like to mention to officers especially if you're going 100 miles hour after person and the initial violation was a seat belt. Is it possibly better to think about another option as opposed to getting yourself or someone else injured? It's important for officers to think about those things cuz I want to see everyone go home at the end of ship.
