Shut the door. Shut the door. >> In policing, you realize very quickly that every car stop is like a mystery box. And some of those mystery box open up to a person being very verbally disrespectful. A scuffle inside the car and one of the most disrespectful acts spitting in the officer's face. This is one of those. Hey, stay in the car. Get back in the car right now. My bad. >> Get back in the car and close the door. Tango 161050. >> So the officer I can tell you tactical. You see how he can his vehicle off. The engine block is the best cover that a vehicle provides. The officer has caned his vehicle off perfectly. And if a person jumps out of the car, I can tell you right now, nearly every officer is going to have their adrenaline jump up because it's not normal. And we always wonder what could potentially happen. And we've seen people engage officers by jumping out of the car quickly. I'm glad that the officer got out of the car very fast and now he's in control of the situation. I just had to move my stuff. >> Oh, well, don't jump out of the car like that. >> My bad. I just had to move my stuff. That's it. >> What's going on? >> Stay facing forward. Back in the car. >> I just move my I just move out my house. I'm just going to >> What? What about that makes it appropriate to jump out of the car in a traffic stop? >> Cuz you you you pulled me over for what? What you pulling me over for? What did I do? I saw you at the little speed. You >> want to keep it in your mouth? You want to keep it in your mouth? No, I just want to No, I just can't look, bro. I just can't just move myself. >> What? What does any of that have to do with you jumping out of the car at the beginning of a traffic stop? When is that appropriate? It doesn't matter what I pull you over for. That's how you get hurt because I don't know what your intention is. I don't know you. You're putting me in some kind of I don't care, bro. How do I know that? Act like an adult. This isn't that big of a deal. You're about to make it a real big one, though. >> I'm sorry. I'm sorry. I'll just >> Where's your driver's license at? Ridiculous. Do you not have a license? Awesome. Step out of the car. >> Turn around, please. >> Wait, wait, wait, wait, wait, wait. Hold on. Hold on. Wait. Wait. Wait. Wait. Wait. Wait. Wait. >> WAIT. [screaming] WAIT. Record this. Record this. Okay. Get on the ground. On the ground. >> Okay. Okay. Okay. Okay. Bro, bro, >> get on your stomach. >> On your stomach. >> Can you go to the house? >> Bro, I'm trying to move myself, bro. >> 10. We're 105 resisting. LIKE WHAT THE BRO? >> STOP PULLING. NO, MAN. MAN, BRO, I need to move my stuff, bro. Like, real talk. I need to move my things, bro. >> Bro, I need to move my things to my mama house, bro. Like, >> stop tensing up and relax, >> bro. I am relaxed, man. >> Roll on your side. >> Like, bro, >> take a 16. Take a 17 with me. He didn't already call it out. We're 10:15 with one that resisted. Like, damn. Get out. Talk. >> No. Now you're going to jail. >> Can you give my girl her money? Give my girl that money. >> No, it's on you. >> No. Get her that money, bro. >> Babe, get your money. >> Stop talking. >> Get her money, bro. Like, please give her money. >> See if we can get one more non-emergency. We have a pastor in the car. >> No. No. No. Babe, just chill. Just chill. Don't say nothing. >> Don't say nothing. >> Take your own advice and stop talking. >> Can you get her money, please, though? >> We're on the other side. >> Please. Please. Please. I want to stop here because it's a lot that happened in that short period of time because there are some things that I believe could have been more effective from definitely both sides. Let me just address this guy jumping out of the car and the officer's like, "Whoa, whoa, whoa, get back in the car. Don't jump out of the car." And I already said that makes officers feel like there could be some kind of threatening behavior by jumping out of the car. But let me present something different to you because the officer said, "Get back in the car." There are two schools of thought with this. And I'm going to give you the other school of thought which is if they want to mim themselves which is Pennsylvania MS als going to ask them to come out for offic you sir come back to me keep your hands out to your side step to the front front of my vehicle. Do we want to put them back inside of an unknown again? There are two sides because there's someone going to say well if he comes back to me then maybe he might take off running or a whole bunch of then I got two places I got to look at maybe. Are we not more aware of this person if we are saying step back to me and having them keep their hands up to the side and we operate in our patrol vehicle? The other thing is I think that the officer was his adrenaline was up because it freaked them out that the guy jumped out of the car and I think that he may have escalated it a bit with the things that went on because it looked like the guy was willing to surrender in policing and special negotiation. If a person wants to surrender, let him surrender. I think the guy was saying he rolled the windows down, he lifted up his shirt and I don't think that the guy was really supposed to park. I think he was trying to likely evade the officers, but can we take it down just a notch and let the person surrender? I think the guy said that. He said, "I apologize. I He came out with his hands up. He rolled the window down." And then I think the officer called him, "Bro," he's like, "I don't care, bro." And he started chastising the kid. And I'm going to say this sometimes when you're a journalist, you do do those things. But there's a saying in old school policing that either you book them or you chew their butt. You don't do both. Because if you do both, you sow the wind, you're going to incur the whirlwind. And the police are going to win justifiably so. But can we deescalate the situation and still be tactical? And again, the other challenge is that we had this female, their back was turned to her several times. This is an unclearared vehicle. >> Damn, bro. >> Stay on your side. >> Little bit of marijuana, huh? >> Just a little bit, but it ain't nothing, bro. >> Uh, well, it could have been nothing. >> Yeah, it's nothing. It's a little point. It's 0.9. You can't arrest me >> on your butt. I can't actually. >> You could arrest me for drug license. >> I can arrest you for the marijuana, too. And in fact, I probably will at this point. >> Wait, wait. My shoe. Can I get my shoe? >> Damn. Bae, ask some bro. Hurry up. >> Like for real. >> Stop tensing. >> You [ __ ] you, [ __ ] What you going to do? You [ __ ] BANG. RECORD THIS. RECORD THIS. [screaming] HEY, I'M HURT. >> STOP. >> I'M HURT. >> STOP. STOP. >> Stop kicking me. >> I'm hurt. >> YOU GET UP ON THE GROUND. >> YOU I'M HURT. >> KICK ME IN THE GROUND. >> I'M HURT. >> Get in the Get in the vehicle. Get the >> Hey, >> shut the door. Shut the door. >> Oh, mother. >> Bat Leo. Step it up. [groaning] >> You spit right by my mouth. Bro, >> stop here and we're definitely going to talk through this. Getting spit upon is one of the most disgusting things that a person can do to a person. It has happened to me. In fact, it happened on New Year's Eve on Fremont Street. In fact, I'm going to pin that actual police report in the comments so you can read the report. So, I'm speaking from someone who this has happened to. It's degrading. It's embarrassing. And there are possibly communicable diseases that you can receive from a person. Medical people, please write what a person can catch from someone spitting in their mouth. It's disgusting. But let me talk about the professionalism of the officer because a lot of people if they get spit upon or if they get spit on, I'm not sure exactly which is the correct phrase, on or upon, they're going to lash out violently. Thank God I didn't because I was able to keep my career and this officer was professional enough to not lash out violently. I know officers who have. I can tell you I hired on in the '90s, early '9s. If something like that would have happened when I got hired on, I see these types of situations occur today. Back in those days, what would occur? There would have been a broadcast on the radio control roll medical to my scene. Police back then were extraordinarily heavy-handed and I am not justifying a person hitting a person in handcuffs. That is why the professionalism in policing, when you see it, you should take your hat off to it because the average person is not ready to be spit in their face with their mouth open. So, shout out. But this is a question I'd like to pose. An officer that does this and then hits a person, should they lose their job? If an officer lashes out by striking a person because they're angry that they got spit upon and they hit a person in handcuffs, should they lose their job? Please, in the comments, put yes, they should lose their job or no, they shouldn't lose their job. And just put the area cuz I love to see regionally how how you look upon that stuff. Do >> you have pepper spray? >> If he keeps kicking the window, we'll pepper spray him and put on the ground. Step out of the car. Step out of the car. >> What did I do? >> Right now, you're being detained because this situation is getting out of hand. You're not in any trouble. Are you pregnant? >> Yes. >> Go ahead and step out of the car. >> Listen, you're not in any trouble. Don't start doing what he did. Step out of the car. >> No, I'm not doing anything. >> I got you. Put your phone down. Work and I need to make money for my Put your Put your phone down. Ma'am, listen. You're not in trouble. I'm doing this for my safety. >> I didn't do anything. >> I'm not handcuffing you behind you. >> You're being handcuffed in the front. >> What he did? >> You just watched what he did, right? [laughter] >> That's nothing. >> You just spit in my officer's face twice. >> That's not nothing. >> So, this is an interesting step that the officer makes. Again, I'm not there, but I'm wondering what was the reason for handcuffing the female. They never got out, never did anything. And this was initially, I believe, for a traffic stop. Again, these can escalate into a whole bunch of different things. But if there's really a threat with her, why not handcuff her behind the back? I think there was a mention that she was pregnant. It's just something that I have never seen before. And again, there may be a reason why the officer did it and we just have her sit on the curb and watch her. I mean, she didn't do anything that I saw, but these are just questions. And when you watch these in your briefings and you talk about these things cuz they're going to happen, discuss as a squad why you would think this would be a good idea or why it might not be a good idea. Another interesting point is he said my officer. If an officer refers to another officer as my officer, there is usually a superior subordinate relationship. I didn't see any rank, but I don't know. They don't seem like a normal patrol unit. We have this unmarked car. So, this is a really interesting dynamic of what's going on here. A lot to learn. Come on. >> Because we didn't do anything. We was just trying to move our stuff. We just got right [laughter] now. Please, please. We didn't do anything. Sir, >> he just has bad anger issues. He doesn't know how to control it. >> I got you, but understand. Let's Let's talk it through for a second. Okay. Right. I stop a car. We never met you guys before in my life. Have no idea who you are. Right. The first thing he does is he whips into a driveway and jumps out of the car. >> I don't know who he is. I don't know if he has a weapon. I don't know what his intent is. >> I know. He's just scared. I get that. >> And so is the officer to some degree. This is something to think about. If you get pulled over by the police, jumping out of the car is not a smart thing to do. >> But then once he figures out, hey, this is a traffic stop. The point where cooperation goes a long way, right? >> All I was doing is follow simple instructions. Stay in the car. Identify yourself. I don't have a good license. Okay, step out of the car. You can be detained because you don't have a good license. And then he tries to reach for the gear shift to take off. And now at this point, I think he's going to hurt me with the Yeah, he absolutely. This isn't a question on body camera. I watch him do He reached for the gear shift. I had to push him back and turn off the car. >> And he's fighting with us. He spits my officer's face twice. All for what? >> You know what I mean? As simple. The reason I'm stopping you guys is because >> my valid Yeah, I was going to get that deal done with today, but you know, >> not that big of a deal, right? But now, what are we going to do? You know what I mean, right? What could have been a simple conversation, a ticket, I'm assuming. Is that a real temp tag? >> Yeah, that's um it's just >> expired. >> It's just expired, but it's legit. It's legitimate. Yeah. >> Yeah. So, what could have been a simple ticket is now what? He's got multiple felony charges for for no reason, right? What could have been a conversation and a ticket? He escalated this point because we had to protect ourselves cuz we don't know who he is, right? >> Yeah. >> I don't know what his intention is, what he's trying to do. Sir, sir, is this Do you know these people? >> I need to get out, man. >> All right. Do you know these people? >> Really? >> Yeah. They pulled into your driveway. They said that this is where they were coming. Is that true? Or do you just not even know these people? Did they pull in my driveway? >> Yeah. >> All these drivers on the street, they pull in my driveway. >> That's what I'm saying. I'm saying what the [ __ ] >> That's what I'm saying. Do you even know them? >> Why would they pull in this driveway then? >> They said they lived here and they knew you. >> Why would they pull in this driveway if they didn't? >> I'm telling you because they're saying they lived here. Do they not live here? >> That red house over there. >> So, you don't live here. He was lying about that. Char. >> We're going to get you out of this driveway, man. Don't worry about it. Okay. >> Let this police know what's going on. I'm I got a divorce from my wife. The papers is for me to get. I need to get to get him. But she ain't going to let me get him. >> Okay, bro. We're about to get you out of here. I was just asking a question cuz they're saying they live here. >> Bro, let me >> All right. How about this? Go back to your car. We're going to get all this moved so that you can get out of here. This interaction doesn't need to happen anymore. You don't even have anything to do with this. All right. Go back to your car. I'm going to get the car moved for you so you can get out. Yep. Go back to your car so that I can get all this situated for you so you can get out of here. >> Can someone just come stand by with her somewhere else so we can get this vehicle moved so this gentleman can get out? I'm about to move everything for you. >> I got 4 hours. You don't have to do anything. >> Okay, awesome. Even better. >> Okay. >> Can you back up first? Can you back up? >> I thought you said we were good, man. >> We We good, but I was just going to say somebody knocking on the window. They might know me. >> Did I see who it is? >> No, he's just being extra. He's been doing that the entire time. >> Thank you. >> Y'all good. We appreciate you. >> Looks like he's got THC edibles in a lock box underneath his uh seat from the key that was in his pocket. >> Turn around. Face the glass. Stop looking at me. Face the glass now. >> I want to talk to Miss Cox. Talk to Miss C. >> Miss Cops. >> Stop yelling. >> Miss Cox, >> if he wants to be like this, then his cuffs are fine. He can just put him back in. >> Babe, can I talk to Miss Cox for like a minute though? >> No. be back in. >> MISS COP, >> go get her. >> All right. Thank you. >> Put your knee inside. >> Hey, >> this is so [ __ ] up. You crack the up. You got the up. You [ __ ] ass crack. You racist. Swear to God, I see you off work, [ __ ] You know the I be at >> this threatening of the cops. This is never ever a good idea. And I'm going to tell you, there's two sides to this whole thing of threatening police. As long as a police officer doesn't let it affect them emotionally and they don't go back at the person, it's a loss for the suspect. And just let them talk themselves into whatever other charges they can possibly do. But if you let yourself get emotionally responsive to the things that they're saying, it can cause challenges. Ignore it. >> Y'all think y'all tough because y'all got badges. Y'all ain't TOUGH WITHOUT NO BADGE. MAN, [ __ ] I dare you. Put your hands on me when you get off work. Put your hands on, man. I swear to God. I swear to God, you ain't going to look, bro. Swear to God. I ain't going to threaten and I ain't going to say no threat, but I swear to God, he going to crush y'all ass. Watch. [ __ ] one with y'all and I'll make your ass want to pepper spray me so bad. I'll beat on his glass all day. You You talking about beat on his glass and you you do I'm s your ass too. I'm going to get out of jail today. I swear to God I matter fact. I'm I ain't going to get up today, but tomorrow dance your ass getting out the mall and you going to see my face right back in traffic and I'mma dog I'm going dick your dumb ass. I'm going to make your ass crash. Send your send you to your dead grandma [ __ ] I'm going to send you to your dead members, your dead family members, [ __ ] You want to put your hands on me. I bet you you was in these streets. You want to do that? Y would have called the police. Police ass [ __ ] That's all you want to be a police cuz your ass get bullied in school. Yep. Your ass used to get bullied. Well, it's all right, buddy, cuz we got jokes, too. >> We got jokes, too, buddy. >> So, it looks like he was handcuffed properly. However, he was just he had the dexterity to be able to move his hand to the front. If it doesn't violate your department policy, there's a trick that you can do. When the handcuffs are handcuffed behind their back, you just latch one of these into the one of the belt loops on their pants. If you do that, it inhibits their ability to pull their hands to the front. Is it still possible? Yes, but it makes it much more difficult. And if you can just hook one in, it's helpful. We used to do that. I don't know if your barman policy allows it, but it's a pretty good tool to help from pulling the hands all the way around to the front. >> Now, guess what? I'm going to drop a whole diss track on y'all ass. And y'all ass going to be mad as you heard what [ __ ] say. The police. The police bad the police. The police. You talking about y'all ain't saving no life. Y'all killing us black folks. Puss ass crackers. But it's all right cuz soon slavery hit or you white folks going to be getting slaved by us and we going to be whooping the [ __ ] out y'all ass. Oh trust me whooping the [ __ ] out your ass. I'm going to have fun and if I catch you in my field or your ass going to get whipped like a slave for real. Whoop your ass like how they did in 1965. Yeah. How you feel when I spit in your face? [laughter] Yeah. You feel salty, didn't you? >> Your ass can stay quiet all you want. But I bet you you ain't no saying crap. >> True professionalism from this department. I mean, listen to what this man is saying and he was spitting into his mouth from this person and he's not even responding. And I can tell you another translation of what he's saying. If you respond to what I'm saying and you do something stupid, your department and your city's going to buy me a brand new car cuz it happens. Police get sued and officers let their emotion override their intellect. When they let their emotion override their intellect and their training, those bad things can happen. Those that kind of lawsuits exist. They happen. Don't you touch [music] me and you tease me. I swear to God, you better you better get ready for get fired. I hate you [ __ ] That why you [ __ ] going to [ __ ] that why these all these buildings going to burn. You can go ahead and park here. I'm let you know right now I'm not getting out real. That's cracker right there. And I can't wait to see his ass cuz my mama beat your ass, Jit. Yeah, I said cracker. You know both of these used to get their ass bullied. Especially his ass. His ass got bullied to turn to a [ __ ] You feel me? His ass turned to a f. You feel me? Hey, come here, [ __ ] ass little boy. Come get your ass bitched up, too, cuz I'm on your skinny head ass [ __ ] boy. When I see your ass on my 15th, too. Oh, I'mma catch your ass in a white Camaro. >> Listen. Okay, I need you to be cooperative. >> Miss Cox, I tried. Miss Cox, I tried. >> THAT ass right there. HE DIDN'T WANT TO LET ME TALK. HE DIDN'T WANT TO LET ME TALK. HE DRAGGED ME STRAIGHT OUT THE CAR. HIM AND HIM. I SWEAR I CATCH YOU, BOY. >> BOY, you think I'm playing games, boy? Mother Mo, whatever your name is. >> More charges. >> I'm sorry, Miss Cox. Him and him got me up >> all the way. That's not I know not I know you tried your best but they ain't fight they got me up. >> They got they skip my leg up for nothing. >> I need you to calm down. Okay. >> We saw the charges that occurred here. The officer mentioned the traffic offense which he initially was stopping him for. We saw the aggravated battery where he spit in the officer's mouth. We saw all the other resisting types of things that were going on. He said that he found some of the green stuff in his pocket. But there's some things that I really want to mention about this cuz this could have went really really bad. This young man that we saw here was absolutely his language and his behavior was absolutely unacceptable and vulgar. We get to push the pause button and stop, but officers have to take those calls over and over and over again and they don't get to push the pause button. Take that into consideration. And throughout my career, I know dealing with that stuff. And like I said, I pinned a report in the comments of a time that I got spit in the face and I redacted a lot of the names inside of it. But I'd like you to read that because it is a horrific thing to have happen. But I wanted to talk about the tactical element. If the person wants to get back in the car, can we utilize the tool of having them come back to us and we can control the situation because we don't have the unknown of a vehicle. I believe the officer could have potentially toned it down just a tad bit when he was interacting with the young man. I think the driver of the car wanted to surrender. Again, this is just from 2020 hindsight. And this may have prevented some of the other things that could have occurred if we have the guy back at the car or if we deescalated from the beginning. This is sad that this has turned into this young man making racial allegations against the police when I didn't see anything race [music] except for what the things that he said. It was true professionalism from the police and I really appreciate when I see that. But I'm going to say some things if I think that there are ways that can also be added into the tool belt of the policing. Good job from I believe it was the St. Pete Police Department. And I hope this young man makes better decisions going forward because if this young girl is pregnant like him, this is not the type of behavior that is going to be beneficial for a child to learn from. Please comment on whether you think that if an officer responds by striking a subject in handcuffs after being spit upon, if that is a terminatable offense, a fireable offense. And medical people, please chime in about what a person can catch if they get spit in the face like that. It's disgusting.
